SITUATION
• The AFP FRAG-O 03 and 04 which aimed to decisively defeat the Communist
Terrorist Group (CTG) and Local Terrorist Group (LTG) and neutralize other armed
threat groups in order to significantly contribute to the security, peace and
development efforts of the government for 2019.
• The performance against the CTG shows that it has gained significant headway in its
campaign considering that it is during this campaign that it is able to dismantle
significant number of Guerilla fronts and regional Guerilla Units.
• On the other hand, against the LTGs, our campaign resulted to a higher reduction in
their capabilities and sphere of influence.
• AFP was able to significantly attain high level of accomplishments against the LTGs.
ASSESSMENT
• On CTG:
• They will pursue the establishment of company size Guerilla units
• Strengthen its intelligence capabilities as well as its RSOG for special partisan
operations
• Continue to recover former mass base and expand its influence.
• On LTG:
• The presence and influence of Daulah Islamiyah-affiliated groups continue to be felt
in Southern, Central and Western Mindanao.
• They continue to experience setbacks and losses from relentless government
security operations, which have significantly diminished their capabilities since
January 2020.
• Foreign Terrorists have been continuously monitored with the LTGs.
ASSESSMENT
• On Private Armed Groups (PAGs), Criminal Gangs (CGs) and Other Criminal
Elements
• PAGs act as security to persons, installations and properties wherein some are being used
as instruments of abuse in the course of promoting the personal, political and economic
interest of their benefactors
• It must be noted that are actually listed as Criminal Gangs (CGs) which are primarily involved
in gun-for-hire
• Peace Inclined Armed Groups (PIAGs)
• The prevailing animosity between the MNLF and MILF affects the progress of
decommissioning in relation to the normalization
• The MNLF will continue to insist on the importance of Misuari in the Mindanao peace
process, capitalizing on the OIC’s recognition of him as the sole representative of the
Bangsamoro people
MISSION
The AFP intensifies Military Operations from 01 June to 31
December 2020 to defeat all local threat groups in order to
significantly contribute to the peace, security and development
efforts of the government.
EXECUTION
Commander’s Intent:
• PURPOSE: Sustain the momentum to defeat the Communist Terrorist Group,
Local Terrorist Groups and other threat groups and their support structures in
order to significantly contribute to the peace, security and development efforts
of the government.
• KEY TASKS:
• CTG:
(1) Decisively engage the CTG armed groups;
(2) Clear focus areas and dismantle Guerrilla Fronts;
(3) Dismantle Regional Guerrilla Units;
(4) Neutralize value individuals;
(5) Deny the CTG of financial and logistical resources;
(6) Prevent CTG recruitment;
EXECUTION

(7) Dominate the information environment;
(8) Sustain AFP support and advocate the AFP’s campaign objectives with the following NTF-
ELCAC mechanisms at the national down to provincial level
(9) Harmonize and orchestrate the efforts of other PLEDS Cluster members (PNP, PCG and NBI)
towards the attainment of the cluster objectives;
(10) Support the implementation of the DILG Retooled Community Support Program (RCSP); and
(11) Sustain support to the National Cadre Team and Area Cadre Teams in educating the different
government agencies, institutions and other sectors of the society on the true nature of the CTG.
EXECUTION
• KEY TASKS:
• LTG:
(1) Destroy the ASG;
(2) Continue to reduce the manpower, firearms and affected communities of other LTGs;
(3) Neutralize LTG key leaders and Foreign Terrorists;
(4) Prevent LTG recruitment;
(5) Deny CTG of resource generation;
(6) Support CSP – PCVE efforts to establish conflict-resilient and developed communities;
(7) Protect government camps, government facilities, critical infrastructures, vital installations, and
government flagship projects;
(8) Isolate mainstream MILF an MNLF from LTG recruitment;
(9) Dominate the Information Environment;
(10) Break the LTG alliances (local and international);
EXECUTION

• PAGs, CGs and Other Criminal Elements:
(1) Support the PNP in the dismantling of PAGS and Criminal
Gangs; and
(2) Support the PNP and other law enforcement agencies in the eradication of illegal drugs

• PIAGs:
(1) Sustain support to the Office of the Presidential Adviser on the Peace Process (OPAPP) in the
implementation of the normalization programs of the Moro Islamic Liberation Front (MILF);
(2) Support the government’s efforts in the delivery of the remaining commitments of the GPH to
the MNLF, CPLA, and GPH-RPMP/RPA/ABB; and
(3) Uphold the primacy of the peace process at all times with all the above mentioned PIAGs.

CONCEPT OF OPERATION (LTG)
Support to LESO:
With regard to the security challenges brought about by Private Armed Groups (PAGs), Criminal
Gang (CGs) and Other Criminal Elements, the AFP shall support the PNP in the law enforcement
operations against these groups.

Support to PIAGs:
On the part of the Peace Inclined Armed Groups, the general concept is to support the different
LGAs efforts in the implementation of the signed agreements. The concerned government agencies
tasked to deliver services should be the lead agency instead of the AFP.
Addressing the different threat groups requires the active involvement of all AFP units and personnel at
all levels as these threats are dynamic and multi-level.

Significant to this operation is our ability to coordinate, collaborate and synchronize our efforts with
other government agencies and other peace and development stakeholders for a Whole of Nation
Approach.

Critical is our ability to deny the threat groups/peace spoilers of their resources.

Decisive to this operation is the neutralization and or surrender of threat groups’ leaders and cadres.
FOCUS MILITARY OPERATION
It is the primary effort to defeat, force, compel and disrupt the CTG horizontal
and vertical forces and the armed groups of the LTG. It is a methods to destroy
the armed components through the destroy, dislocate disintegrate, and isolate.

WIN-HOLD-WIN CONCEPT: The Military priority focus will be given to the win
posture areas, while the hold posture area will be supporting the win posture
area.

KEY-HOLE APPROACH: The unit will sit right in the central district of the enemy
front to serve as the unit strike force and disrupt enemy activities in the central
district and threaten his rear.
FOCUS MILITARY OPERATION:
ONE-ON-ONE CONCEPT: It prescribes that the deployment of forces
should be on a one-on-one basis, the concept is about focusing or
concentrating forces and resources of one unit to an enemy target.

STRATEGY OF GRADUAL CONSTRICTION: As more and more barangays


are cleared, the enemy guerilla front is thus gradually constricted. The
groundwork for the “Venus Flytrap” is simultaneously being laid.
