The role of the Commission on Higher


Education (CHED) in promoting this
quality education is embodied in its legal
mandate.
-HEIs must be monitored, evaluated, and
regulated to ensure that their educational
services meet certain standards in relation to
the global and national development goals. In
the Philippines, the government agency
mandated to oversee those tasks is the
Commission on Higher Education (CHED).

-To be fair in evaluating the performance of an


agency, it is of paramount importance that the
evaluation is entrenched to the main purpose
why the agency was created in the first place.
What is Quality of Education?

In the context of the Philippines, CHED defined


quality of education in its CMO No. 46, series of
2012, otherwise known as the “Policy Standard
to Enhance Quality Assurance in Philippine
Higher Education through an Outcomes-based

are not uniquely displaced, as other
courses such as General Psychology
and Basic Microeconomics will also be
transferred to the junior and senior high

capacity of Filipino to be used in

(PSGs) for Transnational Education
(TNE) Programs
Key Ideas
■CHED is guided by the principles adopted by the
UNESCO/ Council of Europe in the Code of Good
Practice in the Provision of Transnational
Education (2001).

■CHED promotes Open and Distance Learning


(ODL) through Tertiary Education (RA 10650).
Key Ideas

■CHED encourages the utilization of Quality Open


Educational Resources (EOR) to promote
universal access and the transmission of
information and knowledge.

■It is crucial to safeguard the interests of


legitimate education providers and the general
public through TNE.
■ Open and Distance Learning “ODL”- refers To the merger of
two concepts that of open learnings and distance
education. It is a system which combines the methodology
of distance education to the philosophy of open and flexible
learning.
■ Open Learning- refers to the philosophy of learning that is
based on access flexibility for equipping in education, and
educational system as accessible to every individual with
minimal restrictions and emphasizing the flexibility of the
system to eradicate problems caused by barriers likes age,
geographical location, physical and time constraints and
economic situation.
■ Open Educational Resources “OER”- are any type of
educational materials that are in public domain or introduced
with an open license. The nature of these open materials
means that anyone can legally and freely copy, use, adapt
and reshare them. OERs include textbooks, curricula, lecture
notes, assignments, tests, projects, audio and video and
animation.
■ Transnational Education “TNE”- is a higher education
delivered in a country other than the one where an awarding
institution is based. Categories of TNE programs are outlined
in Article of this CMO
 Inbound TNE Programs- refers to higher education
programs operating outside the Philippines.
 TNE Onshore- refers to the country where and HEP
has its based of operation
GENERAL OBJECTIVES

1. Articulate to CHED policies, guidelines, and standards on TNE.


2. Promote greater access to quality higher education through TNE.
3. Promote good practice in Philippine TNE programs.
4. Safeguard the interests of students in TNE programs offered by the
PHEIs and FHEPs.
5. Facilitate the smooth operation of higher education programs offered via
TNE by articulating and disseminating clear procedures for approval,
monitoring and evaluation.
6. Ensure that TNE programs are attuned with the domestic and
international legal and regulatory frameworks.
IMPLEMENTING GUIDELINES AND
PROCEDURES
I. Eligibility for higher education providers which will offer inbound TNE
 FHEPs must have
1. Accreditation or certification by their respective higher education ministry or
commission or appropriate regulatory body for higher education.
2. Legal standing in its country of origin and or other countries in which it conducts
business as well as the recognition of its qualifications including those delivered
through TNE.
3. Academic reputation in academic communities.
4. Qualifications and or experience of academic staff in regard to teaching and
research when tutoring/academic support is provided by the offshore partner.
5. Quality and accessibility of student learning support services such as ICT,
infrastructures and facilities, library, computing services and bandwidth availability,
meeting rooms, virtual learning environment and learning management system.
II. Eligibility for Philippine Higher Institution which will offer
outbound TNE
 PHEIs must have:
1. Level III accreditation for the program granted by
CHED recognized accrediting bodies or CHED center
of excellence or Center of development status for
the program or program accreditation from an
international audit body or agency.
2. Student learning support services equivalent to
those with the Philippine HEIs to ensure
comparability of experience and equity in achieving
standards for Philippine awards.
3. Qualification and or Experience of academic staff as
regards teaching and research, when tutoring or
academic support.
III. To have registration guidelines and procedures
1. Authority to operate. Issuance upon authority to operate
a specific educational and or auxiliary service shall be govern
by the following general procedures:
A. Authority to operate shall be issued based on the
recommendation of the concerned CHED technical panels
involved in this specific disciplines.
B. Validation of authority: TNE providers shall be assessed
by the CHED central office through the concerned technical
panels during the third year of implementation for
undergraduate provision and second year for graduate
provision. If found to be fully compliant with the provision
with this CMO providers will be recertified. An annual status
report shall be required to be submitted to CHED office of
programs and standards development.
2. Filing An Application. The FHEP and its Philippine
based agent, franchiser or partner will together file
an application for authority to operate at CHED
OPSD through the appropriate CHED regional office.
REVOCATION OF EXISTING
AUTHORITY TO OPERATE TNE
1. The revocation of authority to operate TNE
maybe ordered by CHED for valid caused
pursuant to existing laws, rules, policies and
regulations and after due process. The
institution shall be notified in writing by
CHED.
SANCTIONS

1. TNE service providers found guilty of violating the provisions of this CMO
and other pertinent rules and regulations implementing the same shall,
after due process, be subject to appropriate administrative and legal
proceedings by the commission, including the imposition of sanctions to
include: the withdrawal or revocation of authority to operate an educational
and or auxiliary service; phase out or program termination;
recommendation for the withdrawal of the accreditation; and closure of any
entity operating an educational and or auxiliary service.
2. In addition, appropriate civil and or criminal actions shall be instituted
against the erring entity and or officials of the institutions or provider
pursuant to applicable laws, regulations and rules.
CONCLUSION
1. Education is an important aspect of a country’s
economy as it was proven time and again how the
level of education contributes to the improvement of
an individual’s economic status. The mandate of
CHED does not only focus on the implementation of
rules and regulations. More importantly, it serves as
the government’s significant partner in attaining not
only its higher education related aspirations, but the
development of students who are hoped to ultimately
take part in the improvement of the country’s
economy as well.

education can produce graduates who are globally
competitive and will become the learned labor force
of this country.

subject themselves to quality assurance processes
because it is only through these activities that the
academic programs of HEIs are being evaluated
thoroughly, thereby making it a mechanism to
improve the HEIs delivery of quality education to its
clientele.
2. Provide humanist orientation that develops values
reflective.
3. CHED should consider to include subjects that
tackles about life skills/experiences of students.
4. To include Filipino subject in college.
ACTION PLAN
1. CHED should strengthen the accreditation
policies so that HEIs will be highly
encouraged to pursue accreditation. There
should be constant monitoring and
evaluation.
2. CHED must organize more
seminars/trainings for professors.
3. Integrate curriculum competencies with life
skills/experiences to help students learn
continuously through life. Provide trainings
