JSC 10/15 The Chairman welcomed Committee members. The Committee noted the
minutes of the last meeting held on 09 June 2010 and approved them
with no amendments.

JSC 10/16 The Committee reviewed the items on the actions tracking log. Any actions
carried forward have been recorded on the log, which is appended to these
minutes.

JSC 10/17 The Head of Security & Crime Prevention gave a presentation to the Committee
on Staff Assaults Update.
It was confirmed by the Legislation & Standards Manager that the statistics
referred to in the presentation did include Island Line.
The District Organiser (ASLE&F) asked whether our statistics included SSWT
employees who were assaulted on services operated by other train operating
companies whilst travelling to and from work, and particularly when in
company uniform.

POST MEETING NOTE


Instances of SSWT employees either being assaulted or having an accident
whilst travelling on another train operator’s train services to or from work are
not included in SSWT statistics.
Any SSWT employee must, in those circumstances, report the event to the
owning train operator in the first instance. This is essential to allow the train
operating company involved to record and investigate the event as part of their
own accident/incident reporting procedures and safety performance
requirements. However, SSWT employees should always inform their line
manager should such an event occur.

JSC 10/18 The Legislation and Standards Manager gave a presentation to Committee
members on South West Trains’ and Island Line’s safety performance for
Periods 02, 03, 04 and 05 2010/11.

18.01 Performance Indicators


The Legislation and Standards Manager reported on the current
position against the KPI targets.

18.02 Exceptional Events


Two passenger fatalities had occurred over the four periods; a drunk
male who fell onto the track at Earlsfield in front of train 2O71 on 5
June (exact cause of death still being investigated but not deemed
suspicious), and a male passenger who fell onto the track adjacent to
platform 4 and came into contact with the conductor rail at
Twickenham on 23 July (currently being treated as an accident after
CCTV footage was viewed).

18.03 SPADs
The Legislation and Standards Manager advised the Committee that
the current SPAD statistics were still better in comparison with
previous years, despite five Category A SPAD’s on Network Rail
Infrastructure and two on SSWT infrastructure.
The Head of Operational Standards gave a brief overview on the
circumstances surrounding the SPAD’s.

18.04 Station overruns


The Legislation & Standards Manager informed the Committee that
the number of station overruns were at a figure slightly higher than
we would have preferred as we approach the leaf fall season.

18.06 Door Opening Irregularities


The Legislation & Standards Manager informed the Committee that
there had been a decrease in the MAA figure due to the continuing
positive trend in the number of incidents.

18.07 Physical Assaults/Threats and Abuse


The Committee noted that the Physical Assault MAA had decreased.
The Company Council Representative (RMT) asked whether details
could be ascertained of the unspecified incident involving a Revenue
Protection Inspector at Waterloo on page 41 of the Safety
Performance Report.
POST MEETING NOTE
The Joint Safety Committee Secretary has supplied more details of the
event to the Company Council Representative (RMT).

18.08 Environment
The Legislation & Standards Manager informed the Committee of the
positive trend in emergency consumption and waste recycling figures.

JSC 10/19 The Committee noted that there were no CIRAS issues to report.

JSC 10/20 The Company Council Representative (RMT) raised an issue concerning
cleaning and maintenance of on-train rubbish bins. It has been
reported that liquids from unfinished and discarded drink containers were
contaminating the base of the bins, and the Company Council Representative
(RMT) asked whether Fleet Engineering could ensure that rubbish bins were
more thoroughly cleaned when trains are in depot for servicing.
The Chairman acknowledged the concerns raised by the Company Council
Representative (RMT) and would consult with the Engineering Director to take
the matter forward accordingly.
ACTION (2010-02): Engineering Director

JSC 10/21 The Divisional Secretary (TSSA) reminded the Committee that it was European
Safety Week commencing 25 October and suggested that where possible,
H&S Joint Inspections should take place on 27 October during that week to
raise safety profile.

JSC 10/22 The Committee proposed that following his recent retirement, thanks should be
passed on to Bill Read for his involvement in Joint Safety Committee activities
over the years.
The Chairman also proposed a vote of thanks to Andrew Edwards, Standards
& Legislation Manager, who is shortly leaving SSWT to take up a permanent
post with East Midlands Trains.

JSC 10/23 The date of the next meeting of Joint Safety Committee is Wednesday
15 December 2010 and will be held in the Beaulieu Room, Friars Bridge
Court starting at 13:00 (please note the start time of this meeting).

Please advise the Safety Standards & Emergency Planning Manager of any
items for inclusion on the agenda for this meeting by 5pm on Tuesday 30
November, including any supporting papers.
