Utilities

Maintenance of utilities for public infrastructures is important to be

considered for the survival and success of the institution. The proposed project

provides basic community services and needs such as electric power supply, water

supply, telecommunication systems, and wastewater disposal system.

Electrical Supply

The electric power on the site will be supplied by Batangas II Electric

Cooperative (BATELEC II). All the electrical requirements and restriction will be

based on the Philippine Electrical Code 2017.

Water Supply

San Juan Water District (SJWD) will supply the water and will be stored

on water tanks to supply the site in case of water deficiency. SJWD is a

Government Owned and Controlled Corporation (GOCC), politically independent

from the local government. The plumbing plans and layout shall comply on the

National Plumbing Code of the Philippines.

Telecommunication Utility

Connection and information can be accessed through the internet which

will be useful for the users. Communication services will be supplied by the

available internet provider in the community.

Waste Management and Disposal System

Municipal Environment and Natural Resources Officer ( MENRO ) staffs

and employees of the local government are the responsible person in charge in

waste management and disposal system of the municipality. The collected wastes
are being transferred to the dumpsite located at Brgy Escribano, San Juan

Batangas.

For the proposed sports center an organized waste disposal system will be

implemented to manage the solid wastes from the facilities. Separated containers

will be provided for biodegradable wastes and non-biodegradable wastes at

strategic locations within the area. Proper and clear signage will be provided to

remind the public the cleanliness that is needed. On the other hand the

wastewater from comfort rooms will be directed to septic tank and storm water

will be directed to drainage system. Collection of waste will be scheduled by the

local government.

E. Project Constraints

The construction of Sports Center in Brgy. Buhaynasapa, San Juan, Batangas is

expected to encounter different constraints. Difficulties and concerns which may affect

the proposed project cannot be avoided and must be observed and identified in order to

imply accurate resolutions before proceeding to construction.

The following are the constraints that are identified and considered for the

proposed sports center:

Economic Constraints

Budget limit and allocation of the money are the primary factors that

contribute to economic constraints. Particularly, the National government will

allot the budget for the construction of the sports center but the total amount to be

used is not yet officially determined. In line with this, the project aims to use the

lowest materials cost possible without sacrificing the stability and aesthetic of the

structure.
Safety Constraints

During the construction of the project, accidents may occur to the workers

and the people around the construction that involved in the project. Construction

barriers fences and warning signs will be around the perimeter. Signages and

warnings on the site will be maintained and properly placed where it can be easily

seen. To prevent accidents, workers should be properly oriented. Employed

workers should be equipped with proper knowledge, skills, training, and

experience to carry out the work.

Social Constraints

During the construction phase, the people around the area must be

considered. Since the project is near the residential, they may be affected when

the project started. Due to the sound produces by heavy equipment and large

amount of dust brought to the construction, temporary fence and sound barriers

will be installed before the construction. The people will also be informed

regarding this project while the project engineer should develop awareness to

managing and controlling the constraints in the working environment.
