Definition and purpose of a Function Operating Plan
Definition
A Function Operating Plan details the scope that a Function is responsible to deliver in
support of the overall Games operation and in accordance with the Baku 2015 vision. It
also identifies where each Function will deliver its services, for which Clients, and with
which stakeholders/external partners and resources.
For services that are not venue-based, the function operating plan will detail how the
services will be delivered. For services that are venue-based, the venue operating plan
will detail how the services will be delivered

1. Introduction
1.2 Function role and objectives
Role
NOC Services is the primary interface between BEGOC and all European NOCs. It is
responsible for facilitating the participation of European NOCs to the games and to
provide all necessary information and support to the athletes and team officials at Games
time. As the internal athlete client representative, NOC Services defines and agrees
service levels with BEGOC’s FA for NOC & athlete client groups.
Objectives
To establish and deliver of an innovative and reliable communications strategy with all
European NOCs (e.g NOC Newsletters, E-Qazet, NOC Games Plan)
To lead the Delegation Registration Process to register all NOC Teams with integrity and
excellence
To plan and manage the NOC Services Centre at the Athletes Village
To run and chair effective daily Chefs de Mission Meetings with a focus on immediate
issue during Games time
To define and agree policies and high-level services required to meet NOC needs at
venues and villages in order to create an athlete-centred Games.
