“1 Dead, 76 Hospitalized due to ammonia leak in Navotas”.

1. What happened?
- One person died and 76 others were hospitalized as a result of an ammonia leak at a cold storage
facility in Navotas City. The chemical spill happened at approximately 4 p.m. at the T.P. Cold
Storage and Marcelo Ice Plant located on R-10 North Bay Boulevard South. The victim was
identified as 44-year-old Mr. Gilbert Tiangco, the security guard at the ice plant. Fifty-three
other people reported feeling queasy, vomiting, and having trouble breathing. Twenty-three
other people were transferred to Tondo Medical Center and 53 more were brought to Navotas
City Hospital. The ammonia stench was lessened as of 7:12 p.m., according to the Bureau of
Fire Protection (BFP), but it would still take two to three hours to get rid of it entirely
throughout the building. In addition, the valve responsible for the leak has been closed. Around
eight o'clock at night, residents had already been told to go back to their houses. Food packets
were prepared by the City Social Welfare and Development Office (CSWDDO) for the
impacted citizens. In case anyone in the vicinity needs medical attention, there is also a first
aid station available.

3. Who was at fault in this accident?
- However, since the BFP hasn't yet determined what caused the leak, it wasn't mentioned in the
news story. But based on what I saw when reading the news report, the safety inspector needs
to shoulder the most of the responsibility because they are the ones responsible for ensuring
that the facility and its pipes are in good condition. It is also possible to argue that some of the
fault should fall on the owners and employees for failing to follow protocol during the crisis,
providing inadequate first aid, and endangering the facility's safety for the local population.
