Background
The King County Food & Fitness Initiative is about people working together to create vibrant
communities, where healthy eating and physical activity are convenient, affordable, and safe for
children and families. It's about creating healthy places, where the built environment—the places
we live, learn, work and play—and the food system—how food gets from farm to fork—support
healthy communities. The W.K. Kellogg Foundation is funding the Food and Fitness Initiative in
nine sites across the United States. Each community has received a two-year planning grant with
the potential for long-term implementation support (at least eight years). In King County, Public
Health Seattle and King County and Washington State University King County Extension are co-
convening a 40-plus member Collaborative that is working across multiple sectors and
communities—from transportation to public health, from agriculture to education, from youth to
faith and business communities – to develop a Community Action Plan for improving the
systems that determine how communities are built and what food is available in our
neighborhoods. We believe that by working together we can advance integrated, sustainable and
practical solutions that will serve as models for positive change for all communities.

This Initiative is very much focused on change that will benefit youth and families and therefore
youth engagement is a key part of the process to develop a Community Action Plan. To support
and enhance youth engagement in the King County Food and Fitness Initiative, the Seattle
Foundation has contributed supplemental funding via the WSU Foundation and WSU King
County Extension on behalf of the Initiative partners. These funds will be used in part to
subcontract with a Collaborative Partner organization as the lead for youth engagement.

Outcomes:
The goal of the KCFFI Youth Coordination tasks is to ensure meaningful youth engagement in
the planning process that will result in a Community Action Plan for 2009-2017 and beyond to
increase access to healthy, locally grown food and safe and inviting places for physical activity
and play.
• The Community Action Plan will directly incorporate information, input, opinions, and
assessment data about and from youth. The youth coordinating agency will work with
other collaborative youth serving organizational partners to decide what type, level and
quality of engagement will lead to the aforementioned outcome.
• The youth coordinating agency will build and maintain a network of youth serving
organizations that focus on the work of the King County Food & Fitness Initiative.

Task Description
The subcontractorYoungstown Cultural Arts Center youth engagement staff will be responsible
for developing and implementing a youth engagement plan for the Planning Phase and will lead
the plan development for the Implementation Phase, recruiting and coordinating diverse youth to
participate in the planning process, maintaining relationships with participant organizations
(Collaborative Partners) and youth, identifying needs/resources of organizations and
communities as they relate to youth engagement, and contributing to the Collaborative’s decision
making processes. The Youngstown Cultural Arts Center youth engagement staff subcontractor is
expected to build and maintain relationships among youth serving organizations within the
KCFFI greater Collaborative and have the ability to work inclusively with other youth serving
organizations. The Youngstown Cultural Arts Center youth engagement staff subcontractor will
work closely with and be supported by the Co-conveners and the youth engagement technical
assistance provider for the Food and Fitness Initiative.

Scope of Work
Between July 1, 2008 and March 31, 2009 the Youngstown Cultural Arts Center youth
engagement staff youth coordinator will:
• Recruit diverse youth from the focus communities and across the county, as appropriate
and feasible to participate in planning activities.
• Plan and facilitate meetings, trainings, retreats, and other events for youth participants.
Provide ongoing support to participants.
• Work with the Assessment Team and the UW-led summer 2008 studio project to engage
community in Delridge and White Center in the Planning Phase to coordinate youth
participation in community assessment and planning activities.
• Orient partner organizations and other collaborating staff and participants to work
effectively with youth.
• Effectively communicate food and fitness related opportunities with the youth serving
organization network of partners and youth.
• Serve as the youth engagement liaison to Collaborative Partners and co-conveners, Public
Health Seattle and King County and WSU King County Extension.
• Serve as youth engagement liaison to the Technical Assistance Providers for youth and
civic engagement, the California Center for Civic Participation and Youth Development
• Be a voting member of the Leadership Council and meet the requirements as outlined in
the LC bylaws including attending monthly 2 hour Leadership Council meetings.
• Attend quarterly Collaborative Partner meetings and work group meetings as is
appropriate.
• Conduct evaluation of activities and participant experiences.
• Operate according to project budget and timelines; submit regular progress and budget
reports to WSU King County Extension.
• Assist in the preparation of reports to the funder, W.K. Kellogg Foundation as it pertains
to youth engagement work.
• Participate in KCFFI meetings, events, and other projects as feasible.
• Develop opportunities for youth to learn about and engage in system change with regard
to food and fitness.

Staffing
The KCFFI Youth Coordination Task will be managed by (AGENCY NAMEYoungstown
Cultural Arts Center) and the Youth Coordinator (NAMERandy Engstrom). The KCFFI Youth
Coordinator Youngstown Cultural Arts Center communications coordinator will be listed on the
KCFFI website as the youth contact for the King County Food and Fitness Initiative.

Evaluation
The Youngstown Cultural Arts Center youth engagement staff The youth coordinating agency
will evaluate youth participation activities, group processes, and outcomes and will work with
the Initiative co conveners and Evaluators (Group Health) to meet King County Food and Fitness
Initiative requirements for evaluation.

Deliverables
• Quarterly progress reports with data on the following:
1. number of youth participants
2. number of hours youth spend participating
3. number and names of youth organizations participating in each activity
4. number and duration of meetings held; outcome of meetings
5. outcomes of youth participation
6. lessons learned
7. description of activities
• Youth recruitment to working groups and planning and assessment activities in
conjunction with White Center Community Development Association, Delridge
Neighborhood Development Association, and the University of Washington Urban
Design & Planning summer 2008 studio community engagement and planning group.
• Youth participation in at least one built environment assessment activity in each focus
community. (2 total)
• 1-2 youth focused workshops that build capacity for knowledge and engagement around
food and fitness issues.
• A final report that includes evaluation of youth engagement activities and budget
expenditures.
