Nominal Cell Plan
At the time of determination of the Nominal Cell Plan the data
on the device will be used as the type of Node B, type of
antenna, the type of feeder has to be defined, as well as data
on the location of the site and also the coverage predictions
with propagation models that have been on-tuning according
to the state in fact.

Plan must also take into account the


existing site or existing site in order to
avoid wastage costs with the addition of
the new Web site when existing ones can

Radio Site Survey

Avoid placing the site on the mountaintop, the concern is :


1. Unpredictable interference signal
2. Overshoot coverage
3. No dominant coverage
4. Could cause frequent HO fail
5. But that location is good for Transmission (TX)

Placing the site out of the mountaintop, the benefit :


1. Coverage not overlap
2. Controlled interference
3. Each cell could be dominant on certain coverage

Not Recommended : at Urban or


Dense urban area, site placement that is
too high (>60 m) would lead to
interference to neighbor site.

But in rural area, which is low traffic


and it is needed to have huge coverage,
then higher site is useful.

need to conduct a survey of its own,
called Site Investigation, among others
investigate the strength of the soil,
installation of antenna matching, area
information and power resources that
will be used, we will use government
electricity or have to use generators.

BCCH and TCH frequencies would be
planned.

work, commissioning and testing.

Things that we do
during PLO :
After the sites on air, then we do

Primary Scrambling Code Group
Primary scrambling code numbering 512 will be
divided into 64 SC Group (SC Group 0 to 63), and
each cell is allocated a primary scrambling code.

Color grouping useful to minimize


the occurrence of Co-SC. Generally
there are 8 groups used.

Grouping of Color will be


apportioned to Macro cell, Cell
indoor (Micro or Pico cell) and
additional green for certain cases
when there are cases overshoot
coverage because antenna is too
high.

The same color of group will be grouped in three


sectors. So it will vary between sectors 8 SC.

In each color group can be used by a


maximum of 21 sites with three sectors.
For the initial deployment could be used
17 cell, the rest can be used for backup if
there are additional new sites in the color
group.
