A dangerous occurrence in a public area,
effects of which can cause extensive
damage to life, property and the
environment and calls for immediate and
close coordination between Government
agencies, Industries, NGO’s and members
of the public for effective mitigation
activities.

industrial or other business facility

FUNDAMENTAL DIFFERENCE
The former type is primarily managed by the
civil authorities and industries can only give the
type of help sought and for which facilities are
available with them.

SALIENT FEATURES OF OFFSITE
EMERGENCY MANAGEMENT PLAN
Realising the need for close cooperation
between the industries and various central
and state government agencies during a
disaster outside the industry, the Ministry of
Petroleum & Natural Gas, Government of
India, advised State Governments and
concerned industries to develop off-site
emergency plans in addition to on-site
emergency plans.
