Definition and Concepts of
Cadastre
There is no universal definition of what exactly falls under
land registration, and what does not, it is possible to use the
term cadastre in a broad and narrow sense.

 In a narrower sense, cadastre does not include land


registration as it is understood to mean simply a
systematic description of the land units within a given
area.
 Broadly, it can be understood to include land registration
system and cadastral mapping system.

Cadastre is defined as a methodically arranged public
inventory of data concerning properties within a
certain country or district, based on a survey of their
boundaries.

Types of
Cadastre
 Depending on their use, type, and quantity and quality of
data, cadastres can be divided into three types:

a) Fiscal,

b) Legal and

c) Multipurpose cadastre

 It records information for the purpose of
property
valuation and land taxation.
 Here, the basic information needed is location and
value
of the parcel.
 In this regard, there must be some sort of agreed
upon
valuation method that help determine the value

b) Legal Cadastre
 It is a register aiming at identifying the legal owner and
exact boundaries of the parcel.
 To establish legal cadastre it requires delineation of
boundaries of the given parcel through surveying and
mapping and thereby provision of legal rights.

 In this respect, legal cadaster is helpful in:


1. Defining property rights;
2. Describing the extent of property
rights;
3. Supporting land transfer; and
4. Providing evidence of ownership.

• In our country, Urban legal cadaster has been recognized as one
major component that will promote Urban socio-economic
growth by:-
 Expansion of micro-business enterprises,
 Housing development,
 Provision of lands and development infrastructure,
 Development of social services,
 Setting urban classification,
 Urban planning and environmental protection.
Absence of Urban legal cadaster will problems
like:-

 Absence of good governance,


 Propagation of illegal (informal) settlements,
 Poor urban management,
 Outdated and/or rigid development plans,
 Urban decay,
 Legal and institutional capacity problems.

c) Multi-purpose cadastre

 It is a relatively new approach of land information system which
is reported to have been introduced after the Second
World
War.
 incorporates all the necessary information, at one source,
which
land buildings, infrastructures of under ground and
among
use, others are information related to legal and fiscalcadastre,
overhead constructions, soil and other aspects of the

given parcel.

Why urban cadastral standard?

 Both Registration of Urban Land Holding No. 818/2014 and


regulation of Council of Ministers No. 44/ 2007 Provide for
Urban Cadastral Surveying establishment.
 Since Cadastre is up-to-date LIS of which parcel must be
surveyed based on the national cadastral surveying standard.
 Improvements on parcels must be based on the standard .
 Boundary delineation of parcels for Cadastral mapping should
relay on surveying standard

• Operation
Four basic operations take place in the
compilation
of cadastre records:
• Adjudication or the determination of who owns what;
• Demarcation or the marking on the ground of the boundaries;
• Survey, or the recording of the position of the boundaries
and other elements associated witheachparcel;
• Documentation or the compilation of all the evidence
into a set of registers.

Cadastral Operation When introducing registration of title to
areas for the first time, it is common to proceed in the
order:

• Adjudication (finding who owns what);

• Demarcation (putting in corner beacons);

• Survey (of the boundary beacons); and

• Documentation (recording the results)

 Cadastral Operation Where the records
already exist as for subdivision work, then the
sequence might be:

 Survey (setting out);

 Demarcation (Monumentation);

 Adjudication (allocating rights), and

 Documentation.

is well established and clear but title is not yet registered, as for
example in first registration, the sequence is in effect:

(1) Monumentation;

(2) Survey (at 1/1250or 1/2500scale);
