INTRODUCTION

• Punjab Social Protection Authority as an autonomous body.


• provide an effective, comprehensive and efficient social protection system to the poorest
of the poor. 
• It constituted with the mandate to formulate social protection policy for the province.
• It formulate and execute policies for social protection covering food, education, health,
social assistance.
LEGISLATION

• Accordingly, PSPA was created through Punjab Social Protection Authority Act passed by
Provincial Assembly of Punjab on April 14, 2015. Through this legislation, the Punjab
Social Services Board was subsumed into the PSPA.
VISION

• To create a society whose members enjoy a good quality of life, and are able to pursue
their personal, social and economic development
MISSION

To ensure that all citizens ordinarily residing in Punjab have a secure livelihood, and access
to suitable social protection interventions to protect them from falling below a socially
acceptable living standard
STRATEGIC OBJECTIVES

• The social protection regime in Punjab aims to reduce poverty and inequality in the
province, enhancing resilience of various groups when faced with economic shocks,
creating opportunities for upward social and economic mobility, promoting gender
equality, and enhancing social cohesion by mainstreaming individuals who are living in
poverty, and are vulnerable and marginalized.

SOCIAL PROTECTION PILLARS

SOCIAL ASSISTANCE

• Social Assistance
•  Non-contributory transfers targeted to relieve households that are trapped in chronic
poverty.
• These programs include poverty targeted cash transfer.
• The usually related to education or health, price subsidies often for food.
SOCIAL INSURANCE

• Social insurance facilitates households and individuals to hedge various risks along the
lifecycle including old age, disability, ill health and unemployment.
• social insurance is limited to old-age pensions and healthcare for workers in the formal
sector. 
• There are multiple types of old-age pensions to be considered;
• on-contributory old-age pension for the elderly living in poverty; (ii) voluntary old-age
pension/saving schemes; and (iii) mandatory contributory pension, typically for the
formal sector including government officials.
LABOUR MARKET PROGRAMS

• It support insertion and re-insertion into the labour market and promote better earnings
opportunities by upgrading worker skills and facilitating occupational or geographical
mobility; microfinance or financial support for business development.
• It serve as graduation programs that will assist transitioning out of poverty and exiting
anti-poverty programs such as Benazir Income Support Program (BISP).

ZEWAR-E-TALEEM PROGRAM

• The Purpose of this initiative is to improve enrolment and retention in schools,


besides addressing their nutritional requirements, essential for adolescent girls.
• By PSPA. Rs.1000 monthly stipend is being given to the girls of government
schools .
• The funds disbursement is on quarterly basis wherein funds are released on receipt
of 80% attendance report from School Education Department.
• Approximately, 700,000 students have been benefited.
 
NAYEE ZINDAGI PROGRAM

• This Program is designed with the following objectives: 


1.To provide medical-psychological rehabilitation to Acid Attack Victims.
2.To protect the social rights of the Acid Attack Victims of the society.
3.To prevent social exclusion of victims by enabling them to lead dignified & socially
included life.
4.To reduce vulnerability of Acid Attack Victims by Income generation through skill
training & interest free loans for jobs/self- employment.

BA-HIMMAT BUZURG PROGRAM

• The goal of this program is to improve socio-economic wellbeing of the poor


elderly people in the Punjab. This program is designed with the following objectives:  
• To improve the social inclusion of the poor elderly people by providing them dignified
social pension.
•  To improve the subsistence of poor elderly people.
•  To reduce the dependency of poor elderly people on their social network.
MASAWAAT PROGRAM

• This program is designed with the following objectives: 


• To mainstream transgender persons, who are typically excluded from public services and
programs, through providing means of livelihood, and education, health and housing
services. 
• To protect transgender persons against destitution by providing support for consumption,
ensuring a minimum standard of living.
• To promote human capital accumulation in transgender persons and increase their access to
productive assets and income generating activities.
• To improve the health of transgender persons to protect them from health shocks.

SILA-E-FUN PROGRAM

• This Program is designed with the following objectives:


• To improve the social inclusion of the poor elderly and financially
vulnerable artists of the Punjab by providing them dignified social assistance
• To improve the subsistence of poor elderly and needy artists
• To reduce the economic dependency of poor elderly and needy artists on their
social network
• In total 2,034 deserving artists have benefited from this initiative.
FOREIGN FUNDED PROGRAMS

• Punjab Human Capital Investment Project


• Its objectives is to increase the utilization of quality health services, and economic and
social inclusion programs among poor and vulnerable households in the select districts in
Punjab.
• The sponsoring agency of PHCIP is Government of the Punjab through World Bank -
International Development Agency and in-kind counterpart funding.
• The total cost of the approved project is US$ 330 million where US$ 200 million will be
provided by World Bank and US$ 130 million from counterpart funding.

MESSAGE FROM VICE CHAIRPERSON

• In accordance with the Prime Minister’s vision of EHSAAS program and  instructions from
Chief Minister Punjab, Punjab Social Protection Authority has been entrusted with the
responsibility to roll out multiple interventions for social protection of the vulnerable
groups in Punjab. I feel privileged to narrate that these Programs would be the first step
towards the realization of Prime Minister Imran Khan’s vision for transforming Pakistan
into a welfare state like Madina Munawrah, where vulnerable groups such as elderly,
widows and the poor were taken care of. It is also the fulfilment of PM’s promise for
introducing a system that is for the masses and where all welfare will be for the common
people.
