• Encourage non-formal, informal and indigenous,
learning systems, as well as self-learning, independent
and out-of-school study programs particularly those
that respond to the community needs.
• What is then Non-formal education?
Non-formal education refers to education that occurs
outside the formal school system. Non-formal education
is often used interchangeably with terms such as
community education, lifelong education and second-
change education.
What is the difference between informal and non-
formal education?

Non-formal learning refers to learning through a program but it is


not usually evaluated and does not lead to certification. Informal
learning on the other hand, is resulting from daily work-related,
family or leisure activities.
Examples of non-learning:
• It typically takes place in community settings: swimming classes
for small children, sports clubs of various kinds for all ages,
reading groups, debating societies, amateur choirs, orchestras,
and etc.
• Informal education may be a parent teaching a child
how to prepare a meal or ride a bicycle, also by reading
many books, magazines and etc.
Education is a gradual process which brings positive changes in the human life and behavior. It can also be define as a ”process of acquiring knowledge through study
or imparting the knowledge by way of instructions or some other practical procedures”.

• Sec. 1 . There shall be created in the Department of


Education and Culture the position of
Undersecretary of Education and Culture with
overall responsibility for the non-formal education
program of the Department.
• Sec. 2. It shall likewise be the responsibility of the
Undersecretary for Non-formal Education to
establish linkages with institutions with similar
program, both government and non-government, to
assure effective and integrated implementation of

(The Education Act of 1982)
It is an Act providing for the establishment and maintenance of an
integrated system of education. In aacordance with Section 2, this
Act shall apply to and govern both formal and non-formal system in
public and private schools in all levels of the entire eductional
system.

REPUBLIC ACT 7165


November 25, 1991. It is an Act creating the Literacy Coordinating
Council defining it’s powers and functions, appropriating funds
therefore, and for other purposes.
What is the purpose of Literacy Coordinating
Council?
It is a national policy-making body that provides overall policy
and program direction to eradicate illiteracy in our country.

What are the benefits of RA 7165?


For this purpose, it shall encourage and nationalize the
formulation of policies and the implementation of programs on
non-formal, informal, and indigenous learning systems, as well as
self-learning, independent, and out-of-school study programs
particularly those
that responds to community needs.
Provisions of R.A. 9155

What is R.A. 9155?


Also known as the Governance of Bsic Education
Act of 2001, provides the overall framework for
principal empowerment by strengthening principal
and leadership goals, and local school based
management within the context of transparency and
local accountability.
What is the key provisions of R.A. 9155?
The key provisions of RA 9155:

To establish schools and learning centers, and other


school facilities where schoolchildren are able to
learn a range of core competencies prescribed for
elementary and high school programs or where the
out-of-school youth and adult learners are provided
lternative learning programs and receive
accreditation at least.
