LEGAL BASES with

 1957 Convention on the Status of Refugees
 Article 26 of Vienna Convention on Law of Treaties
 RP pledged to enhance its policy, legal, and operational framework for
refugees, asylum seekers, and stateless persons
 RP to ensure their full access to rights under international conventions and
national law
LEAD
PURPOSE with
DILG
 To institutionalize the ad-hoc assistance being extended by the LGUs in
accordance with the Philippines’ commitment to ensure that ALL
refugees, asylum seekers, and stateless persons in the Philippines have
FAIR AND EQUAL ACCESS to assistance, protection, and durable
solutions at all times
 In line with the DILG’s commitment as member of IASC on Protection of
Refugees

PERSONS OF CONCERN
REFUGEES ASYLUM SEEKERS

Person who has left their country


and is seeking protection from
persecution and serious human rights
Person who is outside Person not considered as violations in another country, but
his country by reason national by any state who hasn’t yet been legally
of fear of being under operation of its recognized as a refugee and is
persecuted law waiting to receive a decision on their
asylum claim.

CIVIC INCLUSION
- Residence permits and other relevant documents must
be issued to Persons of Concern for universal access to
services
- LGUs to promote community partnership and civic
engagement with private organizations
- LGUs to include in accountability reports
interventions aimed at promoting inclusion and
impact analysis of policies relating Persons of Concern

SOCIAL INCLUSION
- LGUs to assure that public spaces, services, and
institutions are equally accessible and beneficial
for all sectors of the economy
- LGUs to ensure that Persons of Concern shall
have access to government institutions and
services
- Ensure inclusion of Persons of Concern in public
relief without discrimination.

ECONOMIC INCLUSION
- Assist all Persons of Concern in adapting to the local
economy and improve their connectivity and access to
better opportunities
- Encouraged to engage community organizations to liaise
with employers, and assess and match skills of Persons of
Concern with the available market
- Address structural barriers that prevent Persons of
Concerns, including their business, from fully participating
the community (e.g. transportation)

EDUCATIONAL INCLUSION
- Engage the local educational system in ensuring inclusive
and equal access to education for all Persons of Concern
- Develop comprehensive strategies that account for an
individual’s entire educational trajectory
- Strengthen the capacity of educational institutions to
develop a learning culture that is inclusive of Persons of
Concern

HEALTH INCLUSION
- Ensure Persons of Concern have equal access
to health care services
- Ensure that health programs mediate cultural
sensitive topics (e.g. sexual health, mental
health)
- Ensure health professionals keep pace with the
diversity of societies

CULTURAL INCLUSION
- Ensure local policies and community values
promote a multicultural environment
- Promote understanding in relation to Persons
of Concern in LGU structures, services,
community organizations or groups, and the
workplace.

in the transmittal letter.
 BIR to inform SK Federation once the SK TIN has been released.
