Scope of Work
This Method Statement aims to describe how concrete structures will be executed safely and under
contractual requirements. This method statement covers the execution of all civil works for the
132/220 kV switchyard. It includes site clearance, excavation, foundations, trenching, steel
reinforcement, concrete works, backfilling, and surface finishing.
It aims to ensure that all quality assurance/control activities are carried out systematically, with
works inspected to meet relevant standards and codes.

All of the above personnel shall be responsible for the implementation of this Method Statement.
The Project Manager/Construction Manager/Site Supervisor/QA/QC Engineer shall ensure that all
drawings are approved/issued for construction before the actual site work execution.
Site HSE Engineer/Officer shall enforce all safety requirements at the site during the progress of
the work and Civil Site Supervisor shall ensure at all times the compliance to both technical and
safety requirements.

Before commencement, a comprehensive site safety plan will be developed and
communicated to all the staff and workmen.
Toolbox talks shall be carried out on daily-basis by discipline supervisors emphasizing the
hazards that may be encountered & the hierarchy of control measures to be taken prior to
commencing the task.
Appropriate and correct Personal Protective Equipment (PPE) shall be provided and worn
at all times.
Plant & Machinery that will be utilized must be in good working condition and shall have
passed client inspection criteria.
Only trained personnel with relevant experience shall be allowed to handle machinery.
Appropriate Safety Signboards, barriers and lighting, and other safeguards shall be
provided as required by the nature of and location of the works.
All the vehicles and machinery which would be used is to check before their use.
Equipment shall have a fitness certificate.
All construction activities shall be performed by relevant project HSE instructions and HSE
policy.
Site supervisor shall closely monitor the activity and recommend mitigating control
measures if unsafe acts and conditions have been observed during and throughout the work.
Material and equipment shall be maintained in an orderly manner and labored under
statutory requirements and use more safely.
Good housekeeping standards shall be maintained during and throughout the work daily to
be carried out at the end of each work day.
Applicable HSE requirements and regulations shall be adhered to at all times throughout
the construction phase.

QA/QC Personnel shall ensure that the concreting work is carried out as per approved
project QA/QC Plans and specifications. This team will be responsible for all inspections and
submitting of reports and all QA/QC documents.
The Area Engineer shall raise a Request for Inspections to QA/QC Engineer before the
inspection.

8.1. Survey Works
The Surveyor shall be establishing the temporary stations, if required, concerning the
permanent benchmark in a professional manner for the construction purpose.
Assign a unique reference number to each established survey station and ensure that the
survey stations are properly marked and protected.
Before carrying out the coordinates/ setting out operations, cross-checking shall be done at
least between two survey stations to avoid any possible errors.
Reference Axis & Grid marks shall be available all the time for checking with the help of
Survey tools & equipment:
8.2. Clearing and Grubbing
Land clearing is the removal and disposal of all vegetation, rubbish, and surface boulders
embedded in the ground. Clearing, grubbing, and stripping shall be accomplished by using heavy
engineering equipment.
In all areas where excavation is to be performed, removal of roots and other debris to a
depth of 150 mm below the ground surface shall be performed.
The debris and other material shall be piled outside the tributary area of the site.
8.3. Excavation
Excavation consists of removal and handling of material encountered when establishing
required grade elevations by the approved drawings.
Excavate to the required depth as indicated on construction drawings and dispose of it at
the designated dump site.
The excavation shall be carried out by using excavators and dozers as per their
functionality.
Hand excavation shall be carried out in an area where mechanical equipment cannot be
used.
Excavated areas shall be kept free of water at all times until completion of construction or
backfill. The water shall be pumped or specific drainage shall be provided.
8.4. Backfilling
Back filling shall be done immediately after completing the foundation and applying the
concrete curing procedure.
Any on-site material conforming to the Project specifications and free of muddy materials,
organic matter, rubbish, debris or other unsuitable materials shall be considered as general fill.
Backfilling can be done in several ways, and can be used in tasks such as protecting
foundations, landscaping, or filling in voids that would weaken underground structures.
The moisture content shall not be more than plus or minus 2 per cent from the optimum
moisture content.
The thickness of the layer will depend upon the nature of the backfill, and the compaction
equipment to be used. Water may be added during the compaction process, to assist with
compaction.
The first layer shall be a maximum of 200 mm thickness of loose materials and the
subsequent layers shall be of 150 mm compacted thickness.
The fill material shall be compacted by a vibrating roller/frog compactor / Plate compactor
with an adequate number of passes to achieve the 85% maximum dry density as specified by the
Proctor test result (ASTM D1557).
The compacted area shall then be tested for required Field Dry Density using sand
replacement technique or core cutter method.

Concrete temperatures of more than 32 degrees centigrade and less than 5 degrees
centigrade shall not be allowed for placement and shall be discarded. All required embeds shall be
placed before concrete pouring.

Slump tests shall be carried out on fresh concrete, at the time prior to placement; random
sampling shall be carried out at the place of mixing and during pouring.
Target Slump for structural concrete shall be as per the Design slump of the approved mix
design.

Sampling and Testing shall be carried out using relevant sections and procedures set out in
as per specifications.
[Link]. Hot Weather Concrete
During Hot Weather the site Supervisor shall take all necessary instructions to ensure that
the temperature of the mixed concrete does not exceed the specified temperature.
These measures shall include, but not be limited to shading of aggregate, spraying water
on aggregate, linking the mixing water to a chilled unit, chilling the mixed ingredient with ice &
when ice is used in the mix, maintaining the correct amount of water.

During Cold weather, the concrete mixture and its temperature should be adapted to the
construction procedure/Specs and ambient weather conditions.
Hot water can be used to control the concrete temperature in cold weather
8.5.4. Mixing Procedure
Concrete is a composite material composed of aggregate bonded together with fluid cement
which hardens over time. The steps to be carried out before the concrete pouring are as follows:
The requirements of the mix designs for all concrete types shall be submitted for approval
by the Engineer/Owner by relevant standards and codes of the specifications.
Concrete types to be used shall confirm the approved design/drawing
Concrete which has partially hardened shall not be re-tempered by the addition of cement
aggregate of water and/or re-compacted by vibrator. The batch shall be discarded and taken away
from the site.
Analysis of the coarse and fine aggregates as per ASTM C-33 or as per employer
requirement mentioned above 8.5.3 shall be carried out in the presence of the engineer for the
approval of the material.
The material shall be dumped near the mixture machine/batching plant over a polythene
sheet or clean surface so that the dust and organic particles do not mix with the coarse and fine
aggregate.
Cement shall be stacked near the mixture machine / batching plant over a polythene sheet
laid on a dry flat area. The cement bags shall be checked for any setting, upon their arrival and the
hardened bags shall be discarded.
The mixture machine / batching plant shall be checked for any mechanical fault and for
cleanliness to make sure there aren’t any leftovers in the drum of the mixture machine.
Lubricant (Diesel/Grease) shall be applied to the wheelbarrow in a very thin layer so that
the concrete material does not stick with the wheelbarrow.
The measuring boxes/measuring wheel barrows shall be cleaned of any impurities.
Dry material shall be loaded onto the Mixture Container as per approved quantity (based
on the approved mix ratio).
Water shall be poured onto the empty drum as per the approved quantity (based on the
approved mix ratio).
The dry material shall then be loaded onto the mixing drum. The material shall be mixed
for 1.5 minutes and the remaining water shall be added to the drum during the mixing process.
Ice can be used to lower the mix temperature
Hot water can be used to increase the mix temperature in cold weather
The mixed material shall then be loaded onto the wheelbarrows and transported to the
location of concrete in case of a mixture machine.
The placement of concrete is with the help of a portable chute if the depth is more than 2.0
meters from the bottom of the wheelbarrows or mixer truck chute, or concrete pouring pumps are
used as required.
Admixtures i.e. superplasticizer and retarding agents shall be used according to the
requirements and specifications
The concrete shall be spread through the spade.
Material shall be compacted by the concrete vibrators.
The process is repeated until the required level is reached.
The finishing and levelling of concrete are carried out using wooden and steel floats.
Prior to the pouring of concrete the reinforcement shall be checked and approved by the
Engineer to make sure it is in accordance with the drawings and specifications.
The fixated formwork shall be checked and approved for dimensions, quality, sealing of
joints and application of lubricant etc. to make sure it is according to the drawings and Project
specifications.
The base shall be cleared of any dust or any impurities.
The level and Layout of the object to concrete shall be checked and approved by the
Engineer, to make sure that the layout and level of an object are according to the Project Drawings
and specifications.
Proper lighting must be available in case of night Concreting.
The measurement (measuring box/wheelbarrow calculation) for the material input for
concrete mixing as per the approved mix ratio shall be submitted for the approval of the Engineer
at site.
Concrete placement of a structure having more than 500mm thick or depth of concrete shall
be poured in layers of not more than 300mm in depth. Concrete shall be deposited in regular
courses or layers not exceeding 300mm thickness unless otherwise directed.
Concrete shall be compacted to its final position within two hours from the time of
introduction of cement into the aggregates.
The interval between deliveries of batches shall not exceed twenty (30) minutes. If the
interval exceeds 30 minutes the fresh concrete shall not be placed against the already poured
concrete.
Placement of concrete shall generally be under present specifications ACI 304- R (or BS
equivalent).
8.5.5. Transportation and conveying
Concrete free-fall shall not be allowed beyond 2.0 meters high nor shall it be dropped
through dense reinforcing bars that may result in segregation of the aggregates in the mix.
The use of a chute and bucket shall be allowed to be able to properly place the concrete in
a difficult situation or constrained spaces. This method of casting shall be monitored closely by
the QC Inspector and the Civil Supervisor.
The transport duration of the concrete from the mixing point to the disposal time shall be
as per the approved duration stated on the approved mix design.
Record of casting shall be maintained and the said records shall be submitted to together
with the pouring receipts.
8.5.6. Compaction & Finishing
Compaction of fresh Concrete shall be by standard procedure. Extra care shall be taken
during consolidation of concrete since over-vibration of fresh concrete will result to the
segregation of course & fine aggregates.
Electric or pneumatic vibrators shall be used for compaction. They shall not be used to
transport concrete within the forms nor used it as a tool to remove concrete from the reinforcement.
Air bubbles resulting during the mixing and casting shall be removed.
8.5.7. Curing of Concrete
Curing shall be maintained for at least seven (7) days
Concrete shall be covered in one of -wet hessian cloth used after completion of surface
finishing works and as soon as the mix starts to harden.
Water pending may also be adopted on exposed horizontal concrete surfaces.
Concrete shall be cured to protect it from the loss of moisture and to keep it within a
reasonable temperature range.
Curing shall increase strength and decrease permeability.
Approved Curing Compound shall be applied on the vertical structures or moistened jute
bags shall be used for curing purposes.
Whereas water shall be suspended on the horizontal structures using sand boundaries.
The curing shall be carried out until the concrete is matured (follow ACI- 308)
8.6 Steel Work / Rebar Work
Bar bending schedule/plan/details shall be verified and approved by the consultant before
commencement of works.
All reinforcing bars shall be cut & bent according to size and shape as per the approved bar
bending schedule
General requirements for lapping and anchorage length shall comply with the approved
drawing.
All Cutting and bending shall be done on the cold bending method
The cut lengths are to be grouped according to the mark numbers as per the bar bending
schedule and should be identified with tags.
Reinforcing bar spacing shall be chalk-marked before installation.
Minimum concrete cover to reinforcing bar shall be provided and maintained as required
in the approved project specification and as noted/indicated in the drawings.
Concrete spacer blocks shall be used to maintain the required concrete cover for reinforcing
bars. The concrete spacer blocks shall be made with the same concrete strength and mix being used
in the concrete structure. Necessary chair bars shall be provided of the same size as the main
reinforcement to support the main reinforcement bars as & when required. Concrete cover shall
comply as mentioned in the formwork.
The sample shall be tested to verify the required strength as per standard ASTM A615.
All reinforcing bars shall be free from mill scale or any rust and epoxy coated before any
installation.
All reinforcement bars shall be kept and stockpiled with proper covering for moisture
protection and shall not be in direct contact with the ground to avoid corrosion. Rust color-like
corrosion of the re-bar due to prolonged exposure to weather should be cleaned by wire brushing
or other approved methods before concreting.
4.7. Form Work
All required construction/control/expansion joints shall follow only drawings and Project
specifications.

Form-work shall be installed in conformity to shapes, lines, elevations, and dimensions of
the concrete.
Form-works shall be prepared and arranged as to be readily dismantled and removed from
cast concrete without any shock, disturbance or damage.
Formwork shall be sufficiently strong and tight to prevent leakage of slurry. Seal the gaps
between form plywood/ steel plates by the use of foam tape to produce a smooth concrete surface.
Form-work shall be property braced by shoring jacks/diagonal bracing and tied with tie
rods to prevent change in position or shape due to loads imposed during placement and
consolidation of concrete.
Form-work vertical and horizontal studs/whalers to be of adequate size and spacing.
Formwork shall be in good condition and acceptable to consultant representatives for the
particular work and shall be made from dressed boards, plywood, or metal.
Form-work material shall be free from any foreign material before their use. The internal
side of forms that shall touch the concrete surface shall be coated with approved non- staining
form-release agents before placement of reinforcing bars. Forms shall be free from any foreign
material before the application of the form-release agent.
All tie rod holes and other gaps are to be properly plugged/covered prior to re- installation
or re-use and form-works with deformity and the warping surface of plywood due to overexposure
to the weather should not be used anymore.
Openings shall be provided in the form-work/shutter as directed by the Client to facilitate
proper concrete placement and compaction/vibration.
Pre-pouring inspection shall be done before concreting.
Required concrete cover shall be followed according to approved drawings
8.8. Scaffolding:
Contractor shall provide safe scaffolding of adequate strength for the use of workmen at
all levels and heights.
Scaffolding which is unsafe, in the opinion of the Engineer/Client, shall not be used unto
it has been strengthened and made safe for use of workmen.
