• The second World War saw a rapid growth in road traffic and this led to the deterioration in
the condition of roads. 2

• To discuss about improving the condition of roads, the government convened a


conference of chief engineers of provinces at Nagpur in 1943. The result of the conference
is famous as the Nagpur plan.

• Road network was classified into five categories.

• The responsibility of construction maintenance of NH was assign to central govt.

• The target road length was 5,32,700 km at the end of 1961.

• Density of about 16 km of road length per 100 sq. km area would be available in the
country by the year 1963.
5 Categories of Road Network:

1) National Highway (NH)

2) State Highway (SH)

3) Major District Roads (MDR)

4) Other District Roads (ODR)

5) Village Roads (VDR)

• The length of metalled roads (NH,SH and MDR ) governed by the area, particularly the
agricultural area and towns or villages with population greater than 2000.

• The other category roads ( ODR & VR )are meant to provide internal road system linking
small villages with the metalled roads.

• The formulae were based on star and grid pattern
of road network.

• An allowance of 15% is provided for agricultural


industrial development during the next 20-years.

• The length of railway track in the area was also


consider in deciding the length of first category
road.

• The length of railway track is directly subtracted


from the estimated road length of metalled roads.

Total length of NH + SH + MDR

= A/5 + B/20 + N + 5T + D – R (Miles)

= A/8 + B/32 + 1.6 N + 8T + D – R (Km)

Where,

A= Area of agriculture land in km


B = Non agriculture area in km
N = No. of towns and villages having population 2000-5000
T = No. of towns and villages having population >5000
D = An allowance given for agricultural land and industrial
development of 15%
R = Railway mileage/ length in area under consideration
Total length of ODR + VR 6
= V/5 + Q/2 + R + 2S + D (Miles)

= 0.32 V + 0.8Q + + 1.6R + 3.2 S + D (Km)

Where,

V = No. of villages having population < 500

Q = No. of villages having population 501 - 1000

R = No. of villages having population 1001-2000

S = No. of villages having population 2001 - 5000

D = Allowance 15%

Conclusion:

• The length of NH and SH were less than the target.

• Target of various type of road length was achieved in 1961

• Mainly the phased development took place in India during 2nd twenty year road plan.
