History

• The North Carolina Constitution of 1868 was the first to establish social services, specifically for
“the poor, the unfortunate and orphans”.
• Statewide public welfare laws were enacted in 1917 and supplemented in 1919. In 1923, a Mother’s
Aid law was enacted to provide financial assistance to “indigent mothers with children under age
14.”
• The Social Security Act of 1935 became and remains the “cornerstone of the American welfare
state” as it provides public assistance or “relief programs” for low-income families.
• As of 2014, 80 of the 100 counties in North Carolina are still single-county social services. The
other 20 have consolidated human services.

Needs

• More Space!
DSS has long outgrown its current space. In an attempt to alleviate space issues, the county purchased the
vacant I.E. Johnson Elementary School and is currently working to remodel the school to relocate some social
service programs such as CPS.
• Increased Funding
Currently, social workers are working roughly double the recommended caseload. Adding a few additional
positions will help alleviate social workers being overworked and hopefully prevent burnout, exhaustion, and
ultimately lead to social workers quitting.
• Hypothetically…
I would love to see additional services for the elderly such as more outreach programs, as well as a homeless
shelter or homeless program in Scotland County as no such programs exist.
