ages to 0-4 years old on the early childhood care and
development council.

OBJECTIVES
• Supports the various programs of the council.
• Showcases the best practices of the integrated ECCD
services.
• A laboratory for conducting research and innovations about
ECCD.
• A resource center for the community to enhance the
parenting skills .
PURPOSE
• Center-based programs, such as the day care service
established under Republic Act No. 6972, public and
private pre-schools, kindergarten or school-based
programs, community or church-based early childhood
education programs initiated by nongovernment
organizations or people's organizations, workplace-related
child care and education programs, child-minding centers,
health centers and stations; and
PURPOSE
• Home-based programs, such as the neighborhood-
based play groups, family day care programs, parent
education and home visiting programs.

CRITERIA in identifying the recipient
cities/municipalities for the project

Cities and municipalities that are willing to participate and have

the ECCD program as a priority in their communities.
 How is NCDC established in a
community?
Funding is provided by the ECCD council and a counterpart
responsibility of the LGUs.

They will provide the following:

• 250 square meter lot
• Perimeter fence
• Event facilities
• Child Development teacher

Childhood Care and Development
Its impact on brain development, economic gains and school
readiness. As well as on health nutrition and advocating for
child's right at an early age.
The challenges that the ECCD council
faces in implementing its mandate, and
how is it addressed?
• Systematic professionalization of early childhood
development personnel.
• Continuous rollout of policies and guidelines.
• Investing on ECCD programs on the ground through
advocacy and mobilization.
• The legislation and implementing mechanisms for ECCD
program.
What is the future direction of ECCD
in the Philippines?
• Continuous cooperations with the duty bearers who are the
families, the barangay, the local government officials, the
national and international communities.
• The operationalization of ECCD roadmaps in the national
and international levels.
