Always add “o’clock” when

That means when the “minute hand” is
on number 12.

time?

Sometimes, when you want to say an hour and 30

minutes, people don’t only say hour : thirty.

In some situations, they prefer to say It’s half past

and then the hour.
For example:
It’s half past eleven!
