The hallmark of

CIVIL REGISTRATION SYSTEM

is the ability to log vital events on a universal,

continuous, permanent and compulsory basis
at the lowest administrative levels while
ensuring the confidentiality of the information
collected.

This makes it a source of vital statistics that

cannot be matched by other data gathering
methods such as censuses and demographic
household surveys.
The system is also the most reliable and
continuous source of vital statistics.

IMPORTANCE OF CIVIL REGISTRY DOCUMENTS
o Civil registration is an IDEAL SOURCE OF STATISTICS on
important demographic processes such as fertility,
mortality and nuptiality, which in turn, are the basic
information needed for monitoring population growth.

o While there are other sources of these data, like

population censuses and demographic sample surveys,
the statistical advantages of a comprehensive civil
registration system over these other sources are as
follows:

Civil registration generates records which are relatively free

from certain types of response errors and are not subject to
sampling error;

2 It provides statistical data for planning, administrative and

research at geographic or administrative levels that are not readily
available from other sources;

It provides data continuously;

3
4 It is relatively inexpensive because these statistics are a by-product
of an administrative process; and

It provides an inventory of events which can be evaluated

against other records such as census data, & can also be used
as basis for more intensive studies on fertility, mortality
& morbidity.

The sustainable development Agenda 2030

adopted by the world heads of states in 2015
implicitly recognizes the importance of
CRVS systems.
Without them, the resolutions “to end
poverty and hunger everywhere; to combat
inequalities within and among countries; to
build peaceful, just and inclusive societies;
to protect human rights(….) we pledge that
NO ONE WILL BE LEFT BEHIND” cannot be
fulfilled and the implementation monitored.
It is only through building viable, universal
and inclusive CRVS systems that we can
truly eradicate the scandal of invisibility and
make sure that
NO ONE IS LEFT BEHIND.

Rate, ratio, proportion

Rate is a measure of change in a population over a specified time period (usually a year),
most rates are express per 1,000 population
A rate refers to the occurrence of events over a given interval in time. We can define a rate
of incidence in general terms as follows:

number of events that occur within a given time interval

Rate of incidence = -----------------------------------------------------------------------------------
number of members of the population who were exposed to
the risk of the event during the same time interval

Specifying the number of persons “exposed to risk” in the denominator is important

Rate, ratio, proportion

Proportion show the size of a sub-group of the population relative to the total population.
They are calculated by dividing the number within the sub-group of interest by the total
population:
Proportion = Pi / P
where Pi is the sub-group of interest and P is the total population

Ratio is another way of describing the structure of a population. However, rather than
describing the size of a sub-group relative to the total population, ratios describe the size
of a sub-group relative to another sub-group. The numerator is not included in the
denominator. Ratio is a single number that expresses the relative size of two
other numbers. The result of dividing a number X by another number Y is the
ratio of X to Y
ratio of X to Y = X / Y

General Fertility Rate (also called the fertility rate) is the number of live births per
1,000 women ages 15-49 in a given year. The general fertility rate is a somewhat
more refined measure than the birth rate because it relates births to the age-sex
group at risk of giving birth (usually defined as women ages 15-49).

This same type of formulation can be used to calculate the crude divorce rate.

Mean Age at first marriage is the mean age of men or women at first marriage if
subject throughout their lives to the age-specific marriage rates of first marriages
only in a given year. It is derived from the distribution of first marriages by age
group of husband or wife.

Proportion ever/never married represented by Singulate mean age at marriage

(SMAM) is the average length of single life expressed in years among those who marry
before age 50. It is a synthetic indicator calculated from marital status categories of
men and women aged 15 to 54 at the census or survey date

Challenges and Issues
Solid  Responsive  World-Class

In the Philippines, the civil registration data is the main source of vital
statistics. Challenges:
• Timeliness in the submission of monthly reports from the Local Civil
Registry Offices / PSA Field Office
• Timeliness in the processing and generation of vital statistics Reports
• Checking/evaluating the entries, specially on the cause of death

Process of collecting, compiling, processing, and validating CRVS data prove

to be a continuing challenge considering that the country is geographically
dispersed

Civil registration coverage rates among Muslims, indigenous peoples (IPs)

and the poor The low registration for Muslims and IPs, maybe attributed to
geography and maybe cultural traditions rather than any institutional
barrier or discrimination.
