BRIEF HISTORY
OF CIW
In 1901, the American colonial government established
the Correctional Institution for Women (CIW) in
Mandaluyong City. This facility was renamed the
Correctional Institution for Women (CIW) in the 1970s
and moved to its current location in Mandaluyong City.
Today, CIW provides education, skills training,
livelihood opportunities, and advisory services for the
rehabilitation and rehabilitation of female prisoners.
Correctional Institution for Women (CIW), falls under the
jurisdiction of the Bureau of Corrections (BuCor).
BuCor is responsible for the management and
administration of national penitentiaries and
rehabilitation centers, including those for women.

The Bureau of Corrections
(BuCor) has named CT/Supt. Elsa
A. Alabado as the new
superintendent of the Correctional
Institution for Women (CIW) in
Mandaluyong City.
The Correctional Institution for Women
was founded on November 27, 1929, which
authorized the transfer of all-women
inmates of the Old Bilibid Prison in Manila
to a new facility. Some 270 female inmates
were transferred on February 1931 to a
building in Mandaluyong (then part of
Rizal) that was initially called the Women’s
Prison.

Maximum Security Compound which
consists of the Old and New Building, the
Medium Security Camp and Minimum
Security Camp.
Women prisoners are much less likely to be violent. They form pseudofamilies for

committed much more serious crime than female inmates, thus a man who is in prison
is for more likely to have committed a violent crime than a women is in prison, thus
violent background primes men for a violent prison culture. –

Why is correctional institution for women
important?
It is to prevent and protect women inmates
from the escalating case of being sexually,
physically abused inside the jail by male
prison guards.

marginalization, mental health disorders,
substance abuse, and dysfunctional
relationships.
THE CORRECTIONAL INSTITUTION
FOR WOMEN
A.The Reception and Diagnostic Center - The Reception and Diagnostic Center,
which is the receiving arm of the Bureau, admits and classifies national
prisoners for a period of 60 days (including a 5-day quarantine period).
Inmates undergo psychiatric, psychological, medical, and other
examinations.

B. Inmate’s Welfare - A special accommodation for pregnant CIW inmates is


afforded. Whenever practicable, however, arrangements shall be made for
children to be born in a hospital outside the prison. In this, they are using all
appropriate means to shall make available to them, educational, recreation,
and religious facilities, as well as group lectures on prison rules, citizenship
training and personal care. This is designed to help them adjust themselves
to prison life.
C. Good Conduct and Time Allowance - As a reward for good conduct,
diligence and loyalty, both male and female inmates may have their
sentences diminished or reduced in the manner provided under the
following schedule: For good conduct, a prisoner will be entitled to five
(5) days for each month of good conduct during the first two (2) years of
imprisonment; eight (8 days for each month from the third to the fifth
year of imprisonment; ten (10) days for each month from the sixth to
the tenth year of imprisonment; and fifteen (15) days from the eleventh
and successive years of imprisonment.

D. Rehabilitation Programmes - The first step in our rehabilitation effort is


to provide the basic needs of inmates as human beings. The other
steps in the rehabilitation process are the provision of work
programmes, health care, education and skills training, recreation,
sports, and religious guidance.
