CROPS and PLANT-based products

• Rice/palay production 100 hectares


• Corn and other grain crops 75 hectares
• High value vegetable crops 50 hectares
• Fruit trees and perennials 100 hectares
• Fiber crops 100 hectares
F2C2 Qualifications, Minimum Arrangement
• Livestock production

• Feedmill centered-livestock production ecosystem for hogs,


poultry raisers and egg producers
• Agro-pasture approach that provides for managed grazeland and
feed production systems in the case of small and large ruminants
• Well-delineated community growing territories or farm areas for
free range chicken and other livestock

TITLE
Farm and Fisheries Consolidation and Clustering (or F2C2) Program
STRATEGY AND OBJECTIVES
• Achieve and benefit from economies of scale
• Forge stronger linkages among agri-producers and markets
• Improve bargaining and market power
• Establish better access to credit and financing
• Encourage active “Big Brother – Small Brother” partnerships and joint ventures between FCAs
and large corporate enterprises
• Raise overall productivity of agriculture sector
Administrative Order
GENERAL PROGRAM GUIDELINES
• Coverage – encourage and assist agri production in pasture leases, ancestral domain with
agri/fisheries potential, fishpond lease agreements, large-scale family-owned production lands
in partnership with F2C2 groups, among others
• Location – contiguous production areas, areas in close proximity, non-contiguous but within a
municipality or Congressional District
• Value Chain Anchor - anchored on improving the value chain, product quality, and marketing
of the identified agricultural or fishery commodity

• Registration – at least 75% of members of F2C2 groups shall be bonafide farmers and fishers
officially listed in RSBSA and FISHR. Must first register with LGU (Barangay Micro Business
Entity), CDA, or SEC.
• Professional Management and Qualified Technical Support – F2C2 Groups shall provide
information regarding their key managers, technical adviser/s and/or financial controller /
accountants / officers.
They will ensure that production activities have adequate access to required inputs, access to
finance, and to markets.
