Narrative

On 11/2/11 at approximately 0526 hrs., Tpr Matthew Braga # 3392 of SP Holden was dispatched to a report of a 1 vehicle crash on Rte 190SB South of Exit 6 at the 11.6 mile marker in the town of Sterling, MA. Upon his arrival, he observed a heavily damaged Vehicle 1, an unmarked State Police cruiser assigned to Lt. Governor Timothy P. MURRAY, Operator 1 and the sole occupant of same at the time of this crash. Tpr Braga assisted MURRAY, calling for EMS to evaluate him for any injuries which he may have sustained in the crash. Sterling EMS responded to the scene and evaluated MURRAY, at which time MURRAY signed a refusal for medical treatment on scene. At approximately 0550 hrs., SCO Lt Keenan contacted this officer by telephone, and assigned this officer to also respond to the scene and investigate the crash as a Type 2 Cruiser Crash. This officer responded to the scene, and almost immediately upon exiting my cruiser in the breakdown lane nearly fell due to icy road conditions in the area of the crash. Sterling Fire Dept., Sterling PD, and Tpr Braga were already on scene upon my arrival, all parked in the breakdown lane. Lt Governor MURRAY was seated inside Tpr Braga's cruiser for warmth, and this officer interviewed him briefly. MURRAY stated that he was driving Vehicle 1 Southbound in the right travel lane (2 lanes in this section) within the posted 65 mph speed limit, when he lost control of Vehicle 1 due to the slippery, icy road conditions. MURRAY was unable to bring the vehicle under control with either brakes or steering due to the black ice. This caused Vehicle 1 to careen off the highway over the breakdown lane, through the snow covered shoulder and into the rock ledge running parallel to the highway there, continuing South along this ledge before Vehicle 1 overturned an unknown number of times. Vehicle 1 came to final rest in an upright position approximately 525 feet from the point where it first traveled off the breakdown lane onto the snowy shoulder. Vehicle 1 was totalled (with the brunt of the damage to the entire passenger's side) and airbags appeared deployed, with debris from the vehicle strewn along the shoulder of the roadway. While on scene conducting the investigation, there was nearly another crash in the left travel lane due to the poor road conditions. Mass D.O.T. was contacted by SP Holden and advised to treat this area of the highway with sand. As a result of my investigation, this officer determined that the cause of this crash was due to poor road conditions present at the time of the crash, and therefore no charges will be filed against Operator 1. Lt Governor MURRAY was then provided a courtesy transport to his residence by Tpr Braga. There were some visible small cuts to MURRAY's hands that I observed. Tpr Colleen Tanguay of CSSS also responded to the scene and took photos of the crash scene. When the investigation was completed, Cranston's Towing removed Vehicle 1 and brought it to CHQ

Garage. It was inadvertently reported at the scene that the vehicle involved in the crash was a State Police cruiser . It was later determined that the vehicle is not a State Police cruiser, but a State vehicle registered to the Office of Vehicle Management. As a result, the crash is being reclassified and being investigated as a crash involving a state owned vehicle.
