 IMPLEMENTED SAFETY
ACTIVITIES AT MSTPP SITE
 All new workers must go under medical test and induction
training then he may receive the Gate pass to enter into the
plant premises.
 Skill/ High skill Manpower has to attend Competency test by
BHEL (M/S Cholamandalam MS Risk Services "), then
he/she will be allowed to work at Plant site.
 Three Personal  Protective Equipment (PPE) (Safety Shoe,
Helmet and Reflective Vest) is mandatory for all. Moreover
work related PPE also must for  specific work. Vedio

 Anyone who want to work at Height (more than 2 (Two)
meters), he must be certified by registered MBBS Doctor and
after completed vertigo test.
 PERMIT TO WORK
All agencies are advised to follow the followning
work permit system before starting work.

 Height Work (Above 2 M)

 Hot Work
 Radiography
 Havey Lifting (Above 50 MT) etc.
 Deep Excavation
 Confined Spaces
BHEL safety personnel will approve the work permit
system only.
 IMPLEMENTED SAFETY
ACTIVITIES AT MSTPP SITE
 Safety Clearance is mandatory to start of any work activities at
site  after proper checking of safety issues and signed by Agencies
Engineers and Safety officers, BHEL engineers and Safety
Engineers and verified by OE engineers.
 PEP Talk/ Tool Box is being provided to all workers before
starting of daily work activities by Execution/ Safety Engineers at
site.
 More than 80 dedicated Safety personnel are engaged by BHEL
and their sub-agencies to ensure safety at MSTPP site. In
addition ,BIFPCL has kept a Safety Expert from Fichtner.
 For township ,CFMCC having one safety officers and four safety
supervisors at site now.
 Government approved Third party certification is mandatory for
all  lifting equipment at site. 
 IMPLEMENTED SAFETY ACTIVITIES AT
MSTPP SITE

 For electrical safety, MSTPP  is using RCD/ RCCB/ ELCB

with 30mA rating and it is checking twice in a month. Also
ensuring earthing (≤1Ω) for all electrical devises like
welding machine, bar bending machine, bar cutting , DG
etc.
 EPC Vendor has hired Third party Safety expert from
"Cholamabndalam  MS Risk Analysis Experts ". They are
giving Safety compliance support and work related 
training to engineers, officers, technician  and workers.
 BHEL shall be taking up Safety Audit by reputed third party
"DuPont India" at MSTPP site.
IMPLEMENTED SAFETY ACTIVITIES
AT MSTPP SITE
 Speed limit has restricted maximum 20 KM/Hrs at Project area.
 Work related safety sign has been installed at different locations in
both Bangla and English as well as optional Hindi language.
 Sprinkles/ Spray water on the road and working area during dust
emission.
 Rigging, lifting and scaffolding as well as other jobs related
training is providing to the employees.
 Fire Fighting, rescue and First aid training and Mock drill is
arranging at MSTPP site by Bangladesh Fire Service and Civil
Defense. Moreover agencies of BHEL are used to arrange Fire
Drill, Height Rescue Drill, Electrical rescue and Excavation drill

 SAFETY ACTIVITIES ARE
IMPLEMENTING  AT MSTPP SITE
 Lightning arrester has installed several locations of plant site.
 Several inspection like RCD/RCCB/ELCB, Cranes, Excavators,
Hydra, Electrical T&P, Illumination checking are conducting at Site.
 Fire extinguishers has installed in fire prone area like diesel storage,
near DG, electrical DB Box etc.
 Using Flash Back Arrester is mandatory both sides of Gas cutting
equipment.
 BIFPCL and BHEL has establish individual medical centre with
medical facilities at MSTPP site. BHEL has kept a MBBS Doctor,
two competent paramedics with two emergency Ambulance(24/7).
 Only Competent Drivers are allowed to Drive at MSTPP site.
 Monthly HSE report and audit conducting at plant premises
submitted to BIFPCL by BHEL.

Fire Water Demand Calculation and its uses

As per the calculations,Fire water storage requirement considering the

largest water demand = 1700 m3. Fire water system shall be provided with
two water sources Primary water source for fire water system shall be taken
from the desalinated storage tank. This desalination storage tank is
designed for 24 hr. water continuous consumption requirement of station
plus 1700 m3 of fire water dead storage (100% Fire water demand).
Emergency fire water shall be from a dedicated fire water storage tank with
effective capacity of 2300 m3 (i.e 100% Fire water demand). Water used in
this tank is desalinated water, taken from a tap-off from inflow line of
desalinated water storage tank (Primary Source)
