Children’s Product Safety

(Product safety regulation)

I must tell you that to handle a children's product, you have to learn & understand the rules &
regulation for the Children's Product safety. I gathered experience for children products through
handling the several Key brands such as “mother care” “TCP”, “JCPenney”, “Walmart” and M&S(UK).

Though this was challenging JOB to train vendors for the Children Product, especially for the MC.
Hence reviewed the brand requirement & country regulation for the UK & Americans government.
Developed & onboarded around 20 factories for handling the children product for mother care.
We together generated the safety guidelines for the supplier development for the children safety.

These are below:

Children Product:
"children's product" as a consumer product designed or intended primarily for children
03 years and 12 years of age or younger. The product which buy for our lovely Kids.

Children’s Clothing Potential Hazards:

There are 5 potential safety issues with children's clothing product. these are the below:

1.Choking. injury from sharp edges or points.


2.Strangulation or entrapment.
3.Danger from other hazards, such as unsafe dyes or chemicals.
4.Flot Threads & threads end
5.Packaging

Hazard= Potential source of harm to the wearer of the garment


Harm=Physical injury or damage to the health of the wearer

The Way secured the Children Product:
There are 5 core areas where we/QA team /supplier must have to pay focus while we are going to
get start the children product in sample making to bulk production .

These are as below :

1.Do analysis the Risk while designer or supplier develop the Children Product.
2.Attachment Control through apply proper construction & maintain the rules.
3.Sharp tool & needle control -must 100% garment pass through MDM.
4.Chemical use – while dying/print/spot can’t use listed prohibited Chemical
5.Test – Fabric Trims and garments must be passed through 3rd party lab test.

1.Designers /Vendor/supplier/ Tech team focus:

The moment’s vendor is going to design & develop the sample must keep focus on the children
product safety. Do analysis Risk & take action plan. Basically, this is right time to think on safety

These are as below:


1.To develop products which meet the specific requirements of the legal standards applicable to
each product.
3.To ensure contained compliance raw materials are mentioned during manufacture & ensure that
products meet the requirements of the general product safety directive 2001/95/EC and are safe
during foreseeable use and fit for the purpose.
3.To ensure product are tested to the most up to date versions of the standards
Important steps:
4. must need to Check the garments and identify the type of component? is it a drawstring! with or
without free ends? Is it cord, decorative of functional? is it the loop flat or protruding?
5.Check conformity to all the applicable general requirement?
6.Idetify the area. Where the component is located? Specify the group
7. What types of fabric are suited for children wear: Cotton, linen, and wool are the materials
with the best breathability. Heightened hypoallergenic characteristics, and the most
comfortable sensations.

2.Attachment Control(Construction & safety):


It is essential that all components attached to clothing for children under 36 months (including
98cm in height).

Small parts attachment:


All small parts /embellishments must be securely attached for the lifetime of the product preforming
to the same care instruction as the product they are applied to. Base fabrics foundations may need
reinforcements to achieve minimum pull test.

Drawstring/Cord:
There are 02 type of cord – functional & nonfunctional (decorative) . We can’t use drawstring for
Head & NECK. applicable (0-16). But you can use at Waist & HIP, 3 maximum exposed with CB tack.
Garment shall not have free ends of drawstring longer than 20 cm at each end when the garment i
Lays in a relaxed natural. Drawstring shall be attached (bar tack) to the garment at least one point
at middle. Toggles shall only be used on drawstrings with no free end.
Snap and Buttons,
Button must be 4 whole, 14 L. Store accessorise Inspector collect the collects the specimens and
give to QC for testing & make a mock ups ,exactly same fabric and sewing construction for bulk
.Button shall not be attached through chain stc , always cross stc

Sharp Points, Edges & Burns:


Components must be required and free from burrs and sharp point/edges. Sequence and similar
embellishment must be free from angular or sharp edges.

Seaming & stitching:


Seaming & stitching used must be compatible with the characteristics of the fabric & functionality
of the garment. Seam Bite : for 3 thread over lock stc = min 5 mm bite , 4 thread=min7 mm & 5
thread =8mm.

Lining & Interlining:


Interlining used to back embroidery should only be used where the reverse of the embroidery is like
to come in contact with the skin during wear and feel abrasive

Button attachment:
All button must be lock stc attached. All button must be passed the heavy metal &
requirements.

Zipper /slider
The tops stop and the elements(teeth) should be free from burrs and sharp edges. Where
components of a zip /slide fastener could come into contact with the skin the use of plastic zip
fastness. It is preferable that functional zip are not used in the fly area of trouser designed to fit boys
aged 5 years and under.

Minimum Neck Stretch Specifications:


Neck line must extend to minimum measurement, appropriate for size range without breaking
stitches or destroying the neckline – If garment does not meet minimum neck. It will be considered
an automatic failure

Embellishment:
All garment with sequence and embellishment must undergo a durability wash test – as
per care label test. Please find the below chart for the Risk & safety requirement for EMB.

3. Metal Detection -Needle control


All needle must be replacement /new needle must be secured in a locked cabinet with run
authorised. In needle issue area in the swinglines every needle accounted with the proper records .
A strict needle policy is critical it is protect the customer brand name & integrity policy benefit the
customer, but also if used by the factory.

Broken Needle procedure:


Metal detection & Contamination detection. The factory’s operator must ensure that the needle
detector machine is calibrated and in proper working conditions before performing the operation.

Sharp tools control


In cutting section, all blades to de recorded and return are recorded by the in swinglines, every pair
scissor has specific control number and is attached to a fixed location

4.Chemical Control:
Supplier shall be aware of the most up to date SVHC & ensure the chemicals listed are not found in
products. While removing the spot-on spot room that must follow the required SVHC rules .

5.Garments Testing (Physical and Chemical):

Testing is a big part to check product safety. RSL (Restricted Substance List) test is an important test
to see if any restricted substances in garments products or not. A few other important tests are
Nickel, release Colorfastness to perspiration, Colorfastness to saliva (for the baby item),
Flammability, Sharp point, Sharp edge, Azo, Formaldehyde, Phthalates, pH value, Lead, Cadmium
