Objective of ERI (Review)
 The main objective in seismic monitoring of structures thru ERIs (for
buildings, dams, power plants, bridges etc.) is to facilitate response studies
that lead to improved understanding of the dynamic behavior and
potential for damage to structures under seismic loading.

 As a result of this understanding, design and construction practices can be


modified so that future earthquake damage is minimized.
Objective of ERI (Review)
 The significant implications are:

(a) hazard reduction


(b) improvement of codes
(c) identification of seismic response characteristics of structural system
that may be used in determination of strategies for improvement of
their performances.
(d) quick and sound post-earthquake response actions

Location and Installation of ERI
• The instrument shall be accessible to qualified technical personnel at all
times and shall be unobstructed by room contents.
• Provide a sign such as:
“MAINTAIN CLEAR ACCESS TO THIS INSTRUMENT”
• The preferred locations are in small, seldom used room or closets near a
column, with adequate space to securely mount the instrument with
protective enclosure attached securely to the floor.
• The locations shall be marked on the submitted architectural and structural
plans.

For Buildings with Three (3) or More Instruments
 Instruments (accelerographs/accelerometers) shall be located in the ground
floor/lowest basement, middle floor and topmost floor of the building.

Orientation of the Instruments


 All instruments shall be installed with the same orientation relative to the
building – the reference or long dimension of the instrument is aligned with
the major axis of the building.
 Orientation shall be clearly marked on the submitted structural plans.
 The supplier/installer shall certify that the instrument are oriented as per
plan.

Data Retrieval and Interpretation
 Immediately after the occurrence of
Intensity VI or greater earthquake
as determined by PHIVOLCS, the
building official shall issue a written
notice to the building owner to
retrieve the data.
 The retrieval and interpretation of
data shall be performed by an
accredited structural engineer.

 The data and the interpretation shall


be submitted by the building Owner
to the DPWH for storage, post-
earthquake safety evaluation of the
building, and for emergency
response.

 Data storage and archiving shall
be at the DPWH Central Office
and other Data Centers
designated by DPWH.
 The ASEP shall be provided the
said data upon written request to
the DPWH.
Certificate of Installation of ERI
 Upon compliance of building owners of these guidelines and IRR on ERI,
the building official shall issue a Certificate of Installation of ERI.
 The certificate must be posted at the room/s where the instrument is
located and in a conspicuous place, properly secured/protected, in the
ground floor lobby of the building.
Testing, Inspection, Commissioning
 Building Owner, Building Official, and Supplier shall inspect, test, and
commission the seismic monitoring system together to ensure that the
systems are in proper operational condition and comply with requirements
of the guidelines.
 The Supplier must submit a certificate from the manufacturer that the
instrument is in good working condition.
Support and Maintenance
 The seismic monitoring system shall have a maintenance clearance as
required by Section 105.6 of the NSCP, “Maintenance and service shall be
provided by the owner of the building.”
 The Supplier shall provide guarantee that the system shall have a
maintenance period for at least 10 years.
 For the service period, the maximum service interval is one (1) year.
 The equipment obsolescence shall not hinder the proper continuous
operation of the equipment throughout the 10 years duration.

 When there is a need to remove the instrument from the building for repair,
a temporary service unit replacement must be provided to continue the
collection of data, if and when there is occurrence of an earthquake during
the duration of the repair.
