SCENARIO
The Mindanao segment of the Cotabato Trench has
moved and a 1-minute earthquake with a magnitude of 8.1
magnitude struck the municipality of Sultan Naga
Dimaporo, Lanao del Norte (SND, LDN). It is felt at
Intensity VII in SND, LDN, spawning a tsunami that
confounded the coastline of Sultan Naga Dimaporo, Lanao
del Norte.
There is no accurate assessment yet of the overall damages of the impact.
However, 1 hour after the impact the affected areas are summarized as follows:
❖ Landslides to roads portion of P-1, Brgy. Poblacion
❖ Damages to some portion of Municipal hall and residential buildings at
Purok 6 and Purok 8, Poblacion, SND.
❖ The pile of collapsed structure and debris blocked some doors at the old
municipal hall building.
❖ There is power and water interruption in the whole municipality and nearby
municipalities
❖ Connection through mobile and internet are disrupted
❖ Missing persons along the coastal areas
❖ Reported vehicular accident along the highway
❖ Fire incident at the old Municipal Hall
Mayor Motalib M. Dimaporo of SND, Lanao del
Norte immediately declared RED ALERT – the
Emergency Operations Center (EOC), the
Disaster Response Cluster and IMT were
activated. Local ERU was alerted to conduct
information gathering and render reports to the
Emergency Operations Center in all the phases
of calamity/disaster. The Lanao del Norte
provincial EOC also declared RED Alert Status
and monitors the affected municipalities.
• RDRRMC issued Regional Advisory declaring the RED ALERT
Status of the Regional Emergency Operations Center (EOC)
and advises the other provincial DRRMOs to be on Standby
Alert.
• Search and rescue efforts are on-going as reports of
employees trapped at Municipal Hall and at the PNP Police
Station. The Municipal Engineering Office is clearing main
roadways. Law enforcement is managing checkpoints at the
most heavily damaged areas. The BFP is asking people to
leave heavily affected areas and stay out of all buildings within
a 5-mile radius of the epicenter until structural engineers can
assess the damage and clear the buildings for occupancy.
• RDRRMC issued Regional Advisory declaring the RED
ALERT Status of the Regional Emergency Operations
Center (EOC) and advises the other provincial
DRRMOs to be on Standby Alert.
• Houses and businesses suffered moderate to major
damage. Parts of major highways and roadways, and
bridges require major repairs and debris removal. Many
households are still without potable water and power.
Thousand families are displaced from households and
shelter. Most schools and public buildings remain
closed at this time. Due to earthquake short circuit
cause fire incident at SND Municipal Hall.
MECHANICS OF THE DRILL
• 1 minute alarm
Signals the occurrence of the “main quake”
(start of the drill)
All Municipal employees and residents to seek shelter
and protect themselves wherever they are situated
Municipal employees and residents to perform “duck,
cover and hold” under desks, tables and chairs and
remain in such position until the “shaking” stops.
MECHANICS OF THE DRILL
Evacuation of employees from the municipal hall/houses to the designated
evacuation/assembly areas using pre-determined routes
Evacuees should not run nor walk casually and should walk faster than
normal
5 minutes after the quake hits SND, PHIVOLCS issued Tsunami Warning to the
municipality
Evacuation of employees from the municipal hall/houses to the designated

10 minutes after the quake, Tsunami waves hits the municipality
The DCG to check their bodies for any sustained injury and must do head counting
Extrication of the victims inside the Municipal Hall
