WHAT IS EMERGENCY

“Emergency is an unplanned sudden


event of such magnitude, occurring
due to deficiencies in the system,
natural calamities, and act of external
aggression or sabotage causing
extensive damage to life and/or
property.”

SOURCES OF EMERGENCY IN HYDROCARBON

MANAGEMENT PLAN

The aim of a Emergency Management


Plan is to detail the action plan to be
implemented under the overall command
of a chief coordinator to minimise the
losses through optimum utilisation of
resources. available in the organization
as well as the resources available with
the external agencies.

A dangerous occurrence in a industrial or
other business facility with effects within
the boundary wall of the industry which
can cause extensive damage to life,
property and the environment

OFFSITE EMERGENCY /
DISASTER
A dangerous occurrence in a public area,
effects of which can cause extensive
damage to life, property and the
environment and calls for immediate and
close coordination between Government
agencies, Industries, NGO’s and members
of the public for effective mitigation
activities.

DISASTERS
1. Incident occurring outside an
industrial or other business facility

2. Incident occurring inside an industrial


or other business facility with effects
extending beyond the boundary wall
of the industry

FUNDAMENTAL DIFFERENCE
The former type is primarily managed by the
civil authorities and industries can only give the
type of help sought and for which facilities are
available with them.

In the latter type, industries have to coordinate


with the civil authorities to receive their
assistance for mitigation efforts.

SALIENT FEATURES OF OFFSITE
EMERGENCY MANAGEMENT PLAN
Realising the need for close cooperation
between the industries and various central
and state government agencies during a
disaster outside the industry, the Ministry of
Petroleum & Natural Gas, Government of
India, advised State Governments and
concerned industries to develop off-site
emergency plans in addition to on-site
emergency plans.

EMERGENCY MOCKDRILL

To comply with the Gazette of India, extraordinary, part-II-


section 3-sub-section (i), No. 241, dated August 2, 1996 of
Ministry Of Environment & Forest on “Rules On Emergency
Planning, Preparedness And Response For Chemical Accidents”
under Environment (Protection) Act, 1986, rule no- 9.
“District crisis group shall conduct at least one full scale mock-
drill of a chemical accident at a site each year and forward a
report of the strength and weakness of the plan to the state crisis
group.”- Functions of the District Crisis Group, (2) (g)

To comply with the above Rules, 6 nos. of Offsite Mock-drills had


already been conducted in BRPL by the District Administration,
Chirang and reports were sent to State Crisis Group.
