A definition

‘Permit to Work’ is formal written authorisation given


by the ‘owner’ or operator of a facility to another
employee or persons to perform a specified job / task
other than the normal operation.

A permit to work system is a formal procedure to


ensure that the system of workis properly planned and
implemented for jobs which have a significant risk.

(A Management System)
 Permit To Work (PTW) refers to management
systems used to ensure that work is done safely and
efficiently
 Permit to work is a core element of Safety Mangement
system
 Permits are effectively a means of communication
between site management, plant supervisors and
operators, and those who carry out the work.

He is primarily responsible for the safe
execution of the job under the permit.

installation of blinds & their tagging

measures to be adopted

hydrocarbons / toxic gases / oxygen deficiency

Ensure that no other job which is likely to affect the


safe execution is carried out in the vicinity
• Venting / draining / sampling of flammables
• Removal / alteration of blinds
• Carrying out any other incompatible jobs
Ensure usage of required PPEs
Ensure that the scaffolding is certified
Inform the Fire Station and obtain token number
Ensure clearing of the area on completion of job

- Ensure that the job is executed safely
- Ensure strict compliance to permit conditions
throughout the job

- Ensure that the permits are readily available
at site
- Stop the job if conditions become unsafe and
report to the issuer
- No plant conditions / blinds are disturbed
- Barricade the area in case of excavations/
overhead handling
- Refrain from short cuts

Permits shall be specific as to
- The nature of job
- The equipment / piping
- Area/ location
- Elevation
- Duration
- Purpose of the activity
- Date & Duration of Permit
- Receiving dept. / executing agency
Clarity is required to restrict the job to the intended
equipment, location, agency, the purpose and time

 Open flame/ use of electrical heating
devices

 Jobs not requiring H/W permit shall not be
mentioned in H/W permits

- To be identified and marked with proper application
of mind
- No row shall be left blank
- Additional precautions required, apart from pre-
printed condition if any, to be specified
- PPEs required to be specified
- Information to / Counter signature from other

 Validity of permit - Only for the shift of issuer


 Renewal of Permit:
 To be renewed on expiry of every shift
 Every time the permit is renewed, the
renewing/ receiving authorities are in no way
relieved of the responsibilities vested on the
issuer/ receiver

Jobs Requiring Job Safety Plan:

• Activities involving fairly high level of risk.


• Activities involving different sections or departments.
• Activities in highly hazardous areas / equipment
• Hot work of a prolonged duration.
• Activities where a deviation has to be resorted from the
standard procedures.
JOB SAFETY ANALYSIS

Preparation of the Job Safety Analysis:


- To be prepared jointly by competent officers of all the
concerned depts.

- To be prepared after visiting and assessing the site


realities jointly by all concerned.

- Shall consider all hazards and risks

- Shall contain corrective / preventive measures to reduce


the risks to acceptable levels.

CONFINED SPACE – Any space that


- is large enough and so configured that a
person can enter bodily and perform work

- has limited or restricted means of entry/exit

- is not designed for continuous occupancy
