3 BILLS OF QUANTITIES

The pages contained in this Bills of Quantities are


numbered consecutively from page 9 to 92.
Tenderers are requested to check the Bills of
Quantities and if any page is missing or duplicated,
or if any figure or text is illegible, or if there exists
any uncertainty or doubt as to the meaning of any
description, or if this Bills of Quantities
contains any obvious error, Tenderers must notify
the Quantity Surveyor immediately so as to obtain
the necessary rectification or explanation.
No liability whatsoever with regard to the tender
amount will be recognized as a result of the
aforementioned.

No alterations, erasure, omission or addition is


allowed to be made to the text or conditions
pertained to in this Bills of Quantities.
If any such alterations, amendment, note or
addition is made, it will not be recognized and
the Bills of Quantities will be deemed as orginally
drawn up by the Quantity Surveyor.

This Bills of Quantities is not meant for ordering.


Any orders based on the Bills of Quantities are at
the contractor's own risk.

4 METHOD OF MEASUREMENT

This Bills of Quantities was compiled in accordance


with the method and guidelines as set out in the sixth
edition of the Standard System of Measuring Builder's
Work and/or any amendments thereof. Where
applicable the engineering work is measured in
accordance to the method and guidelines as set out in
the SANS 1200, 10400 and 10142 specifications.

The Bills of Quantities is provisional. All trades will be


re-measured for the final account.

5 ACQUANTANCE WITH TENDER DOCUMENTS

By submission of a tender, the tenderer will be deemed


to have acquainted himself/herself fully with the tender
documents, local authority requirements and by-laws,
ACSA regulations and requirements, and all aspects of
the work envisaged in the documents prior to pricing
and submission of his/her tender

6 DRAWINGS

The tenderer is referred to the Annexures for the


drawings used for setting up this Bills of Quantities

7 SCOPE OF CONTRACT

The description hereunder is a general guide only and


the tenderer is referred to the architect's drawings for
tender purposes. No liability will be accepted should
the following short description be misconstrued.

The contract is for the retail renovations to the


Domestic Departures at King Shaka International
Airport.

The scope of the work generally comprises the


following:

- Take down existing retail units


- Construction of new retail units
(re-use of shopfronts where possible)
- Removal of existing carpets
- Removal of existing floor tiles to retail units
- New tiling to floors
- New carpet to floors
- Construction of a coffee shop
- Electrical installations to new retail units
- Ventilation installations to new retail units
- Fire prevention installations to new retail units

8 SITE BRIEFING MEETING

A compulsory tender briefing will be held at 10h00 on


7th April 2017.

Tenderers are to meet at the reception of the Multi-


Storey Office Block, King Shaka International Airport.

9 ACCESS

The tenderer is to familiarise himself with the site


access limitations.

Site access will be via the staff entrances to the


Domestic Departures. No persons will be granted
access without a security permit.

For large materials and equipment being taken onto


site, access will be via the basement.

Security permits are required for ALL persons


working on or accessing the site (Domestic
Departures).

The tendereres are to ensure that security permits


are priced for in their tender sum (see Provisional
Sums).

The tenderers are to ensure that all site restrictions


are priced for in their tender sum.

10 NIGHT WORK

The tenderer is to price for the execution of the works


at night.

All work on site is to commence after the departure of


the last flight and will cease by 05h00 the following
morning.

11 EXISTING PREMISES OCCUPIED

Tenderers are referred to C3: Scope of Works in the


document.

Tenderers attention is drawn to the cconditions of work,


specifically that the premises or area of works is a live
operational area. The contractor is therefore required
to carry out the work with minimum disturbance to the
daily operations of the airport.

12 EXISTING SERVICES

The following existing services are to be treated as live


systems:

- sewer
- water
- electrical
- telephone
- data

The contractor is responsible to complete his/her own


detection operation to ensure all existing
services are located and exposed, without damage
to existing
services.

13 CONTRACTOR'S CAMP

Locality and restrictions (to vehicles, etc) to be advised


by ACSA

16 COSTS INCURRED BY THE TENDERER

The employer will not be responsible for or pay for


expenses or losses which may be incurred by the
tenderer in the preparation of the tender or in visiting
the site

17 ACCEPTANCE OF TENDER

The employer is not bound to accept the lowest or any


tender nor to give any reason for the rejection of any
tender

18 BLACK ECONOMIC EMPOWERMENT

Tenderers are referred to the the Tender Returnables


List in the document and ensure that all the required
information and documentation is included together
with the tender submission.

19 OCCUPATIONAL HEALTH AND SAFETY ACT -


CONTRACT AND SPECIFICATION

Tenderers must carefully study the project specification


and ensure that all of the obligations, requirements and
specifications are included in the tender sum

21 ESCALATION / FIXED PRICE CONTRACT

This contract will be a fixed price contract; i.e. the


contract sum is not subject to price escalation.
The tenderer must allow in his/her tender price for any
production cost increases expected during the contract
period.

22 ESCALATION AND COMPLETION DATES

The dates for completion of the contract are annexed


at the back of the tender form and are to be indicated in
the programme of works in the tender submission.

Escalation is not applicable to this project.

23 CONTRACT PERIOD

The contract period shall be 6 MONTHS including all


statutory and builder's holidays.

24 VALUE ADDED TAX

The tendered price must include for Value Added Tax


(VAT). All rates in these Bills of Quantities must
however be net (excluding VAT) with VAT calculated
and added to the total Value thereof in the Final
Summary.

25 PENALTY

The rate for penalties levied in terms of clause 30 of


the Contract, shall be R per calendar day
for which the completion of the contract is delayed.

26 MAINTENANCE PERIOD

The maintenance period shall be as follows:

a) General building work: 3 months


b) Electrical installation : 12 months unless
otherwise stated
c) Mechanical installaion : 12 months

Any leakages to roofs or damage caused as a result


thereof within six (6) months after completion of the
work due to poor materials or competency of workmen,
shall be repaired by the contractor at his cost.

27 ORDER OF WORK

The tenderer shall programme his work to the


satisfaction of the principal agent.

The programme is to be included in the tender


submission.

28 PRICED BILL WITH FINAL SUMMARY

A complete and priced hard copy of the bills of


quantities with the final summary must be returned with
the tender form. FAILURE TO DO SO WILL
INVALIDATE THE TENDER.

NOTES
BUILDING AGREEMENT & PRELIMINARIES

The JBCC Prinicipal Building Agreement (Edition 6.1 March


2014) prepared by the Joint Building Contract Committee shall
be the applicable building agreement, amended as hereinafter
described.

The Preliminaries revision 1 (February 2016) published by the


Association of South African Quantity Surveyors for use with
the said JBCC Prinicpal Building Agreement Edition 6.1 shall be
deemed to be incorporated in these bills of quantities.

Contractors are referred to the above mentioned documents for


the full intent and meaning of each clause thereof.

These clauses are hereinafter referred to by clause number


and heading only. Where standard clauses or alternatives are
not entirely applicable to this agreement such amendments,
modifications, corrections or supplements as will apply are
given under each relevant clause heading and such
amendments, modifications, corrections or supplements shall
take precedence notwithstanding anything contrary contained in
the above mentioned documents.

Where any item is not relevant to this specific contract such


item is marked N/A, signifying "not applicable"

PREAMBLES FOR TRADES

The Model Preambles for Trades (2008 edition) as published


by the Association of South African Quantity Surveyors shall be
deemed to be incorporated in these bills of quantities and no
claims arising from brevity of description of items fully
described in the said Model Preambles will be entertained.

Supplementary preambles are incorporated in these bills of


quantities to satisfy the requirements of this project. Such
supplementary preambles shall take precedence over the
provisions of the said Model Preambles.

74 C1 ENVIRONMENTAL MANAGEMENT

The Contractor shall, before commencement of any work,


compile an Environmental Management Plan (EMP) (See
Annexures A, B and C). This must be done by a competent
person, appointed in writing, and this must form part of the
SHEQ file to be applied on the site and shall include the
following:

· Identification of the aspects and impacts to

how these document requirements will be met.

The contractor shall appoint a Environmental Officer (EO) in


terms of the CEMP (Annexures A, B and C) and allow for and

Signature of this agreement implies that the contractor studied


the Environmental Management requirements and has made

SUPPLEMENTARY PREAMBLES

Items, materials or methods to be used specified by trade


names or catalogue numbers are only an indication of the
quality required. Items, materials or other approved may be
used with prior approval from the architect.

NOTES

1. All steel must be grade S355 JR to SABS 1431. Commercial


Grade cold rolled sections to have a minimum yield stress of
225 MPa (Contractor to get confirmation from supplier in this
regard).

2. All bolts and nuts to be grade 8.8 unless otherwise specified.


Bolts shall be hot dip galvanised to BS763 and it must be
possible to screw mate parts together by hand.

3. All fasteners must be supplied by the Contractor.

4. All welds shall be full penetration 6mm welds to SABS 044


and SABS 455, all round where possible, unless otherwise
stated.

5. All construction and workshop details must be approved by


the Engineer before fabrication is started.

6. Structural steelwork must be carried out according to


SABS 1200H.

7. All bolts and nuts must have washers.

8. The contractor must ensure adequate structural stability


of the structure for the full duration of erection.
The contractor shall supply all temporary bracing and fixing
mechanisms to achieve the above.

9. No holes to be formed or widened with the use of a cutting


torch. The contractor must confirm all dimensions on site.
Discrepancies to be reported to the engineer.

Glazing shall comply with SAGGA regulations. Glass thickness

PROFIT

Against the item "Profit", the Contractor must allow for whatever
profit, if any, he requires on the relevant provisional sum. The
profit will be adjusted on the full amount payable to the
Nominated Sub-Contractor according to his sub-contract with
the Contractor.

ATTENDANCE

See Clause 9 of Preliminaries.

Attendance shall further be deemed to include that the


Contractor must allow for co-ordinating the work, co-operating
to the fullest extent with all parties concerned and for general
attendance on Nominated Sub-Contractors in the execution of
their various services as further described below.

The amount allowed for attendance will remain fixed unless the
Scope of Work is altered in which event the amount allowed will
be adjusted according to the variation in Scope of Work, based
on the original allowance.
