CHAPTER ONE
1. Background of leku city revenue authority branch office

In south nation nationalities peoples of regional state there are 14 zones 3 special districts. Leku
city is the one which is administered under the sidama area people’s zone and the woreda’s town
named shebedeno is found to south on 290 km from federal government of Addis Ababa
Ethiopia. And on 27 km to south of regional government of Hawassa. Its area is 1597.2 km
square which is divided in to 3 kebeles. 9.8% of the city population is led by the agricultural
products and the rest percentage (90.2) is led by business work and government workers. Leku
city is relatively located by hawassa to the north, yergalem to the south, gurecha wereda to the
east and borecha wreda to the west. The sector of revenue authority was established in 1993 EC.
In the woreda and now a day it is one of the known government sector having its own formal
organizational structure from the lower woreda level to higher federal level.

It is also working on the high public service like any other government officials and it is directly
related with other horizontal and correspondence sectors to reach to the improved society and to
have common goal as well as to justify the benefit of society.

2. Cardinal issue 0f the organization

1.2.1 Mission

through effective and balanced collection of revenue in transparent and accountable manner, raising the
awareness of the people on tax /revenue to pay their obligation through their own interest and collecting
revenue/tax to be input to the growth of region.

1.2.2 Vision

the office use its Owen policies and strategies to ensure sustainable development with
appropriate implementation ,identifying city problems to alleviates poverty and bringing
continuous economics growth through planned and accountable way.

Value is same thing that the organization done to achieve its objective some of the values of

2. Detailed description that I was handling

2.1Background of the department

The historical back ground of revenue research and tax payers training department is similar with
the organization. The departments started at the beginning of the organization and from the time
of existence up to present the department play grate role to the achieve organizational objective.

Objectives of revenue research and tax payers training

 Providing fiscal information to the people.


 Developing doing work with team spirit.
 Performing their task punctually.

2.2 ACTIVITY AND RESPONSIBILITY OF THE DEPARTEMENT

 Making and distributing the financial information to decision maker through financial
report.
 It makes monthly salary of office employee.
 Expressing economic event in monetary value.
 Preparing and summarizing yearly and monthly planning report.
 Collecting different social economic data for making plan.
 Designing opportunity to trade with neigh governing woredas to increase the income of
the people so as to increase the amount of revenue collected.

2.3. MY RESPONSIBILITY AS A MEMBER OF THE DEPARTMENT

 I collect data from concerned party for making plan with the members.
 Helping employee when they entered to the mistake.
 Writing the plan on computer and printing on soft copy.
 Calculating the collected revenue/tax for office report.

PERFORMANCE EVALUATION OF MY ACTIVITY


I have responsibility of achieving the organization mission and objective immediately since
when I was the member of the department.

 I try to make the work perfectly immediately when see from the employer.
 Carefully looking how the work.
 Peace with the department worker and preparing soft copy to the users.

2.4 PROBLEM ENCOUNTED ON THE JOB AND REMEDIAL MEASURES I HAVE


TAKIEN

 Lack of written documents especially English language.


 Lack of time to get more information apply and grasp some knowledge because of
begging new to the organization.
 There is no sufficient material especially computer facilitate the organizational work.
 Some employees were not ready to give full information.
 Lack of written document spatially English language.

2.5 PROBLEMS DEPARTMENTS AND ITS SUGGESTED SOLUTION

Suggested solution to the problem

Due to the above problem in the office the organization take measure to minimize the problem.

 To solve revenue /tax insecurity the organization takes measure to solve such method like
declaration of tax rules.
 Each worker of the organization should have to get the opportunity to learn the
opportunity training in capacity building and language development.
 Reducing work load on some work by using computerizing forming better relation with
related department in the organization.
 Specifying the time for each worker and jobs.

Solution to the problem


 I was tried to make good relation with the workers to get full information.
 Developing experience by sharing knowledge from employers specially revenue
authority branch office.
 Discuss with employee about how to collect data to make plan.
 Asking the employers for the use of materials.

Problem of the department

 It does not use computerized system.


 There is no smooth relationship with other department because of over load of work.
 Immediate measure cannot be taken to solve the program that exists inside the
department.
 Shortage of sufficient budget.
 Lack of trained human power.
 Poor document control system.

Solution must be taken

Due to the above problem in the department I forward some solution to solve the problem

 There must be creating good relationship inside and outside the department.
 Assigning meeting and discus all the problem spatially how to increase the role of the
department for achieving organizational objective.
 By making budget transmission from one plan to the other for achieving department
material like computers and collecting future, present and past information for users

3. SWOT analysis of the organization

3.1 Strength

This is one of the criteria which used to evaluate performance of an organization. When we say
strength is the quality of being strong or the ability that the organization. As a result, leku city
revenue authority branch office has the following strength:

• The entire staff member doing their work in coordination.

• The staff member and the society have a good relationship and discussed on the issue
concerned on them.

• The organization gives training for employers about their activity to increase their
knowledge, skill, motivation and confidence.

• The organization gives fast and quick customer oriented services.

3.2Weakness

Is among the criteria used to evaluate performance of the organization and needs correction as a
result it reduce its performance. So leku city revenue authority branch office has the following
weakness

• Some of the staff members are not punctual to their work.

• The sector don’t have written document which gives more information about the
organization.

• Load of work upon some staff members.

• Lack of trained man power in the organization.

• Rapid economic growth of the country and financial resource of the city.

• The existence of confortable air condition and sufficient rivers raise the agriculture
production by using irrigation.

3.4 Threat of the organization

• Migration of employee to other sectors for searching better salary.

• Lack of trained man power.

• Financial insecurity in the organization.

• Continuous rising of inflation.

3.5 POSSIBLE PROBLEMS I HAVE NOTICED

• Financial insecurity: the end of the month there is lack of salary for the worker these
result employees can know not work there task perfectly.

• Balance of workers and job classification without rest continuously, but some of
them are not that much.

• The office has shortage of computers and printing machine.

• There is problem in tax collection form one zone to the other.

4.1 Conclusion and summery


This practical attachment helps to me get the opportunity of acquiring knowledge from working
environment and developing the ability of applying theoretical knowledge for solving existing
problem and to arise judgment and analyzing the ability to perform certain task.

By ensuring application of modern tax collecting system the city economic to be lead with plan
through preparing long term and short term developmental plan and ensuring its application of
planning discipline.

4.2 Recommendation
Based on the final finding of the professional practice program in leku city.

RATIONAL OF PREPARING SUMER ATTACHEMENT

Preparing summer attachment in the organization enable for the student to benefit
the following.

• To apply his knowledge that gather from learning time.

• To share skill and experience from the organization.

• Observe the life of work rather than learning.

Significant of summer attachment

Practical attachment is important to me in different aspect for knowing how to


apply knowledge that gater from class and other written document. In general ,I
have benefit the following:

• Change theoretical concept to practical.

• Share experience and knowledge.

• Crating job opportunities for future.

• Crating smooth relationship with social life and how to solve


problems.

Relevance of organization and my activity

The relevance of the organization and my activity is very closed even though the
organization have many problem like lack of modern computerized system of
storing documents. The study by itself is focusing on the organization and my
activity so, department activity are supportive to my study .

In general the study on part two (activity report) is related to the office
working and similar to theoretical study.

Applicability of the theories and other in class on real world on practical


environment

Most of the principle in economics, marketing and macro economics study and
there formula is applied in the department of revenue research and tax payers
training that increase and achieving the objective of research and .
Generally, what I have learned in all course and from the environment is
applicable and highly needed.

Major problems that I face during the attachment

There are many problem that faced during the practical attachment can be seen
from two way. that is from the organization and me.

• Lack of available information.

• Lack of working material.

• Imbalance of weather condition.

• I am fresh or new the organization and lack of experience.

• Work load in some worker.

Suggested solution to the problem

In order to solve the above problem we take some solution.

• Fulfilling working material on time and storing the organization


information on computer and other hard copy for the people.

• Crating system of job classification to reduce work load.

• Assigning budget to purchase and share new way of facilitating


jobs from other sector.
