Purpose

This Action Plan prescribes the guidelines and procedures relative to the
conduct of coordinated anti-crime approach by all sectors concerned purposely to
address all forms of criminal activities particularly Robbery and Theft in the City of
Dasmariñas, Cavite.
Situation
Robbery (with Intimidation) and Theft (Snatching/Pickpocket/Salisi) are the
most prevailing incidents in the City of Dasmariñas, Cavite, in which the victims are
either divested of their personal property thru the use of deadly weapon or simply
victimized by a pickpocket or “salisi” in a crowded area, or by snatching of personal
belonging while victim is in a moving motor vehicle. All these types of “modus
operandi” were already brought into the attention of potential victims and
stakeholders during series of information campaign conducted in the campuses and
selected communities, however, such incidents continue to exist thereby
necessitates a systematic approach to address the problem vis-à-vis with other
sectors in the City.
The vast increase of population, as against depleted number of ill-equipped
police personnel, is one of the contributing factors in the proliferation of crime in
the locality.
Therefore the support and cooperation of all sectors concerned are extremely
necessary to address these concerns.
Mission
Concurrent with its mission and functions, and in coordination with the Local
Government Units (LGUs), the League of Barangays, the Civilian Volunteers
Organizations (CVOs), other law enforcement agencies and Non-Governmental
Organizations (NGOs), shall intensify its police operations to address all forms of
criminal activities particularly crimes against property which is the main purpose of
this mission.

Execution
a. Concept of Operations

Police Community Precincts and Sub-Stations will be positioned at more


visible and strategic location to coordinate with the Barangay Chairmen in their
territorial jurisdictions for the organization, training and deployment of barangay
tanods as force multipliers in the conduct of police visibility activities, and
“balikatan” patrolling in the area.

Likewise, dialogues (“pulong-pulong”) and seminars will also be conducted as


part of the education and public information drive to enhance community
awareness and support the implementation of the anti-criminality campaign,
through the collaboration with concerned sectors of society and school campus
organizations.
b. Tasks:
1) Dasmariñas City Police Station
a) Operations Section
- OPR in the formulation and implementation of this Action Plan;
- Deploy appropriate number of personnel to conduct foot patrol/police
visibility in the main thoroughfares and populated areas of the City
on a regular basis, in coordination with coequal units of the PNP
Organization;
- Conduct relentless police operations for the neutralization of identified
personalities/ organized crime groups involved in Robbery or Theft; and
- Perform other tasks as directed.
b) Intelligence Section
- Provide timely and accurate intelligence information;
- Maintain updated target list on suspected crime groups and personality
involved in Robbery and Theft;
- Conduct verification and background investigation of identified personalities
to include their “modus operandi” in the conduct of illegal activities;
- (Other intelligence efforts); and,
- Perform other tasks as directed.
c) Investigation Section
- Conduct speedy investigation and prosecution of all cases related to
Robbery and Theft;
- Gather vital evidence to ensure conviction of the suspect/s;
- (Other investigation efforts); and
- Perform other tasks as directed.
d) PCR Section
- Conduct public information campaign in coordination with the City Public
Information Officer (CPIO), in order to raise public awareness and generate
community support in the drive against Robbery and Theft;
- Coordinate with all Barangay Chairmen for the mobilization of barangay
tanods and BIN members in all barangays as force multipliers;
- Conduct training for barangay tanods/police in information gathering efforts
and reporting;
- (Other police-community relations efforts); and,
- Perform other tasks as directed.

2) Cavite Police Provincial Office


- Provide appropriate number of augmentation personnel as requested to
assist the Dasmariñas City Police Station during the conduct of Anti-
Criminality drives; and,
- Perform other tasks as necessary.
3) City Health Office
- Provide ambulance with crew on standby at the City Hall Quadrangle in the
event of emergency response during the conduct of Anti-Criminality
operations; and,
- Perform other tasks as necessary.
4) City Radio Communications Office (300 Base)
- Provide radio communications assistance; and,
- Perform other tasks as necessary.

5) City Peace and Order Council (CPOC)


- Convene the council members for inputs and subsequent approval of the
Anti-criminality Action Plan, taking into consideration the responsibility of
all concerned for a holistic and effective approach to the crime situation.
One (1) week is the timeline for this activity; and,
- Convene on a regular basis or when the need arises, to conduct
assessment on the effectiveness of the plan and to make the necessary
adjustments as necessary.
6) City Council League (Sangguniang Panglunsod Members)
- Enact ordinances for the adoption of the CPOC- approved Anti-Criminality
Action Plan, for the provisional funding and support of its implementation,
to include the training and mobilization of barangay tanods/police as force
multipliers. One month is the timeline for this activity.
- Enact other ordinances as may be necessary or when the need arises, for
the effective implementation of the plan.
7) Coordinating Instructions
a. Respect for human rights is paramount and must be observed under all
circumstances at all times.
b. Adherence to the rule of law is required.
c. Lateral coordination is highly encouraged.
