1.0 INTRODUCTION

1.1. PROJECT BACKGROUND


Hutchinson Grazing are proposing to expand the existing 2,632 standard cattle unit (SCU) feedlot facility at 340 Derra
Road, Mundubbera. This proposed expansion will see the capacity of the facility increased to 5,000 SCU in the short
term (2019) and then in 1,000 SCU stages every two years to an ultimate capacity of 10,000 SCU in 2029.

1.2. SCOPE AND STUDY AREA


McMurtrie Consulting Engineers (MCE) have been commissioned by Hutchinson Grazing to undertake a Traffic
Impact Assessment (TIA) for the proposed expansion of the existing Melbrig cattle feedlot facility (the Project) located
at 340 Derra Road, Mundubbera.
This Traffic Impact Assessment (TIA) was carried out to determine the level of potential impacts of the Project on the
operation and safety of the surrounding road network. The outcomes of the TIA will be used in support of the
Development Application which will be assessed by North Burnett Regional Council (NBRC) and the Department of
Transport and Main Roads (TMR).
The assessment methodology adopted for this TIA is summarised in the key tasks listed below.
· Broadly identify the existing transport infrastructure which is of relevance to the Project.
· Estimate traffic generation associated with the construction and operational phases of the Project and the
distribution of this development traffic on the identified road network, including the movement of materials,
plant and equipment in addition to the construction and operational phase workforce.
· Assess the potential impact of the Project on the surrounding transport infrastructure during both the
construction and operational phases.
· Identify potential mitigation and management strategies to be implemented during the construction and
operational phases to offset the impact of the proposed Project (if required).
As outlined above, the adopted methodology centers on establishing a background, “without development” traffic
scenario for the identified transport routes, and comparing this with a scenario including the Project-generated traffic,
i.e. the “with development” scenario.
The process allows for the assessment of the traffic impacts of the Project in terms of road safety, access requirements,
intersection operations, road link capacity, pavement and other transport infrastructure. Following this, if required,
potential mitigation and/or management measures would be formulated to address the potential traffic impacts
caused by the proposed Project.
1.2.1. STUDY AREA
As previously identified, the expanded cattle feedlot facility is proposed to be located at 340 Derra Road, Munduberra,
which is formally described as Lot 23 on NT55 and Lot 48 on NT61 as shown in Figure 1 below.

1.3. PRE LODGEMENT MEETING MINUTES


As part of the initial development application a pre-lodgement meeting was held with representatives of NBRC on 26
September 2017. Minutes of this meeting have been included for reference as Appendix A. Similarly, pre-lodgement
advice was also requested from the former Department of Infrastructure Local Government and Planning (DILGP),
with the received response included as Appendix B.
The key traffic items identified as part of the pre-lodgement advice from both agencies is identified below:
North Burnett Regional Council
· The main issue with the existing operations is in relation to traffic impacts on the local government road network.
An increase in vehicle movements may exacerbate the issue.
· Suggested that any application must be accompanied by a traffic management plan that is prepared by a suitably
qualified traffic consultant.
· Existing conditions require a traffic management plan to be submitted to Council. While an initial plan was
provided by the proponent, it is a requirement of the condition (Condition 19) that such a plan is prepared by a
suitably qualified and experienced practitioner. This issue could be properly addressed through the new
application.
· It is indicated that Council are not keeping up with their existing maintenance schedule for Derra Road. It is
noted that a shared cost of maintenance was supported through Condition 20 on the development permit, which
was to be included in the traffic management plan. Additional maintenance (and or upgrades) as a result of the
new development are likely. It is likely that these costs will be passed on to the developer, not Council’s
responsibility.
Department of Local Government, Infrastructure and Planning
The development application should contain sufficient detail about the extent of traffic generation, distribution and
what impact the development traffic will have on the state-controlled road network. Accordingly, it is recommended
that a Traffic Impact Assessment be prepared in accordance with the Department of Transport and Main Roads’ Guide
to Traffic Impact Assessment 2017. The assessment must provide the following information:
a) Please identify the number, types and frequency of traffic that will be generated by the proposed feedlot
expansion development on a daily, AM Peak and PM Peak hour basis. This includes all vehicles such as haul
vehicles used to transport incoming and outgoing cattle (both loaded and unloaded), grain deliveries (loaded and

unloaded), staff and any other traffic that will be generated by, or is required to access, the proposed feedlot
expansion development;
b) Clarify the commonly used haul routes for cattle and grain deliveries between the Mundubbera – Durong Road
and the subject land;
c) Please provide the distribution of generated traffic at the Mundubbera – Durong Road/Derra Road intersection
and include justifications for any assumptions used. This includes identifying the origin/destination for
incoming/outgoing cattle, origin/destination for grain deliveries, and any other vehicles generated by, or is
required access, the proposed feedlot expansion development. Where other intersections are identified as
potential haul routes in item (b), please specify what intersections along the Mundubbera – Durong Road will be
used.
d) Consider and identify the existing traffic volumes at the Mundubbera – Durong Road/Derra Road intersection for
the scenarios specified in Item 2(a) and (b) above as evidenced by a recent traffic count for the intersection;
e) Determine the impact of generated traffic on the state-controlled road network (including the Mundubbera –
Durong Road/Derra Road intersection or other impacted intersections) based on the commencement date of the
proposed feedlot expansion. If a staged approach is to be adopted, please provide the anticipated commencement
dates for each stage of the expansion;
f) Where impacts are identified, propose recommendations to ameliorate the development’s impact on the state-
controlled road network. Where road upgrades are proposed, include a preliminary concept of the road work
upgrades to demonstrate that the works can be constructed within the existing road corridor. If a SIDRA analysis
is used in the determination, please forward an electronic copy with your response; and
g) Confirm the largest design vehicle that will access the subject land. This includes identifying the number, type of
axle groups and the maximum load on each individual axle group both when the heavy vehicle is loaded and
unloaded. Where a mix of heavy vehicle types will be used to transport feed/cattle to/from the site, clearly define
the different types and mix of heavy vehicles including the number and type of axle groups and the load on each
individual axle group (for each vehicle type) when the vehicle is loaded and unloaded within maximum load limits
allowed under General Mass Limits.
This TIA has been prepared in response to the items raised in the relevant pre-lodgment advice above, noting that it
proposes to provide the necessary information regarding the proposed vehicle movements and access arrangements in
lieu of the completion of the identified Traffic Management Plan.

1.4. DATA SOURCES


The background traffic data used to undertake this assessment was established from a daily volume tube count of
Derra Road for the period 28 September 2017 – 31 January 2018, in addition to 2017 AADT Segment and Weekly
Volume report data for Mundubbera-Durong Road provided by TMR. The raw traffic count data provided has been
included for reference as Appendix C and Appendix D respectively.

2.0 EXISTING CONDITIONS

2.1. LAND USE AND ZONING


Currently the subject site is being utilised predominantly for the current 2,632 SCU Melbrig cattle feedlot, with the lots
forming the development (Lot 23 on NT55 and Lot 48 on NT61) currently identified as a rural land zoning under
North Burnett Regional Council’s Planning Scheme (2014), as shown in Figure 2 below.

2.2. ADJACENT LAND USE / APPROVALS


As shown in Figure 2 above, all adjacent land parcels are also currently zoned as “rural” under NBRC’s Planning
Scheme (2014). The subject site adjoins Derra Road and the unformed Smiths Road, with largely undeveloped land
located on all sides of the existing feedlot facility on Lot 23 NT551. Further to this, no active or planned development
approvals which could influence this TIA are understood to be currently held over the adjacent properties.

2.3. SURROUNDING ROAD NETWORK DETAILS


2.3.1. PROJECT TRANSPORT ROUTES
This section describes the road transport networks expected to be utilised by the Project. The following information
regarding the expected traffic movements associated with the operation of the current and expanded configuration of
the Melbrig cattle feedlot facility was provided by Hutchinson Grazing.
· The main movements generated by the current and proposed cattle feedlot facility are small numbers of staff
movements, in addition to the heavy vehicle movements associated with the delivery of feed to the site and the
transport of cattle to/from the facility.
· In regards to the staff movements, it is understood that the majority of staff for the existing facility will travel
from the adjacent property, while any additional staff would be expected to travel to the facility from
Mundubbera.
· The transport of feed to the site is expected to occur from the surrounding region, travelling to the site from the
north via Mundubbera, Mundubbera-Durong Road and Derra Road.
· Similarly, the transport of cattle to/from the facility is also expected to occur to/from the north via Mundubbera,
utilizing Mundubbera-Durong Road and then Derra Road.
· Cattle being transported from the site are expected to travel to processing facilities in south-east Queensland.
However due to the condition of the southern section of Mundubbera-Durong Road, these vehicles will be
required to initially travel north via Mundubbera-Durong Road through Mundubbera before connecting and
travelling south on the Burnett Highway.

Based on this information, the traffic associated with the Project is anticipated to utilise the following key road links:
· Munduberra-Durong Road (Ch. 0.000km to Ch. 17.590km)
· Derra Road (Ch. 0.000km to Ch. 3.290km – Measured from Munduberra-Durong Road to property gate access).
It is noted that due to the relatively low traffic volumes generated from the site expected to utilise the Burnett Highway
(maximum of 3 vehicles per day), an assessment of the impact of the proposed Project on this higher order road was
not deemed necessary as the increase in volumes is expected to be negligible.
2.3.2. ROAD LINKS
Further details of the relevant road links identified above provided in the sections below.
Mundubbera-Durong Road (183)
Mundubbera-Durong Road is approximately 105km in length and provides a rural north-south connection between
the regional centres of Munduberra and Durong. The section of this road relevant to the Project is the 17.590km long
segment between Mundubbera and the main access intersection with Derra Road. In the vicinity of this intersection,
Munduberra-Durong Road currently operates as a two-way, two lane road with a typical carriageway width of 9m and
a posted speed limit of 100km/h. The road is an approved B-double route (refer to TMR Multi-combination Vehicle
mapping included as Appendix E) and caters for an AADT of 277 vehicles per day (including 21.30% HV)1.
Derra Road
The section of Derra Road relevant to the Project is the 3.290km segment between the existing intersection with
Mundubbera-Durong Road and the access gate to the existing Melbrig cattle feedlot facility. This section of Derra
Road provides an unsealed (gravel) pavement and operates as a two-way, one lane carriageway with the existing travel
lane providing approximately 4-5m width. Further to this, traversable shoulders are generally available on both sides
of the travel lane for the majority of the length of the link. Derra Road also incorporates 3 concrete floodways of
varying widths along its length, with further details of these structures provided in Section 2.9.
A traffic count was undertaken for the identified Derra Road to establish the existing daily traffic volume of the link.
This count was undertaken for the period between the 28 September 2017 and 31 January 2018 (refer Appendix F),
and indicated that Derra Road has a daily volume of approximately 22 vehicles per day, including approximately 45%
heavy vehicles of various sizes (Class 3 to Class 10) with B-Doubles approved to utilize the road under permit. Further
to this while Derra Road does not have a posted speed limit due to its unsealed nature, based on the data recorded
during the traffic count undertaken, an average vehicle speed of approximately 43km/h was established for the link.

2.3.3. INTERSECTIONS
Mundubbera-Durong Road / Derra Road / Baskervilles Road
The intersection of Mundubbera-Durong Road / Derra Road / Baskervilles Road currently operates a four-way
priority-controlled intersection, with priority given to the Mundubbera-Durong Road approaches. One lane in each
direction of travel is provided on each of the approaches to the intersection, and currently no designated auxiliary
lanes are provided for any turning movements from Mundubbera-Durong Road into the unsealed minor side roads.
Figure 5 to Figure 8 below identify the current configuration of the overall intersection and the northern and
southern Mundubbera-Durong Road, Derra Road and Baskervilles Road approaches respectively. Based on these
images it can also be seen that adequate sight distance (over 500m in both directions) is available for all expected
movements at the intersection.

2.4. TRAFFIC VOLUMES


2.4.1. ROAD LINK VOLUMES
The background traffic volumes for Mundubbera-Durong Road were established using the available 2017 AADT
segment traffic count data provided by TMR (refer Appendix D), while the existing volumes on Derra Road were
determined through traffic counts undertaken for the period between 28 September 2017 and 31 January 2018 (refer
Appendix C).
Using these established traffic volumes for each section of the road links, historical 10-year growth rates (average
growth rate, compounding annually) were applied to forecast the expected background traffic volumes on the road to
estimate the current (2018) daily traffic volumes on the network. It is noted that for road segments where the provided
traffic data indicated a negative growth, the growth rate was taken to be zero as part of this assessment. A conservative
growth rate of 1% was also applied to the estimated volumes on Derra Road to reflect any minor growth from adjacent
properties.

A summary of the forecast background traffic volumes for each of the relevant road segments at the adopted design
horizons is provided in Table 1.

2.4.2. INTERSECTION VOLUMES


As no count data was available at the key intersection of Mundubbera-Durong Road / Derra Road / Baskervilles Road,
an estimate of the likely traffic volumes at the intersection for the existing (2018) peak hour conditions was
established. The volumes on the major Mundubbera-Durong Road approaches were established from the average peak
hour volumes specified in the 2017 Weekly Volume Report for the relevant section of the link (Site 120840 – refer
Appendix D), while the volumes on Derra Road were assumed to be 15% of the previously identified daily traffic
volume. Finally, to be conservative, the volumes on Baskervilles Road were assumed to be the same as those on Derra
Road during the identified peak hour periods.
A summary of the estimated peak hour volumes at the Mundubbera-Durong Road / Derra Road / Baskervilles Road
intersection are shown in Figure 9 and Figure 10 respectively.

2.5. INTERSECTION AND NETWORK PERFORMANCE


2.5.1. ROAD LINKS
Based on the daily traffic volumes identified for each section of the road network relevant to the project (refer Table
1), it is anticipated that all sections can be considered to be operating satisfactorily and within capacity, with all mid-
block traffic volumes identified for Mundubbera-Durong Road considered within the capacity of two way sealed rural
roads, and the volumes for Derra Road also within capacity for a gravel local access road (<50 vpd).

2.5.2. INTERSECTIONS
The background traffic volumes establish for the Mundubbera-Durong Road / Derra Road / Baskervilles Road
intersection in Section 2.4.2 above were utilised to undertake a preliminary analysis (using SIDRA software) to
establish the operational performance of the access under current (2018) conditions. A summary of the results is
provided in Table 2 below, with further detailed results included for reference as Appendix E.

The results above indicate that the existing configuration of the Mundubbera-Durong Road / Derra Road /
Baskervilles Road intersection is expected to operate satisfactorily under current conditions (2018). This is indicated
by all values for DOS, LOS, average delay and vehicle queueing being well within acceptable limits of operation for a
priority-controlled access intersection.

2.6. ROAD SAFETY ISSUES


2.6.1. EXISTING SITE CONDITIONS
A site inspection of the existing traffic conditions at the relevant Bruce Highway intersections, the proposed site access
locations and the adjacent road network was undertaken, by Andrew Barrie (RPEQ / Senior Road Safety Auditor). As
part of this inspection, a number of road safety considerations were identified, including:
1) Reduced carriageway width of Derra Road –
As previously identified, the relevant section of the local government controlled Derra Road operates as two-way, one
lane road with a limited carriageway width of 4-5m. The reduced carriageway width currently provided on Derra Road
has the potential for increase conflict between vehicles travelling in opposing directions, noting that the adjacent road
shoulders are currently being utilised for two opposing vehicles to pass each other.
It is noted however that as the existing background traffic volumes on Derra Road are extremely low (approximately
22 vpd), the likelihood of vehicles passing on the link is anticipated to be relatively low.
2) Vertical Geometry (Grade and Crest) on Western Approach to Second Floodway
A previously identified in a NBRC assessment of Derra Road for Road Train use, the vertical geometry on the western
approach to the second floodway on Derra Road includes a relatively steep grade, and a vertical crest that limits
visibility. The eastbound approach to this vertical curve is shown in Figure 11, while the existing grade exiting the
floodway and the vertical crest is shown in Figure 12.

While the grade of the westbound exit to the floodway and approach to the vertical crest is relatively steep, it is not
anticipated lead to safety issues such as the rear trailers leaving the carriageway (as per previous NBRC Road Train
Route Assessment), with site observations of heavy vehicles (B-Doubles) traversing the grade showing that the
required movement can be easily undertaken by these larger vehicle configurations.
It is however noted that the adjacent vertical crest on the western approach to the second floodway on Derra Road
restricts visibility for light vehicles to oncoming traffic for both eastbound and westbound traffic, with the available
sight distances currently below the recommended provision for single lane roads (50km/h design speed – 130m) as
per Table 40 of the IPWEA Lower Order Road Design Guidelines.
While works to improve the available sight distance at the crest would be desirable, based on a preliminary risk
assessment undertaken in accordance with Table 3 of IPWEA’s Lower Order Road Design Guidelines (2016) (refer
Figure 13) considering the very low traffic volumes on the road (approximately 22 vpd), the low speed environment
(approximately 50 km/h) and the availability of additional width for passing using the adjacent traversable shoulders,
the risk assigned to the crest is considered low-moderate. Based on this low level of risk and the expected high cost of
any permanent corrective measures (i.e. crest regrading or pavement widening works), provision of a minor treatment
such as increased delineation through crest advanced warning signage would be considered appropriate.

Further assessment of these identified road safety items, including the completion of a road safety assessment of the
existing and “post development” traffic volumes, can be seen within Section 5.2 of this report.

2.6.2. ROAD CRASH HISTORY REVIEW


A review of the road crash history in the vicinity of the Derra Road and its intersection with Mundubbera-Durong
Road was undertaken using the road crash data available from the Queensland Globe database, with the period
assessed between 2001-2017.
The results of this assessment identified only 1 crashes in the area shown in Figure 14, with the only identified road
crash occurring on the Baskervilles Road approach to the Derra Road / Mundubbera-Durong Road intersection. As
such it is not deemed that the existing conditions of the network are a determining factor in the road crashes in the

vicinity of the site, and the recorded crash is not considered relevant to the Project. Notwithstanding this, further
details of the crash data is provided in Table 3 below.

2.7. SITE ACCESS


Access to the existing Melbrig cattle feedlot is provided by a gate / grid located approximately 3.290km west of the
intersection of Derra Road with Munduberra-Durong Road, with access located on the corner of Derra Road, as shown
in Figure 15 and Figure 16 below. The gate/grid provided at the access provides width for one vehicle and is
considered acceptable to accommodate the volume and configuration of traffic expected to utilize the access.

2.8. PAVEMENT LOADINGS


In addition to the current traffic volumes, estimates were generated for the forecast background pavement loadings for
each of the identified road segments. Traffic loads on the pavement are defined in terms of ESA for granular
pavements and Standard Axle Repetitions (SAR) for other pavement types. For this assessment, it was assumed that
all relevant road segments will be granular pavements.
The ESA for the background traffic heavy vehicle component was calculated based on the provided heavy vehicle
percentages for the relevant road sections. The following assumptions were applied to this calculation.
· The existing percentage of heavy vehicles will be maintained for future years.
· Equivalent Standard Axles per Heavy Vehicle (ESAs/HV) were adopted as follows (based on advice previously
received from TMR):
- 3.2 ESAs/HV for all other roads.
A summary of the current (2018) background ESAs for each of the relevant road segments is provided in Table 4.

2.9. TRANSPORT INFRASTRUCTURE


As previously noted, Derra Road includes three concrete floodway structures along its length. Further details of these
floodway structures, including their current condition is provided in the following sections.

The first floodway is approximately 3.5m wide within a 4.5m wide overall road width and is located approximately
35m from the intersection with Mundubbera-Durong Road (refer Figure 17 and Figure 18). Based on the site
inspection undertaken existing damage to the floodway was noted including minor cracking and surface deterioration,
however based on the low traffic volume son the link, the floodway is expected to be suitable for ongoing use by both
the light and heavy vehicle traffic on Derra Road.

The second floodway forms part of the main creek crossing across Derra Road and is located approximately 1.050km
west of the intersection with Munduberra-Durong Road. The floodway is 3.7m wide, and as shown in Figure 19 and
Figure 20 above, the existing concrete wearing surface has existing damage including large cracking, significant

surface deterioration as well as the loss of the previous rock pitched protection works to the inlet and outlet sides of
the floodway. Further to this, Figure 21 identifies the damage, loss of protection and inlet restriction for the low flow
pipe under the floodway, which based on visual inspection (refer Figure 22) appears to still be structurally sound,
with no cracking or internal damage observed. Based on the existing condition of the second floodway, it is
recommended that works be undertaken to replace the concrete wearing surface/slab and provide batter and culvert
inlet and outlet protection works to ensure the structure is suitable for continued use.

The third floodway is located approximately 1.955km west of Mundubbera Durong Road and is 3m wide within and
overall road width of 5.3m. As shown in Figure 23 and Figure 24 above, the floodway was noted to be exhibiting
signs of damage, with significant cracking and one area of slab failure (see Figure 24). Based on this, it is
recommended that works be undertaken to repair the concrete wearing surface, including the replacement of the failed
section of the concrete slab, to ensure the structure is suitable for continued use.

3.0 PROPOSED DEVELOPMENT DETAILS

3.1. DEVELOPMENT SITE PLAN


As previously identified, the expanded Melbrig cattle feedlot facility is proposed to be located at 340 Derra Road,
Munduberra, which is formally described as Lot 23 on NT55 and Lot 48 on NT61. Preliminary site layout plans for the
expansion have been provided by Hutchinson Grazing (refer to Appendix F) which show the proposed development
works to be contained to the three lots identified above, with access gained via the existing site access. An extract of the
preliminary site layout is shown in Figure 25 below.

3.2. OPERATIONAL DETAILS


Based on information provided by Hutchinson Grazing it is understood that the expansion of the Melbrig cattle feedlot
will be completed in stages, with an initial increase to 5,000 SCU in the next 12 months (2019), before incremental
increases of 1,000 SCU every two years until an ultimate capacity of 10,000 SCU is reached (approx. 2029). As
summary of the proposed staging is provided below.

· Stage 1 – 5,000 SCU (2019)


· Stage 2 – 6,000 SCU (2021)
· Stage 3 – 7,000 SCU (2023)
· Stage 4 – 8,000 SCU (2025)
· Stage 5 – 9,000 SCU (2027)
· Stage 6 – 10,000 SCU (2029)

3.3. PROPOSED ACCESS AND PARKING


3.3.1. SITE ACCESS
As identified above, the existing gate/grate access from Derra Road is proposed to be retained for use by the expanded
facility.

3.3.2. INTERNAL SITE FACILITIES


Further to this, it is noted that the plan of development provided to date does not identify the proposed internal access
roads or parking arrangements as part of the proposed cattle feedlot expansion. However, it is understood that
additional details regarding these elements of the site will be developed in subsequent design stages. Notwithstanding
this, it is expected that the design of internal access roads and parking facilities will be carried out in accordance with
the requirements of all relevant standards, guidelines and policies.
It is also noted that due to the available land for these internal arrangements it is not anticipated the operation of the
facility will lead to any overspill of parking or such impacts to the surrounding road network.

4.0 DEVELOPMENT TRAFFIC

4.1. CURRENT OPERATIONS


Hutchinson Grazing provided the following information regarding the existing traffic movements associated with the
current operation of the Melbrig cattle feedlot facility (2,632 SCU):
· The traffic movements associated with the site are can be broken into two main sources, being the delivery of feed
materials to site and the transport of cattle to/from the site.
· Both types of movements are expected to be undertaken by B-Doubles.
· Records for the past two years identified that 7,700 tonnes and 7,438 tonnes of feed were delivered to site for the
May 2016 to May 2017 and May 2017 to May 2018 periods. Adopting a B-Double payload of 38.5 tonnes, this
equates to 200 and 194 B-Double feed materials delivery movements (round trip) respectively.
· Records for the past two years identified that 9,062 and 9,059 cattle were dispatched from the site during the
same May 2016 to May 2017 and May 2017 to May 2018 periods. Adopting a B-Double payload of 84 cattle, this
equates to 108 B-Double cattle transport movements each year.
A summary of the existing movements from the site is provided in Table 5 below, with the values noted to equate to
approximately 1 B-Double movement to/from the facility per day.

4.2. DEVELOPMENT (EXPANSION) TRAFFIC VOLUMES


Estimates of the expected additional traffic generated by the proposed stages of expansion of the cattle feedlot facility
were established using the traffic volumes generated by the current operations (2,632 SCU), with the volumes noted in
Section 4.1 above (1 B-Double round trip per day) adopted as the required vehicle movements for feed material
delivery and cattle transportation per 2,500 SCU. Further to this, Hutchinson Grazing also advised that an additional
staff member would be required per 2,500 SCU, with one light vehicle round trip assumed.
Further to this, it has been conservatively assumed that all stages of the expansion (per 1,000 SCU) within each 2,500
SCU level will utilise the full value of the additional traffic movement volumes, and that all inbound movements occur
in the AM peak and all outbound movements in the PM peak period. A summary of the expected development traffic
volumes generated for each stage of the proposed expansion is shown in Table 6 below.

5.0 IMPACT ASSESSMENT AND MITIGATION


Based on the information provided above, it was determined that the critical elements of the surrounding road
network in terms of the potential impact of the proposed Melbrig cattle feedlot expansion were the identified road
links forming the proposed transport routes for the site, the key intersection of Mundubbera-Durong Road / Derra
Road / Baskervilles Road. Further assessment of the impact of the development on these elements is provided below.

5.1. WITH AND WITHOUT DEVELOPMENT TRAFFIC VOLUMES

As seen by the results in the tables above, the addition of the expected traffic volumes from each stage of the proposed
Melbrig cattle feedlot expansion development is shown to have a minimal impact on the identified sections of the
state-controlled road network, with the increase in traffic volumes shown to be less than 5% on all sections. As such, it
is anticipated that there will be adequate “capacity” in the relevant sections of the state-controlled road network to
cater for the additional trips generated by all proposed stages of the Melbrig cattle feedlot expansion.
Meanwhile the results also indicate that the increase in traffic volumes on the Council controlled Derra Road can be
considered significant, with values calculated exceeding the 5% increase trigger. It is however noted that the high
percentage of increase is predominantly due to the low background traffic volumes on these link, with the two-way
traffic volumes on Derra Road only 22 vehicles per day. Further to this, the additional daily traffic volumes generated
by the proposed expansion works is predicted to only be in the order of 4 vehicles per day as part of Stage 1 (5,000
SCU) and up to a maximum of 12 vehicles per day in Stage 6 (10,000 SCU), which is well below the limits of operation
for a rural two-way unsealed local access road. It is therefore expected that there will be adequate “capacity” in the
Derra Road to cater for the additional trips generated by the Project.

5.1.2. INTERSECTION VOLUMES


To establish the “in construction” traffic volumes at the relevant Mundubbera-Durong Road / Derra Road /
Baskervilles Road intersection the development traffic volumes identified in Section 4.0 were added to the estimated
background traffic volumes, with the previously identified growth rates for the approach roads noted in Table 1
adopted to forecast the estimate of traffic volumes at the intersection during the AM and PM peak periods for the
proposed year of completion for each stage of the proposed Melbrig cattle feedlot facility expansion.
A summary of the forecast traffic volumes at the Mundubbera-Durong Road / Derra Road / Baskervilles Road for each
stage of the expansion is provided for reference in Appendix G.

5.2. ROAD SAFETY IMPACT ASSESSMENT AND MITIGATION


Based on the road environments (<8,000 vpd) of the relevant sections of the surrounding road network, it was
determined that the completion of a lower order road safety assessment would be sufficient to establish the existing
and post development road safety risks relevant to the proposed expansion of the Melbrig cattle feedlot facility at 340
Derra Road, Mundubbera.
To establish the level of risk regarding the two road safety considerations on Derra Road identified in Section 2.6.1
above, the risk assessment matrix from IPWEA’s Low Order Road Design Guidelines (2016), as shown in Figure 26
below was utilised, with the results of the road safety risk assessment summarised in Table 13.

1) Reduced Carriageway Width of Derra Road –


As previously identified, the relevant section of the local government controlled Derra Road operates as two-way, one
lane road with a limited carriageway width of 4-5m. The reduced carriageway width currently provided on Derra Road
has the potential for increase conflict between vehicles travelling in opposing directions.
Notwithstanding this, it is noted that the existing background traffic volumes on Derra Road are extremely low
(approximately 22 vpd) and the increase in traffic volumes as a result of the proposed cattle feedlot expansion project
is only between 4 vpd (Stage 1) to 12 vpd (Stage 6). As such, in both the pre and post development scenarios it is
considered unlikely that two vehicles would be required to pass each other on Derra Road. Further to this, the
availability of traversable shoulders for the majority of the link provides informal width for such a passing movement
to occur, which in conjunction with the lower speed environment (approximately 50km/h) is considered to greatly
reduce the consequence or severity of a potential accident to the low/moderate range.
2) Vertical Geometry (Grade and Crest) on Western Approach to Second Floodway
A previously identified in a NBRC assessment of Derra Road for Road Train use, the vertical geometry on the western
approach to the second floodway on Derra Road includes a relatively steep grade, and a vertical crest that limits
visibility. The eastbound approach to this vertical curve is shown in Figure 27, while the existing grade exiting the
floodway and the vertical crest is shown in Figure 28.

Site observations of heavy vehicles (B-Doubles) traversing the steep approach grade identified noted that the required
heavy vehicle movements can be easily undertaken by these larger vehicle configurations, and that the use of the grade
is not anticipated lead to any significant safety issues (such as the rear trailers leaving the carriageway as previously
raised in NBRC Road Train Route Assessment). Therefore, no mitigation works are proposed for this approach grade,
and it is considered appropriate for continued use by both existing traffic and the additional traffic expected to be
generated by the proposed Melbrig cattle feedlot.
The adjacent vertical crest on the western approach to the second floodway on Derra Road was noted to restrict
visibility for light vehicles to oncoming traffic for both eastbound and westbound traffic, with the available sight
distances observed to be below the recommended provision for single lane roads (50km/h design speed – 130m) as
per Table 40 of the IPWEA Lower Order Road Design Guidelines.
While it is noted that works to improve the available sight distance at the crest would be desirable, considering the
very low traffic volumes on the road (approximately 22 vpd), the low speed environment (approximately 50 km/h) and
the availability of additional width for passing using the adjacent traversable shoulders, the likelihood of an accident is
anticipated to be “unlikely” with the consequence of a potential accident expected to be “Low” to “ Moderate” (minor
injury to medical treatment). This would equate to a risk assignment of “Low” to “Medium” for the crest hazard. The
slight increase in traffic volumes (4 vpd to 12 vpd) on Derra Road as a result of the proposed expansion of the Melbrig
cattle feedlot is not anticipated to lead to a significant increase in either likelihood or consequence of potential
accidents at the crest, and therefore the same “Low” to “Medium” risk assessment is proposed to be retained for the
post development conditions.
Based on the low level of risk identified and the expected high cost of any permanent corrective measures (i.e. crest
regrading or pavement widening works) the provision of a minor treatment to the crest, such as increased delineation
through the erection of crest advanced warning signage on both approaches to the crest is considered appropriate to
mitigate the minor impact to vehicle safety at the road crest in Derra Road as a result of the proposed cattle feedlot
expansion.

5.3. ACCESS AND FRONTAGE IMPACT ASSESSMENT AND MITIGATION


Further to this, considering the low traffic volumes on the NBRC controlled Derra Road adjacent to the identified site
access (<5 vph in either direction), and the relatively low hourly volumes generated by the proposed facility expansion
works (max 6 vph – 10,000 SCU) it is anticipated that the existing configuration of the site access off Derra Road will
operate satisfactorily and be adequate to cater for the additional traffic volumes generated by all stages of the proposed
expansion to the Melbrig cattle feedlot facility.

5.4. INTERSECTION DELAY IMPACT ASSESSMENT AND MITIGATION


In addition to the assessment of the site access on Derra Road, preliminary SIDRA analysis was also undertaken to
establish the operational performance of the Munduberra-Durong / Derra Road / Baskervilles Road intersection. This
analysis was completed for both pre and post development conditions during the AM and PM peak periods at the
identified year of completion for each stage of the proposed expansion of the Melbrig cattle feedlot facility. A summary
of the results of this analysis is provide in Table 14 below, with detailed SIDRA output summaries included for
reference in Appendix H.

The results above indicate that the existing configuration of the site access intersection is expected to operate
satisfactorily during all identified” in construction” scenarios. This is indicated by all values for DOS, LOS, average
delay and vehicle queue length being within acceptable limits of operation for a priority-controlled intersection.
As such the impact of the identified stages of the proposed Melbrig cattle feedlot expansion on the operation of the
Mundubbera-Durong Road / Derra Road / Baskervilles Road intersection can be considered minor, with only
negligible increases in average delay of 0.2 secs in Stage 1 (5,000 SCU), up to a maximum of 0.6 secs in Stage 6
(10,000 SCU). As such the existing configuration of the intersection can therefore be considered appropriate to cater
for the additional traffic volumes generated by the proposed stages of the expansion of the cattle feedlot facility.

5.5. ROAD LINK CAPACITY ASSESSMENT AND MITIGATION


As previously noted, the proposed expansion of the Melbrig cattle feedlot facility is only expected to generate a
relatively small number of daily traffic movements, with an additional 2 vpd round trips at Stage 1 (5,000 SCU) up to
maximum of an additional 6 vpd round trips at the ultimate Stage 6 (10,000 SCU). Based on these minor increases in
traffic volumes along the relevant sections of the surrounding local government and state-controlled road networks,
the proposed development is not anticipated to have a significant impact on the operation of the adjacent road links,
with adequate capacity expected to be available on each link to cater for the additional traffic volumes.

5.6. PAVEMENT IMPACT ASSESSMENT AND MITIGATION


The assessment of potential pavement impacts of each proposed stage of the Melbrig cattle feedlot expansion involved
a comparison of the pavement loading ESA associated with the background traffic volumes on the road links to the
ESAs estimated to be generated by the additional heavy vehicles associated with the development.
As stated previously, transportation of feed materials and cattle to/from the site is anticipated to be carried out by B-
Double vehicles, with the assessment of these movements undertaken for the section of the identified transport route
(refer Section 2.3.1.) between Mundubbera and the Project site.
Table 15 shows the assumed heavy vehicle class of the transport vehicles expected to be used throughout the Project,
as well as the average loaded and unloaded ESAs/HV values for this configuration (noting the assumption that the
vehicles will arrive to the Project site fully loaded and then travel back on the same route unloaded).

The results in the tables above indicate that the heavy vehicle movements associated with the proposed stages of the
expansion of the Melbrig cattle feedlot facility at 340 Derra Road are expected to lead to negligible increases in
pavement loadings on the majority of the identified sections of the state-controlled Mundubbera-Durong Road with
most values below the recommended 5% impact trigger. It is noted however that the additional heavy vehicle traffic
from the proposed expansion were calculated to increase traffic loadings on the closest section of Mundubbera-Durong
Road (Ch. 14.520k to 17.590km) in excess of the 5% trigger from Stage 2 (6,000 SCU) onwards, with values ranging
from 5.98% in Stage 2 to 11.60% for Stage 6 (10,000 SCU). Notwithstanding this, as this increase in traffic loading
only equates to a daily increase of 4-6 heavy vehicles on this section of the road network, the associated pavement
impacts are expected to also be negligible.
The results also indicate the increases in pavement loading on Derra Road as a result of each stage of the expansion
exceed the typical 5% increase trigger, and can therefore be deemed significant, with values ranging from 32.90% in
Stage 1 (5,00 SCU) to 89.35% for Stage 6 (10,000 SCU). It is noted however that the large percentages calculated are
primarily as a result of the very low background traffic volumes, noting that the highest estimated daily traffic volume
on Derra Road 22 vpd, with the expansion only anticipated to generate between 1-3 additional heavy vehicle return
trips per day.
Notwithstanding this, it is conceded that the proposed cattle feedlot expansion will have an impact on the Derra Road
pavement. With this in mind, and due to the unsealed nature of the existing road pavement on Derra Road, it is
recommended that contributions for increased road maintenance costs (road regrading and resheeting) be provided by
Hutchinson Grazing to Council as a means to offset or mitigate the impacts of the proposed cattle feedlot expansion.
The value of this contribution is further recommended to be based on the percentage increase in pavement traffic
loadings as a result of each stage of development, with the reference value being the current expenditure by Council to
maintain Derra Road. as summarized in Table 22 below.

5.7. TRANSPORT INFRASTRUCTURE IMPACT ASSESSMENT AND MITIGATION


As noted in Section 2.9 above, three floodway structures were identified along the length of Derra Road. From the
visual inspections undertaken all three of the floodways were noted to have signs of damage (slab cracking and surface
deterioration). While the first floodway is anticipated to be suitable for continue use, repair works were recommended
to be undertaken on the second and third floodways (located 1.050km and 1.955km west of Mundubbera-Derra Road
respectively) to ensure their suitability for continued use by existing traffic volumes.
Based on the provision of the identified repair works to rectify the deficiencies in the structures, it is anticipated that
the floodway structures will be suitable to cater for the additional traffic volumes generated by each stage of the
proposed expansion of the Melbrig cattle feedlot facility. Further to this, as the identified damage to the floodways,
and therefore the requirement for the recommended repair works is an existing deficiency, it is not considered
reasonable for the proposed repair works to be attributed in any extent to the proposed expansion of the Melbrig cattle
feedlot facility.

6.0 CONCLUSIONS AND RECOMMENDATIONS

6.1. SUMMARY OF IMPACTS AND MITIGATION MEASURES PROPOSED


6.1.1. TRAFFIC IMPACTS
Based on the relatively low background traffic numbers and the small increase in traffic numbers anticipated as a
result of proposed expansion of the Melbrig cattle feedlot facility (2 vpd round trips at Stage 1 - 5,000 SCU, up to
maximum of additional 6 vpd round trips at Stage 6 - 10,000 SCU), it is anticipated that the development will have a
minimal impact on the traffic operation of the mid-block sections of the surrounding NBRC and state controlled road
networks and that adequate capacity is expected to be available on each road link to cater for the additional traffic
volumes. It was however noted that the provision of advanced crest warning signs on the approaches to the crest on
Derra Road should be provided to improve vehicle safety for post development conditions on this section of the link.
Further to this, based on the low traffic volumes expected to be generated by the feedlot expansion and the existing
low background volumes on the surrounding road network, it was demonstrated that the additional traffic from the
proposed stages of the cattle feedlot expansion had a negligible impact on the adjacent Mundubbera-Durong Road /
Derra Road / Baskervilles Road, with all post development scenarios indicating acceptable operation of the priority-
controlled intersection.
Finally, the existing configuration of the current site access on Derra Road is also expected to be suitable to
accommodate the proposed increase in traffic as a result of each stage of the feedlot expansion.

6.1.2. PAVEMENT IMPACTS


In addition to the traffic assessments completed, a preliminary desktop pavement impact assessment of the relevant
road network was also undertaken for each stage of the proposed cattle feedlot expansion. While this assessment
identified that the impact on the State Controlled road network was anticipated to be negligible, the increase in
pavement loading was determined to be significant for the relevant section of Derra Road, with values ranging from
32.90% in Stage 1 (5,00 SCU) to 89.35% for Stage 6 (10,000 SCU). It is noted however that the large percentages
calculated are primarily as a result of the very low background traffic volumes, noting that the highest estimated daily
traffic volume on Derra Road 22 vpd, with the expansion only anticipated to generate between 1-3 additional heavy
vehicle return trips per day.

6.1.4. RECOMMENDATIONS
In light of the information provided above, it can be considered that based on the provision of advanced crest warning
signs on Derra Road and the payment of a road maintenance contribution to offset the increased maintenance and
rehabilitation works for Derra Road as a result of the additional traffic generated by the proposed stages of
development, that the proposed expansion of the Melbrig cattle feedlot will have a minor impact on the adjacent road
network.

referral is required. Schedule 20 identifies a threshold of 2000 head of cattle for intensive animal
husbandry. As the development exceeds this threshold, referral will be required.
2. The Regulation identifies the follow application fees are applicable for the proposed development:
 Environmentally relevant activity for keeping of more than 1000 but less than 10 000
standard cattle units – $3130.00
 An aspect of development identified in schedule 20 located in a local government area 2 –
$3130.00.
 Development for material change of use near state transport infrastructure (if applicable)
- $156.00 if no direct access is proposed to a state controlled road; or
- $3130.00 if access is proposed to a state controlled road.

Application fees may be subject to change. Application fees relevant at the time of lodgement of
the development application are identified in the Regulation. You are advised to contact the Wide
Bay Burnett SARA regional office closer to the time of lodgement of the application to confirm
application fees.
3. A development application referred to SARA for the above listed matters should include a
response to the relevant state codes in the version of the State Development Assessment
Provisions (SDAP) which is current at the time of lodgement. The relevant codes for this
application include:
 State code 1: Development in a state-controlled road environment
 State code 6: Protection of state transport networks
 State code 22: Environmentally relevant activities

4. The development application should contain sufficient detail about the extent of traffic generation,
distribution and what impact the development traffic will have on the state-controlled road
network.

Accordingly, it is recommended that a Traffic Impact Assessment be prepared in accordance with


the Department of Transport and Main Roads’ Guide to Traffic Impact Assessment 2017. The
assessment must provide the following information:
(a) Please identify the number, types and frequency of traffic that will be generated by the
proposed feedlot expansion development on a daily, AM Peak and PM Peak hour basis.
This includes all vehicles such as haul vehicles used to transport incoming and outgoing
cattle (both loaded and unloaded), grain deliveries (loaded and unloaded), staff and any
other traffic that will be generated by, or is required to access, the proposed feedlot
expansion development;
(b) Clarify the commonly used haul routes for cattle and grain deliveries between the
Mundubbera – Durong Road and the subject land;
(c) Please provide the distribution of generated traffic at the Mundubbera – Durong Road/Derra
Road intersection and include justifications for any assumptions used. This includes
identifying the origin/destination for incoming/outgoing cattle, origin/destination for grain
deliveries, and any other vehicles generated by, or is required access, the proposed feedlot
expansion development. Where other intersections are identified as potential haul routes in
item (b), please specify what intersections along the Mundubbera – Durong Road will be
used;
(d) Consider and identify the existing traffic volumes at the Mundubbera – Durong Road/Derra
Road intersection for the scenarios specified in Item 2(a) and (b) above as evidenced by a
recent traffic count for the intersection;
(e) Determine the impact of generated traffic on the state-controlled road network (including the
Mundubbera – Durong Road/Derra Road intersection or other impacted intersections)
based on the commencement date of the proposed feedlot expansion. If a staged approach
is to be adopted, please provide the anticipated commencement dates for each stage of the
expansion;
(f) Where impacts are identified, propose recommendations to ameliorate the development’s
impact on the state-controlled road network. Where road upgrades are proposed, include a
preliminary concept of the road work upgrades to demonstrate that the works can be
constructed within the existing road corridor. If a SIDRA analysis is used in the
determination, please forward an electronic copy with your response; and
(g) Confirm the largest design vehicle that will access the subject land. This includes identifying
the number, type of axle groups and the maximum load on each individual axle group both
when the heavy vehicle is loaded and unloaded. Where a mix of heavy vehicle types will be
used to transport feed/cattle to/from the site, clearly define the different types and mix of
heavy vehicles including the number and type of axle groups and the load on each
individual axle group (for each vehicle type) when the vehicle is loaded and unloaded within
maximum load limits allowed under General Mass Limits.

5. The development application should confirm whether Lot 26 on NT55 forms part of the
development area, and whether direct access to Mundubbera – Durong Road is being sought as
part of the proposed feedlot expansion.

If the lot is to be included and direct access is proposed, the Applicant is requested to include the
access in the scope of assessment for the Traffic Impact Assessment detailed under Item 4 of
this advice.

Note: If Lot 26 on NT55 is not included as part of the proposed feedlot expansion, Schedule 10,
Part 9, Division 4, Subdivision 2, Table 4 of the regulation will not be triggered, and therefore an

assessment against State Code 1 of the SDAP will not be required.
6. Any formal development application will need to clearly identify all aspects of development being
sought by the Applicant. This includes providing development plans for the proposed feedlot
expansion and access strategy for the development.

Should multiple aspects of development be proposed, please include separate detailed plans for
each aspect of development. All plans should be prepared by a suitably qualified person, be
drawn to a suitable scale, include a plan number and be dated.
Environmentally Relevant Activity
7. As the development is an Environmentally Relevant Activity, the application for the development
permit for intensive animal husbandry will also be an application for an environmental authority.
To apply for an environmental authority, the development application must include attached form
ESR/2015/1791 titled ‘Development application Form 1 – Application details – attachment for an
application for an environmental authority’.

Please also note that a site inspection by officers for Department of Agriculture and Fisheries
(DAF) may be carried out either before or after an application is submitted to enable site specific
advice/assessment. Please contact the DAF intensive livestock group on 13 25 23 to organise an
inspection if desired.

If the decision is to grant an environmental authority, this will be a separate document to your
development permit and will be issued at the same time as the concurrence agency response.
8. The ongoing operation of the proposed development has the potential to impact on a range of
environmental values. As part of the supporting information for an application for an
environmental authority, it is recommended that a site based management plan be submitted.
This site based management plan should include an assessment of the impacts which the
proposed development may have on the surrounding environment. When preparing the risk
assessment, you should address the following considerations:
(a) Surface Water – The activity is operated to prevent or minimise adverse impacts on surface
waters:
i. The quality of surface waters adjacent to the site is not adversely affected by the onsite
utilisation of wastes; and
ii. The structures containing and controlling run-off from within the controlled drainage area
and effluent utilisation areas are maintained to ensure their integrity and ongoing
compliance with specified design criteria; and
iii. The storage and use of hazardous materials do not pose an unacceptable risk in respect
to the pollution of surface waters.
iv. The proposed development should also be designed, constructed and managed in
accord with Section 1.1, 2.1 and 3.1 of the National Beef Cattle Feedlot Environmental
Code of Practice, 2nd edition (attached).
(b) Groundwater – The activity is operated to prevent or minimise adverse impacts on
groundwaters:
i. The quality of groundwater in the vicinity of the activity is not adversely affected by the
operation of the activity and the onsite utilisation of waste products; and
ii. The activity is operated to prevent or minimise the risk of new salinity outbreaks and any
existing outbreaks are not exacerbated; and
iii. The storage and use of hazardous and dangerous materials does not pose an

unacceptable risk in respect to the pollution of groundwater.
iv. The proposed development should also be designed, constructed and managed in
accord with Section 1.2, 2.2 and 3.2 of the National Beef Cattle Feedlot Environmental
Code of Practice, 2nd edition
(c) Community – The activity is operated to prevent or minimise adverse impact on the amenity
of the neighbours to the activity:
i. The activity is operated so that odour, dust, noise and traffic generated by the
development do not unreasonably impact community amenity; and
ii. The storage and use of hazardous and dangerous materials does not pose an
unacceptable safety risk.
iii. The proposed development should also be designed, constructed and managed in
accord with Section 1.3, 2.3 and 3.3 of the National Beef Cattle Feedlot Environmental
Code of Practice, 2nd edition
(d) Ecology – Activity is operated to prevent or minimise adverse impacts on ecological
communities:
i. The activity is operated so that it does not have significant impact on remnant vegetation
or ecological communities; and
ii. The storage and use of hazardous materials does not pose an unacceptable pollution
risk.
(e) Management system – Activity is operated in accordance with a management system
designed to address risks to the environment:
i. A management system is developed, implemented and maintained; and
ii. The management system must document details of the enterprise, environmental
hazard, a risk assessment process that identifies and managed hazards, and identifies
performance measures relating to the operation management of the activity; and
iii. The management system must describe monitoring and recording measures that assess
the impact of the activity on soils, waters and amenity.
9. The department also recommends that the supporting information as part of an application for an
environmental authority be submitted addressing the following guidance material:
