Civil Disturbance Management (Crowd Control) is
significant to ensure safety of the PNP personnel and to prevent outbreak of crowd crushes, affray, and fights involving drunk and disorderly people or riot. DEFINITION OF TERMS
Crowd Control – is a public security practice where
large crowds are managed to prevent the outbreak of civil disturbance, riots or uprising.
DEFINITION OF TERMS
Civil Disturbance – acts of violence and disorder
prejudicial to the public law and order. It includes acts such as riots, acts of violence, insurrections, unlawful obstructions or assemblages, or other disorders prejudicial to public law and order. CROWD CONTROL Upon arrival at the scene:
1. Record date & time of arrival and location.
2. Observe the activities of the group. 3. Determine and report the following to the Operation Center 4. Assist in traffic direction and control to ease traffic flow. 5. Establish contact with the crowd, if practicable. CROWD CONTROL
Upon arrival at the scene:
6. Request Operation Center for CDM deployment
when necessary. 7. Initiate dialogue with the leaders. 8. Attempt to hold the crowd in a given or particular area until arrival of CDM Units. CROWD CONTROL Upon arrival at the scene:
