implementation and Program evaluation
Essential Knowledge
After the law is passed, this signals the implementation of the
policy. A law is carried out when the Implementing Rules and
Regulations (IRR) is released. According to Jones (1984), there are
three important activities to have a successful implementation of
law. These are the following:
1. Organization – This entails the establishment of resources,
tapping of certain office to administer the law.

2. Interpretation – This refers to the dissemination of the law into


layman’s term so everyone could understand.

3. Application – This means that there is a constant execution of
the law to address its objectives.

Policy implementation is a crucial stage in policy process since this


is when the society could feel actual government intervention and
result (Kraft & Furlong, 2015; Goggin et al. 1990; Mazmanian &
Sabatier 1983)
Who Implements Policy?
The three branches of the Philippines Government are still
involved in the policy Implementation. Their roles are summarized
below.

Policy and Program Evaluation

• This stage is about assessment of policies whether they


achieve their goals and objectives evidence based.

• Evaluation does not only rely on the success of attaining


the policy objectives but also on its timeliness to address
the need of the society, and legitimacy especially to those
policy with controversial programs.
• Cost is one of the many important reason why
government do policy Evaluation. Programs generated
from policy are invested with much money. Voters need to
know the result of their paid taxes.
• The National Economic and Development authority
established national Evaluation policy framework as basis
for the conduct of independent evaluation of government
programs and project in the public sector. Bases for the
projects are efficiency, outcomes and impacts in
accordance to national priorities.
Policy Process Model in the Laws that
undergone Policy Change

• Policy change refers to the amendment of a policy. Part of


it, may be a change in goals, the of the policy, or both.
Policy or program could also be terminated. Policy
change may undergo small modification such as Republic
Act 8293, known as “Intellectual Property Code of the
Philippines”. Some of the certain provision of this law has
been amended by RA 10372, such as the change of the
Organization Structure of the Intellectual Property Office1.
