POLICING
SYSTEM
PEOPLE'S PUBLIC
SECURITY OF VIETNAM
HISTORY:
The PEOPLE'S PUBLIC SECURITY OF
VIETNAM is the main police and security
force of VIETNAM under control of
MINISTRY OF PUBLIC SECURITY. It is a
part of a Vietnam People's Armed Forces
and under the DE FACTO control of
Communist party of VIETNAM. This force
was created on August 19,1945.
It is composed of 2 services branches, the
VIETNAM PEOPLE'S SECURITY FORCE
and the VIETNAM PEOPLE'S POLICE
FORCE.
The PEOPLE'S PUBLIC SECURITY OF
VIETNAM was founded on the very day
when the people overturned the oppressing
apparatus of French colonism and
Japanese racism and established a
revolutionary government of people. At first,
it had no united organization but three
agencies with different names, SECURITY
SERVICE BUREAU, SCOUT BUREAU
and NATIONAL SELF-DEFENSE
FORCE, were established relatively in
the 3 regions: NORTH, CENTER and
SOUTH.
The three agencies took the same
ffunctions and missions: FIGHTING
COUNTER-REVOLUTIONARY AND
HOSTILE ORGANIZATIONS,
MAINTAINING SOCIAL ORDER AND
SECURITY, PROTECTING THE PARTY,
THE REVOLUTIONARY GOVERNMENT
AND THE PEOPLE.
LAWS:
• DECREE NO. 23- signed on
FEBRUARY 21, 1946 to unify three
forces into “VIETNAM PEOPLE'S
POLICE DEPARTMENT” (with its
main functions of policing the society
and maintaining social security and
order) under the MINISTRY OF
INTERNAL AFFAIRS
• DECREE NO. 121- issued on the
organization of the Vietnam Police
Department, stipulating the
organizational astructure of the police
force at three levels, namely
VIETNAM POLICE, REGIONAL
POLICE and PROVINCIAL POLICE
ORGANIZATION:
The organizational system of the People's
Public Security Force of Vietnam is
composed of:
• MINISTRY OF PUBLIC SECURITY
• PUBLIC SECURITY DEPARTMENTS OF
MUNICIPALITIES AND PROVINCES
• PUBLIC SECURITY OF RURAL
DISTRICTS, URBAN DISTRICTS
• PUBLIC SECURITY POSTS OF
COMMUNES, WARDS AND
TOWNSHIPS.

QUALIFICATIONS:
• People are virtually required to be a Party
member to work for the security forces
• High School Graduate or have a GED
certificate, College Undergraduate and
Graduate
• 21 years of age
• no history of criminal or improper conduct
• have at least 20/20 vision uncorrected;
20/20 vision corrected by glasses or hard
contact lenses if uncorrected acuity is
20/80 or better
• no commision or conviction of a felony
• must have a good moral character and
personal integrity
SALARY AND BENEFITS:
A person working as a Police Officer in
Vietnam typically earns around 13,561,150
VND per month.

VIETNAM PEOPLE'S SECURITY FORCE
• Working with the general public on crime
prevention and in participation in its action
• Perform responsibilities and duties
pertaining to:
• Identification security
• Public Security
• Transport Security,Firefighting and Civil
Defense

The People's Public Security strives to create a
level of professionalism, service and excellence in
law enforcement in which our constituents will live,
learn and work.
MISSION:
The People's Public Security of Vietnam is
dedicated to protect and serve our community's
quest for a peaceful and safe existence, free from
fear and democratic values applied to constituents.
