1.0 PURPOSE
This procedure aims to ensure that:
Visitors to the site are adequately briefed on the emergency procedures and their presence is
recorded before being transferred to their host on site.

Contractors working on site are adequately briefed on emergency procedures, safety and
environmental requirements associated with their work before that work commences.

Out-of-hours visitors and contractors are adequately briefed on emergency procedures, health,
safety and environmental requirements via the duty shift operations team.

The Control Room staff are informed of visitors or contractors attending the site and the technical
officer/host responsible for that person.

2.0 PRINCIPLE
All persons on site, whether staff, staff from other locations, visitors or contractors must be
aware of what to do in the event of an emergency. They must also be aware of any areas
where they may not go without supervision and the rules relevant to their purpose on site.
Their presence must be recorded to ensure they can be accounted for in the event of a site
evacuation.

3.0 SCOPE
All persons on site, including security staff, site-based staff, owner staff, any staff from the
owner’s parent companies from other locations, visitors and contractors. No person is allowed
on site unless he or she has been through the appropriate induction process.

This procedure does not cover the induction training requirements for new staff.

4.0 RESPONSIBILITY
Security staff are responsible for ensuring that no person is allowed on site unless they have
been through the appropriate induction process, and for delivering the basic awareness
necessary.
Technical Officers are responsible for ensuring that any contractor for whom they are
responsible are aware of all relevant site rules.
All staff are responsible for ensuring that any visitors to site for whom they have responsibility
are aware of the site emergency procedures and that site security staff are informed in
advance of any visitor coming to site.

7.0 HSE AND BUSINESS RISK


The risk of being unable to account for all persons in the event of an emergency and of
allowing people to work on site without control.

8.0 PROCEDURE
8.1 Visitors to site
All staff are responsible for informing security by email in advance of visitors to site and
requesting the appropriate level of induction training.

Visitors will be shown a visitor site induction DVD and will be provided by security staff with
an information card or booklet showing the appropriate actions to take in event of an
emergency on site.
Visitors will be issued with a site pass. This pass must be surrendered on leaving the site.

Security staff will inform the Technical Officer or host of the visitors’ arrival and arrange for
the visitor to be taken to their host or be met at the gate.

The host will be responsible for ensuring that the visitors conform to site requirements on
health, safety and the environment as necessary during their visit.

The host will inform security when the visitor is leaving site and ensure that the visitor is
returned to security personally or via a suitable route to the gatehouse at the end of the visit.

8.2 Contractors Working on Site


The Technical Officer of the Contract will advise the Control Room and the Gatehouse in
advance of work by contractors and their staff.

On the first visit to site on a contract, the contractor and his staff will be directed to the
Technical Officer of the Contract via a suitable route, taking into account any other work in
progress that they may encounter. The Technical Officer will ensure that additional training is
provided as necessary on any site health, safety and environmental requirements associated
with the work before the work commences. If the Technical Officer or his nominated delegate
cannot be located, the contractor will not be allowed on site unless permission is granted by
the duty Shift Engineer.

The Technical Officer will provide the information (listed below) to the Security staff prior to
their arrival. This also applies to visitors whereby the host will provide this information.

Security staff will record the above information for any visitor pass issued to contractors or
visitors.

Technical Officers and staff expecting visitors should be aware that failure to provide the
above information to the gatehouse prior to the visit could result in delay.

8.3 Site Safety Induction Video


Contractors and their staff will only be admitted to site after watching the site safety induction
video or presentation within the last twelve months and successfully completed the associated
test questions.

8.4 Contractor HS&E competence


The Technical Officer will ensure that all contractors working on site have undertaken suitable
H&S training as required by AZN/HSE/PROC 039.

Exemption from this requirement will be granted to contractors brought in for work required at
short notice or in an emergency. The contractor must be given personal supervision whilst
working on site.

8.5 Emergency Call Out


In an emergency, a contractor may be brought in at short notice, and the Technical Officer
will ensure that adequate induction briefing is given verbally. The contractor will also require
the normal induction process as soon as practicable.

8.6 Induction Database


A database of the dates on which contractors and their staff who have been inducted will be
maintained by HSE. Contractors and their staff who have not been inducted within the last 12
months will be required to repeat the process (including the written confirmation).

9.0 AUDIT / REVIEWS


This document will be reviewed every 2 years or as a result of audit findings.
