What is BADAC?
• Barangay Anti-Drug Abuse
Council (BADAC) is considered
as the first line of defense
against the proliferation of
prohibited drugs in the
community.  
Is BADAC
important?
• All Barangays in every local
government unit shall establish
its BADAC within its territorial
jurisdiction which shall render
assistance to the law
enforcement agencies in the
eradication and clearing
operations of illegal drugs.
Composition of

• School Principal (Public, or Principal of any
school present in the barangay)

• Tanod Chief / Executive Officer
• Representative of a Non-Government
Organization or from Civic Society
• Representative of a Faith-Based
Organization (i.e. Ugnayan Ng Barangay At
Simbahan or UBAS, or any church-related
organization)
Adviser: City/Municipal Chief Of Police or
Representative
Functions of
BADAC
• Conduct regular meetings at least once a
month and call for special meetings
whenever necessary;
• Plan, strategize, implement and evaluate
programs and projects on drug abuse
prevention in the barangay;
• Organize the BADAC Auxiliary Team to
compose an ideal number of 25 members
per 2,000 population of the barangay
representing streets, puroks, subdivisions, or
sitios;
• Orient the BADAC Auxiliary Team of their
roles and functions and in the formulation of
plan of action to address the problem;
Functions of
BADAC
• Equip Barangay Tanods and BADAC
Auxiliary Team on their roles and functions
in the campaign against street-level illegal
drug trade through seminars or training;
• Coordinate and collaborate with other
institutions implementing programs and
projects on drug abuse prevention at the
barangay level;
• Continuously gather and update data on all
drug related incidents and its effects on the
peace and order situation in the barangay
including listing of suspected drug users
and pushers;
Functions of

• Submit a monthly report to City/Municipal
Anti-Drug Abuse Council (MADAC), copy
furnished to DILG City/Municipal Field
Office;
• Refer suspected drug users to C/MADAC
and other institutions for corresponding
counseling and/or rehabilitation;
• Monitor disposition and progress of drug-
related cases filed; and
• Perform other related functions.
What is BAT?
BADAC Auxiliary Team
- composed of 25 members in
every 2,000 population of the
barangay representing streets,
puroks, subdivisions, sitios.
- all members of BAT should be
residents of the barangay with
good repute for probity and
integrity.
Functions of BAT
• Identify and report to the
BADAC, drug dependent cases
and/or suspected pushers/illegal
drug laboratories in his/her area.
• Assist in the conduct of
information campaign against
illegal drugs and its negative
consequences.
Functions of BAT
• Help facilitate in the preparation
and distribution of information
materials in collaboration with the
school, neighborhood association,
etc.
• Initiate the conduct of
neighborhood activities to prevent
drug addiction in his area of
operation especially among
children and youth.

Pre-Operation
phase
• Identification of drug affected house
clusters, work places, streets, puroks and
sitios where manufacture, delivery, sale or
use of illegal drugs are being conducetd
and to repoert the same immediately to
the PNP or the Philippine Drug
Enforcement Agency (PDEA).
• Conduct administrative searches of
suspected drug dens/laboratories.
• Conduct briefings, meetings prior to the
launching of operations to ensure
positive results and safety of the
operating teams and the community.
Operation phase
• Ensure safety of the community and
regularity of the operations.
• Any elected barangay official present
during the operations to witness the
inventory of seized drugs/paraphernalia.
• Extend such other necessary assistance to
the PDEA and PNP authorities  in its
operation against illegal drugs including
but not limited to the preservation of
evidence and protection of witnesses and
suspects against unlawful acts.
Post-Operation
phase
• The elected barangay official present
during the operations shall execute an
affidavit and act as witness in court
hearings in the prosecution of drug cases.
• Submit reports of drug-clearing
operations conducted, if any, to the
City/MADAC copy furnished the DILG
City/Municipal Field Office.

– has not ever been plagued or beset by
any illegal drug activities.
• Drug Affected Barangay
– has reported presence of drug user,
pusher, manufacturer, marijuana
cultivator, or other drug personality,
drug den, marijuana plantation,
clandestine drug laboratory, and
facilities related to production of illegal
drugs

1. Seriously Affected
reported presence of users,
pushers, financiers, protectors,
cultivator, manufacturer and others;
2. Moderately Affected
reported presence of drug pushers
and users;
3. Slightly Affected
reported presence of users.

– classified as previously drug
affected and subjected to drug
clearing operation and declared
free from any illegal drug activities
pursuant to the parameters
