VILLAGE
A village is a small settlement usually found in a rural setting. It is generally larger
than a "hamlet" but smaller than a "town." In most parts of the world, villages are
settlements of people clustered around a central point.

VILLAGE PLANNING
The comprehensive planning of the physical and social development of a town,
including the construction of facilities.

 The percentage of population living in rural areas in India, as per Census 2011,
stands at 68.9%. About 83.3 crore people live in rural areas out of 121 crore
Indians while only 37.7 crore people stay in urban areas.
 It is expected that more than 50% of the global population will be urbanized by
2050, according to UN-Habitat projection.

 Every 3rd Indian lives in cities/towns


 2 out of 3 Indians lives in villages.
 Every 6th Indian lives in large villages
 6 out of 10 ruralites live in large and medium villages.
Need of Village Planning :
• Potential of providing simple/healthy/cost-effective living
• Leveraging national Economy
• Potential for providing gainful employment to more than
2/3rd work force
• Eradicating poverty- 365 million
• Providing quality of life to majority of Indians
• Promoting planned development in India
• Minimizing migration to urban areas
• Controlling unregulated population growth in urban areas
• Minimizing slums/houselessness in urban sector
• Taking care of majority of urban ills which have genesis in
rural neglect
Methodology for Village Planning
 Methodology adopted for village planning will have to be different in approach, intent
and content as compared to urban planning.

 Village planning has to be local initiative based on consultative/ participatory


mechanism using simple/direct technique, involving all stakeholders.

1. Holding Exploratory meeting with Panchayat for:


a) Briefing about the project
b) Defining aim & objectives
c) Scope
d) Value Addition to village
e) Planning & Development
f) Process and Methodology to be followed for implementation and consent for going
ahead with the project.

3. Calling meeting of Gram Sabha involving all residents for
4. Advising about plan preparation and implementation.(SWOC analysis)
5. Socio-economic, demographic survey
6. Creating a physical map of the village
7. Preparing inventory (Problems)
8. Making projections/forecast for next 10 years for population, need for
housing and other infrastructure, services etc
9. Development Plan of Village
10. Sharing the Draft Master/ Development Plan with:
Think Tank and Panchayat for approval in principal for placing before the
Gram Sabha.
