Franchisee Registration
Payment
Steps involved in Franchisee model Implementation
Franchisee Registration:
A location has to be identified with the help of BSNL Team according
to the feasibility. A request can be given to Divisional Post Office for
registering as LCO. On after address verification LCO License will be
issued from Post office with a nominal charge.
With LCO license the operator can sign the agreement with BSNL on
agreed revenue share.
Steps involved in Franchisee model Implementation
The customers will make the payment through Customer care. The
commission of payment will get reflected in FMS. On submission of hard copy of
Invoices by Franchisees, after creation of PO,SES payment will be done through
availability of Fund.
BSNL makes sure the end to end transparency with respect to the number of
connections owned by Franchisees, invoice generated ,payment by the
customers and Commission as well.
All stages can be monitored through online portal and end to end integrity is
being maintained. Moreover the instant realization of commission is also
ensured.

The BNG sends RADIUS Access-Request packet to SSSC Server with the session’s PPP
username and password along with all the RADIUS attributes (BNG Interface IP address, User
Outer VLAN & Inner VLAN, NAS port type etc.)
The SSSC proxy RADIUS forwards Access-Request message to AAA Server with a copy in its
database.
The AAA server verifies with LDAP on the credentials and accepts the session.
AAA server returns the Access-Accept packet with all of the RADIUS attributes associated with
the subscriber’s account in LDAP to SSSC Server.
Data regarding the usage is sent to the Mediation server (P3) for accounting and issuing CDR.
The SSSC server derives RADIUS parameters associated with NS Service ID like BNG Context
name, IP POOL, Uplink and Down link speed policing policy name and sends to BNG along with
RADIUS return parameter sent by AAA
CUSTOMER CALL FLOW contd
The BNG place the subscriber session in the ftth.bsnl.in context and allots the IP

BNG convey this IP address along with DNS Primary & Secondary address through
PPP IPCP Configure Request message
BNG applies uplink and down link policing policy based on respective RADIUS return
parameters on the subscriber circuit on the BNG incoming interface
On receipt of information from PPPoE Client, the BNG sends Start – Stop Message
to SSSC
The SSSC server sends the RADIUS Accounting information to AAA server
The BNG release PPP session resources of that particular user on receipt of
Accounting-Response message from SSSC server.

BSNL FTTH network consists of Optical Line Terminal (OLT) and Optical Network Terminal/Unit (ONT/ONU), and
Passive Optical Splitters (POS)
The term Passive Optical Network is used because there is no power supply needed in the distribution network as it
contains passive splitters and fibre.

ONT
FTTH COMPONENTS
Each OLT has multiple PON ports. In BSNL OLTs, this varies
from 10 to 20. OLTs with around 4/8 ports are used by LCOs.
(Local Cable Operators)
Optical power output from each OLT port is split and sent to
multiple customer ONTs using Splitters.

Splitters- Single Input and Multiple Outputs
• 1:2, 1:4, 1:8, 1:16, 1:32 etc supplied by vendors as part of equipment.
• But higher splits causes higher power loss and hence the distance that can be
covered decreases.
• The ONT (also called the modem) is installed at customers house. It connects to the Termination Point (TP) with
an optical fibre cable, and connects to your router via an LAN / Ethernet cable. It translates light signals from
the fibre optic line into electronic signals that your router can read.
ONT
Connectors
BSNL ONTs have 4 Fast Ethernet Ports (upto 100Mbps) and two RJ11
(Landphone) Jacks.
It can support upto 4 Broadband connections and Two Voice Connections
simultaneously.
Lower configuration ONTs are available in local market from prices starting
from Rs 900/-, but ONTs supplied by the vendor have to be used for best
results and so other ONTs are discouraged.
