PNP RULES OF

ENGAGEMENT
Rule 1: DOCTRINE OF SELF
DEFENSE AND DEFENSE OF
STRANGER
* Use of FIREARM is
JUSTIFIEBLE ONLY by virtue of the
DOCTRINE OF SELF DEFENSE.

* NOBODY, including POLICE and


the MILITARY is ABOVE THE LAW
Rule 2: THE USE OF FORCE

Shall be applied ONLY AS A LAST


RESORT when ALL OTHER PEACEFUL and
NON-VIOLENT means have been
EXHAUSTED
Rule 3: NECESSARY AND
REASONABLE FORCE

Whenever RESORTED TO, only


NECESSARY and REASONABLE FORCE
sufficient to conduct SELF-DEFENSE
and SUBDUE/OVERCOME the “CLEAR
AND IMMINENT DANGER” posed or
resistance by SUSPECT.
Rule 4: PANIC FIRING SHALL
BE AVOIDED
* In case of actual SHOOT-OUT with
the SUSPECT shall FIRE ONLY WHEN
NECESSARY AND FOR SELF-DEFENSE.
* PANIC FIRING is DONE by OPEN
FIRING and EVERYONE ALSO FOLLOWS
SHALL BE AVOIDED.
Rule 5: ENSURE NO
BYSTANDER IS HIT

* The police shall ensure that no


bystander/public is HIT.
* Extreme caution shall be
observed when firing a weapon in
populated area.
Fire only to save life.
Rule 6: WOUNDED AND
DISABLED
* After a shoot-out, the Police Officer
shall check whether the SUSPECT still poses
danger or WOUNDED/DISABLED.

* Bring to nearest hospital for MEDICAL


TREATMENT with ADEQUATE SECURITY
after investigative documentation.
Rule 7: USE OF SIREN
AND MEGAPHONE
Shall be used to INFLUENCE/WARN
the SUSPECT/OFFENDER TO STOP
and PEACEFULLY GIVE-UP
Rule 8: SAFTEY OF
HOSTAGE
Prevention of CROSS - FIRE CASUALTY
and SAFETY OF HOSTAGE or DAMAGE
TO 3RD PARTY must be considered
FOREMOST in the MIND OF THE LAW
ENFORCER.
Additionally, SAFETY also of the
HOSTAGE TAKER.
Rule 9: SOP OF CRIME
SCENE
* Investigative documentation shall
follow immediately.
* Immediate removal of CASUALTIES
FROM CRIME SCENE shall be undertaken
after documentation
* Police territorial unit to conduct
INVESTIGATIVE REQUIREMENT with
SOCO
Rule 10: HUMAN RIGHTS
OBSERVED

Police Intervention Unit/Elements


shall STRICTLY OBSERVED HUMAN
RIGHTS AT ALL TIMES.
