Recent reports that the therapy clinic co-owned by
Republican presidential candidate Michele Bachmann
offers ex-gay therapy are raising questions about
the extent to which federal dollars are subsidizing the
widely discredited practice.
John Becker, a gay activist with Truth Wins Out, an
LGBT group dedicated to ghting ex-gay conversion
therapy, posted a report last week detailing his
experience seeking reparative therapy with Bachmann
& Associates, a Minnesota-based clinic operated by
Bachmanns spouse, Marcus Bachmann.
Feigning a desire to change his sexual orientation,
Becker caught on tape sessions with counselor Timothy
Wiertzema, who told him he could change from being
gay to straight. Major psychological and other medical
organizations have refuted the idea that people can
change their sexual orientation.
According to Becker, he was asked whether he
suffered any child abuse that could have caused his
sexual orientation, was advised to nd a heterosexual
accountability buddy and was recommended
ministry at the discredited ex-gay group Exodus
International as a potential place for worship.
Marcus Bachmann has said he doesnt try to convert
gay people who say they want to stay homosexual.
Catholic Charities USAs gay lobbyist
Sheridan Group paid nearly
$500K for anti-poverty work

Catholic Charities USA, the nations largest network of
faith-based agencies providing services to the poor, has
hired a Washington lobbying rm owned by a gay man
to promote a recently launched anti-poverty initiative
before Congress and the Obama administration.
In a little noticed development, Catholic Charities
USA retained the Sheridan Group, founded in 1991 by
social worker and gay rights advocate Tom Sheridan, to
coordinate the development of legislation and related
advocacy programs aimed at starting a new national
conversation on poverty and opportunity.
Lobbying disclosure reports led with the House
and Senate show that Catholic Charities USA paid the
Sheridan Group $476,750 between April 2010 and April
2011 for lobbying services and advocacy work related
to the Catholic organizations anti-poverty projects.
News of the Sheridan Groups lobbying work for
Catholic Charities USA comes at a time when local
Catholic Charities agencies including those in
D.C., Massachusetts, and Illinois have withdrawn
from providing adoption services for state or local
governments rather than be forced to provide such
services to same-sex couples.
Catholic Charities of the Archdiocese of Washington
spoke out against a same-sex marriage law at the time
the D.C. City Council deliberated over the measure.
Executive Director Edward Orzechowski announced
shortly after the D.C. Council passed the same-sex
marriage law in December 2009 that Catholic Charities
of Washington would discontinue providing adoption
services in D.C. rather than be forced to facilitate

BALTIMORE A diverse coalition of
organizations announced plans Tuesday
to push for a same-sex marriage bill in
Maryland during the 2012 legislative
session, which begins in January.
Led by Progressive Maryland, the coalition
is dubbed Marylanders for Marriage Equality
and includes Equality Maryland, the Human
Rights Campaign, ACLU, Service Employees
International Union 1199, Maryland Catholics
for Equality and a number of other religious
organizations.
Coalition members gathered at a
sweltering morning news conference in front
of Baltimores City Hall to announce their
plans, just weeks after New Yorks legislature
approved a marriage equality measure.
I believe in equality for all
Baltimoreans, said Mayor Stephanie
Rawlings-Blake. Baltimore will continue
to stand with you in Annapolis.
Sen. Rich Madaleno (D-Mont. Co.),
when asked by the Washington Blade
whether the coalition would consider
a civil unions bill in lieu of marriage in
the event of a referendum threat, said
unequivocally that civil unions are an
unacceptable compromise.
It is marriage and only marriage
we are not considering a civil unions
bill, said Madaleno, the only openly gay
member of the state Senate. We will win
a referendum if it gets that far.
Gov. Martin OMalley did not attend the
news conference, but has said since 2007
that he would sign a marriage equality bill
if the legislature can pass it. Del. Maggie
McIntosh, a lesbian and the most senior
member of the LGBT Caucus in the House
of Delegates, said the coalition is in talks
with OMalley about taking a more visible
and public role in advocating for the bill.
OMalley was criticized by some marriage
rights supporters earlier this year for his
perceived lack of visibility on the issue, which
comes in stark contrast to New York Gov.
Andrew Cuomo, who is widely credited with
championing the issue in the Empire State.
McIntosh said marriage equality
supporters have asked OMalley to
include the bill in the administrations 2012
legislative package and that an answer on
that request could come within weeks.
The governor and the delegates have
had discussions about this recently,
OMalley spokesperson Raquel Guillory
told the Blade after the news conference.
He is supportive of the new push and we
are reaching out to a broad coalition of folks
and discussing what steps we take next.
Guillory didnt say whether OMalley
would include the marriage bill in his
administrative package.
The governor was very clear last year
that he would sign a marriage bill if it
crossed his desk and that position has
not changed, she said. He remains
supportive.
Asked why OMalley didnt attend
todays news conference, Guillory said,
This was an event organized by the
delegates and [Rich] Madaleno this
was their event, it wasnt the governors
announcement.
She added that the difference between
the successful New York effort and the
very visible role Cuomo played in it and
OMalleys approach to the issue is merely
a matter of style.

REHOBOTH BEACH, Del. Popular Today show anchors Hoda Kotb
and Kathie Lee Gifford are scheduled to visit Rehoboth Beach on July 23 to
take part in a special day honoring Kotb.
Browseabout Books on Rehoboth Avenue is promoting Rehoda Beach
Day and in addition to both Gifford and Kotb signing copies of their
respective books, other local businesses will be offering special gifts.
Steve Crane, owner of Browseabout, which has been a staple at the gay-
popular beach resort for more than three decades, said, there will be
lots of surprises that day including a Kathie deLeecious Ice Cream treat,
prepared by a local ice cream emporium. The day will likely include a visit
to a favorite spot of Hodas, The Coffee Mill.
The Today show featured the gay-owned Rehoboth coffee shop on its
show on June 13. Mel Damascena, an owner of the Coffee Mill, presented
coffee to Kotb and Gifford during a segment in which Kotb identified her
favorite places.
The Coffee Mill is the longest continually operated gay-owned coffee
shop in Rehoboth Beach, having served coffee at its current location in
Rehoboth Mews since 1992.
Damascena and his partner Bob Cartwright purchased it from two lesbian
couples in November 2009, and now sell more than 100 varieties of organic
coffees.
Damascena said Kotbs mother, a regular summer visitor to Rehoboth
Beach, is a long-time customer of the Coffee Mill and introduced her
daughter to it.
Hoda loves this place so much that she is known to spend hours talking
to customers and generally enjoying the ambiance, he said.

Robert Hannah arrested for
alleged assault,
drug possession

Strained relations between the LGBT
community and prosecutors over a 2008
assault near a D.C. gay bar that led to
the death of gay Maryland resident Tony
Randolph Hunter resurfaced last week
following the arrest of the man implicated
in the Hunter case on unrelated charges.
D.C. resident Robert Hannah, 20, who
served six months in jail in connection with
the Hunter case, was being held in jail this
week for an arrest last month for allegedly
assaulting his girlfriend.
The United States Attorneys ofce
asked a D.C. Superior Court judge to hold
Hannah in custody on a misdemeanor
assault charge, which it listed as an incident
of domestic violence, following Hannahs
arrest earlier this year on a separate
charge of possession of marijuana.
Hannah was scheduled to appear in
court on Thursday for a status hearing. A
judge was expected to decide whether he
should continue to be held or be released
while awaiting trial on the assault charge.
His latest arrests drew the attention of
LGBT activists, who expressed outrage in
July 2009 when a grand jury lowered the
charge against Hannah from manslaughter
to misdemeanor simple assault for his role
in Hunters death.
Prosecutors with the U.S. Attorneys
ofce said they could not support a
manslaughter charge, let alone a rst or
second-degree murder charge against
Hannah, because the evidence in the case
didnt support those charges.
Police and prosecutors stated in court
papers that Hannah punched Hunter
in the face as the two crossed paths on
the street. They said the altercation
occurred while Hunter and a friend were
walking from their car to BeBar, a gay
bar on 9th Street, N.W. near the D.C.
Convention Center that has since closed.
According to court records, Hannah told
police at the time he was arrested in the case
that he punched Hunter in self-defense after
Hunter touched his crotch and buttocks in
a sexually suggestive way. A witness on the
scene backed up Hannahs claim of being
groped, the police report said.
However, a friend of Hunter, who said
he was walking with Hunter at the time
of the assault, said Hunter never touched
Hannah and that Hannah and two or three
other men assaulted him and Hunter in an
unprovoked attack.
For nearly a year, LGBT activists
criticized police and prosecutors for
appearing to accept Hannahs version
of what happened. They said Hannah
appeared to be invoking the so-called
gay panic defense, in which criminals
who attack gay men claim to have been
sexually propositioned as an alibi.
Hannah, then 18, accepted an offer by
the U.S. Attorneys ofce to plead guilty
to the simple assault charge. A judge later
sentenced him to the maximum penalty of
six months in jail for that charge.
Shortly before the sentencing, the
U.S. Attorneys ofce released a 14-page
sentencing memorandum explaining
its decision against pursuing charges of
murder or manslaughter against Hannah.
Among other things, the document noted
that an autopsy found that Hunter was
intoxicated at the time of the assault. It
said the D.C. medical examiner found that
a facial injury that Hunter received from
being punched by Hannah was supercial
and did not seriously injure him.
According to the police and medical
examiners report, Hunter fell against a
fence after being punched and stood up
on his own before losing his balance and
falling backwards to the ground, hitting
his head on the pavement. The force of
his head hitting the pavement caused a
fatal brain injury that led to his death, the
medical examiner concluded.
Assistant U.S. Attorney Kevin Flynn, who
prosecuted the case against Hannah, told
a November 2009 community meeting
organized by the local group Gays and
Lesbians Opposing Violence (GLOV)
that the medical examiners report would
have been used by the defense in a trial.
Flynn said a jury would almost certainly
have found Hannah not guilty of murder
or manslaughter based on that evidence,
especially the medical examiners
assertion that Hunters intoxication from
alcohol contributed to a loss of balance
that led to his fall to the pavement.
Flynn stated in the sentencing
memorandum that Hunters friend,
who claimed the attack by Hannah was
unprovoked, gave a series of conicting
statements to police that raised serious
questions about his reliability as a witness
had the case gone to trial.
GLOV ofcial Christopher Farris
disputes Flynns claim that the friend was
unreliable, saying conicting statements
about a traumatic event that led to
Hunters death shouldnt be dismissed
and could have been helpful at a trial.
Farris questioned the U.S. Attorneys
ofce and D.C. police for failing to more
aggressively pursue leads to determine
whether Hannah and others who were
with him targeted Hunter as a gay man.
Residents in nearby neighborhoods knew
gays were arriving and leaving the area to
patronize BeBar, which was well known as a
gay club, Farris and other activists said.
Shaw neighborhood activist Ricky
Williams, who alerted activists and the
media about Hannahs latest arrests through
a series of e-mails, called on the U.S.
Attorneys ofce to vigorously prosecute
Hannah in the current two cases.
There is no reason why a man thrice
charged with violent crimes should be able
to walk the streets of my neighborhood
as if nothing ever happened, he said
in one e-mail. How many more people
must suffer before anyone does anything
about Mr. Hannah?
Assistant U.S. Attorney Roger Kemp,
who is prosecuting Hannah in the current
two cases, called on community members
to submit to the court community impact
statements at the appropriate time to
explain how Hannah may have had a
negative impact on the community.
William Miller, a spokesperson for the U.S.
Attorneys ofce, said community impact
statements are submitted only if and when
a defendant is convicted of a crime and is
about to be sentenced by a judge.
If he is convicted, the statements
would be helpful in advance of sentencing,
giving the U.S. Attorneys Ofce and the
court additional information that could be
useful, Miller told the Blade. Of course,
all defendants are presumed innocent
until, and unless, proven guilty.

Action on legislation pending before
the D.C. Council that would prohibit
bullying in the citys schools, parks, and
libraries, among other places, has been
put on hold until the Council returns from
its summer recess in September.
A separate bill of interest to the LGBT
community that would allow a notary
public to perform a civil marriage at a
location other than the D.C. courthouse
remains stalled in the Councils Judiciary
Committee since the panel held a hearing
on the measure last October.
The Bullying and Intimidation
Prevention Act of 2011 has strong support
in the LGBT community following widely
publicized incidents of gay teen suicides
linked to school bullying. Nearly all
Council members have signed on as co-
sponsors or co-introducers of the bill.
But LGBT advocacy groups believe the
bill as introduced doesnt have adequate
enforcement and implementation
provisions. They are working closely with
Council members to prepare one or
more amendments to strengthen the bill,
according to Rick Rosendall, vice president
of the Gay & Lesbian Activists Alliance.
The bill requires the citys public and
charter schools, the Department of Parks
and Recreation, the citys public libraries,
and the University of the District of Columbia
to adopt a policy prohibiting harassment,
intimidation or bullying in their respective
facilities, buildings and grounds.
The legislation denes harassment,
intimidation or bullying as any gesture
or written, verbal or physical act,
including electronic communication,
that is reasonably perceived as being
motivated either by any actual or perceived
characteristic, such as race, color, religion,
ancestry, national origin, sexual orientation,
gender identity and expression, or a
mental, physical or sensory handicap, or by
any other distinguishing characteristic.
LGBT youth representatives joined
ofcials from LGBT organizations,
including the Gay, Lesbian & Straight
Education Network, a national group that
monitors anti-LGBT bullying, in testifying
for the bill and for amendments to
strengthen it at a Council hearing in May.
Meanwhile, supporters of the Marriage
Ofciant Amendment Act of 2011, which
was authored by Council member Mary
Cheh (D-Ward 3), say its aimed at giving
couples gay or straight who are
interested in a non-religious civil marriage
the option of having such a marriage
performed at a location outside the D.C.
Superior Court building.
Under current city law, civil marriages
must be performed at the courthouse by
a court-appointed marriage ofciant
unless the parties getting married know
a judge and the judge agrees to perform
the marriage at another location, such as a
banquet hall or a private home.
Backers of the bill say D.C. Superior
Court judges, who are authorized to
perform marriages under city law, do so
only on a limited basis and are not available
to most people seeking a civil marriage.
Council member Phil Mendelson
(D-At-Large), who chairs the committee
overseeing the bill, could not be
immediately reached to determine
whether he plans to move the bill out of
committee for a vote anytime soon.
At the time of the hearing in October,
Mendelson told the Blade he believed
more research was needed on the bill and
he had no immediate plans to call for a vote
in committee or before the full Council.

First committee hearing
set for next week

The Senate Judiciary Committee has
announced that a hearing on repeal of the
Defense of Marriage Act has been set for
July 20.
According to a notice, the hearing on
DOMA repeal legislation, also known as
the Respect for Marriage Act, will take place
July 20 at 10 a.m. in Room 226 the Dirksen
Senate Ofce Building. Witnesses who will
testify at the hearing, which would be the
rst-ever in Congress against DOMA will
be announced in the coming days.
Sen. Patrick Leahy (D-Vt.), chair of the
Senate Judiciary Committee, is co-sponsor
of the legislation that would repeal DOMA,
which prohibits the federal government
from recognizing same-sex marriages. In
the Senate, the legislation is sponsored by
Sen. Dianne Feinstein (D-Calif.), while Rep.
Jerrold Nadler is the lead on the House
version of the legislation.
In a statement, Marc Solomon, national
campaign director for Freedom to Marry,
praised Leahy for holding the hearing at a
time when New York recently approved a
law legalizing same-sex marriage.
Until DOMAs enactment, the federal
government had always honored
marriages celebrated in the states,
Solomon said. Its time for Congress to
end this gay exception and allow legally
married same-sex couples access to the
tools and security available to all other
couples to build a life together and
protect their families.
Should Leahy decide to report out
the DOMA repeal legislation during the
hearing, he would have the votes to do so.
The legislation has the necessary 10 votes
in committee to move to the Senate oor.
All but one of the Democrats on the
committee Sen. Amy Klobuchar
(D-Minn.) are co-sponsors of the bill.
Klobuchar has said shed support the
legislation should it come up for a vote.
Rick Jacobs, founder and chair of
the Courage Campaign, said the rst
congressional hearing against DOMA marks a
signicant milestone for the LGBT community.
In this particular calendar year and
maybe since 2008, the word historic has
become cliche, but its true every single
time, Jacobs said. I cannot underscore
sufciently how historic it is that the Judiciary
Committee of the United States Senate is
holding a hearing on repealing DOMA.
Courage Campaign has been mounting
a grassroots effort to encourage more
senators to sign on in support of DOMA
repeal. This week, Sens. Bernie Sanders
(I-Vt.) and Jeff Bingaman (D-N.M.)
announced they would sign on as co-
sponsors, bringing the total number of co-
sponsors to 28. Klobuchars support raises
that number to 29.
In a statement, Sen. Kirsten Gillibrand
(D-N.Y.), a co-sponsor of the DOMA repeal
bill, also praised Leahy for his decision to
hold a hearing on DOMA repeal.
Marriage is the true foundation for strong
families, she said. Every loving, committed
couple deserves the basic human right to
get married, start a family, and have access
to all the same rights and privileges that my
husband and I enjoy. No politician should
stand in the way of this fact.
Gillibrand continued, If Democrats
and Republicans can come together to do
whats right in New York, I know we can do
the same in Congress to do whats right
for all of America. Now is the time to act
on the federal level.
Jacobs said he hopes the personal
stories from witnesses at the hearing
will provide greater education on the
restrictions that DOMA imposes on
same-sex couples and convince more
senators beyond the 29 who have already
expressed support to announce they will
back the repeal bill.
One additional senator that Jacobs is
eyeing as a potential new co-sponsor for
the bill is Sen. Scott Brown (R-Mass.), who
voted for Dont Ask, Dont Tell repeal
and who is facing re-election in a heavily
Democratic state in 2012.
I think that he should be looking
very, very carefully at this, Jacobs said.
Hes sitting frankly in an aberrational
seat there and hes going to run again in
Massachusetts. People in Massachusetts
favor equality.
Browns ofce didnt immediately

position on the Respect for Marriage Act.

Senate begins process of
repealing DOMA
N.Y. clerks prepare for same-sex marriage
NEW YORK As New York prepares to begin offering same-sex marriages
July 24, government ofcials are making efforts to clarify the obligations of town
and county clerks throughout the state.
Already, one clerk, Barbara MacEwan, clerk in Volney, N.Y., asserted in June
she would refuse to sign any such licenses, though she has made arrangements
for her deputy clerks to sign the documents. A second clerk, Laura Fotusky of the
Town of Barker, posted her resignation letter to a religious conservative political
groups website this week. I would be compromising my moral conscience by
participating in licensing same-sex couples, Laura Fotusky, told Politico.
In Nassau County, District Attorney Kathleen Rice claried clerks obligations in
that jurisdiction in a letter sent out Friday.
The Marriage Equality Act provides that an application for a marriage license cannot
be denied on the grounds that the applicant parties are of the same sex and the law
affords no discretion to public ofcials charged with granting marriage licenses. Therefore,
any such refusal may be subject to criminal prosecution, the letter reads in part.
San Diego LGBT bookstore closes after re
SAN DIEGO Obelisk, a storied LGBT bookstore in San Diego, remains
closed after the stores contents were destroyed by smoke and water damage on
July 6. The damage was done during efforts to battle a re in the 15 apartments
on the second and third stories of the building that houses the bookstore.
According to gay San Diego journalist Rex Wockner, who was at the location as
the blaze was being brought under control, the re was caused by a workers torch
on the roof of an adjacent building. The owner of Obelisk, Brett Serwalt, plans to
reopen the store and is investigating the possibility of doing so at the same location.
Six Atlanta cops red over Eagle raid
ATLANTA Six Atlanta cops, involved in a violent raid of an Atlanta gay bar in
2009, have been red for destroying evidence and lying about the events of the night.
Four other ofcers were given written reprimands and six more have also been
implicated in the imbroglio. Twenty-four vice unit ofcers raided the bar on Sept.
10, ordering the customers to the oor and mistreating many over the course of
several hours. The rings come on the tail of a 343-page report on the raid nding
that 10 of the ofcers destroyed evidence related to the raid in order to cover-up
alleged misdeeds, gay slurs and excessive violence.
Honesty goes to the very heart of a police ofcers credibility, Chief George
Turner told the Atlanta Journal Constitution. The public must be able to trust its
police ofcers and expects them to tell the truth at all times. Failure to be truthful
has serious consequences at the Atlanta Police Department.
Dennys, trans customer reach settlement
BOSTON A transgender client of Gay and Lesbian Advocates and Defenders
has reached a settlement with the company that operates Dennys restaurants
throughout the state of Maine over a policy that had barred transgender
customers from using the gender identity appropriate restroom. The restaurants
will now allow customers to use bathrooms consistent with their gender identities.
Brianna Freeman was told in 2007 that she could no longer use the womens
restroom at a Dennys restaurant in Auburn, Maine, because she had not yet
undergone sex reassignment surgery. In 2009, after ling a complaint with the
Maine Human Rights Commission, Freeman was unable to come to an agreement
with the restaurant, and enlisted New England LGBT legal advocates Gay and
Lesbian Advocates and Defenders in reaching an agreement.
Realty Resources Hospitality, the operator of Dennys in Maine, attempted to
have the case dismissed in 2010, but their motion was denied, and the case went
to trial opening the door for this weeks settlement.

Any mainstream company faces a dilemma
when embarking on an ad campaign with a
LGBT publication: How does one tailor ones
branding and messaging to the community
without being patronizing, and at the
same time, remain true to the core brand.
Mervis Diamond Importers faced exactly
this challenge when we decided to begin a
relationship with the Washington Blade in the
Pride issue ve weeks ago.
As a straight man myself, I didnt want
to pretend to know how to write marketing
copy for the gay community. I didnt want
to impose my views onto others, at the risk
of being either offensive or just way off
mark. At the same time, I also didnt want
to recycle our other ad campaigns that we
had run in the past. I knew we had to do
something special for the Blade because its
readership is unique and deserves something
special. My goal was simple: I wanted to
create an advertising campaign that was
authentic and that would resonate with the
LGBT community. So I gured, to nd out
how gay people wanted to be marketed to,
why not just ask them!
And so we created an Ad Headline
Contest, where we asked readers to submit
their own headlines for a Mervis Diamond ad.
Over the course of four weeks, we ran ads in
the paper showing a pair of Mervis wedding
rings and above it, YOUR HEADLINE
HERE. Readers were encouraged to visit
the Mervis website, where they could submit
their most creative ideas. The prize was set
at $100 and the chance to see your name and
submission in print.
We hoped to engage our audience in a fun
and non-traditional way. Instead of utilizing
a newspaper ad as a one-way communication
vehicle to broadcast a message, we wanted
to build a two-way dialogue. To date, we
have received 42 wonderful submissions,
which was of course the stated purpose of
the contest.
When reading through the headlines, I
was impressed by the witty play on words
and double entendres. But more importantly,
what came through the paper was a sincere
thank you. There was a familiar theme
running throughout the headlines: Thank you
for accepting us and thank you for providing
the traditionally heterosexual wedding ring
to us now. In an odd way, I felt like Mervis
has been accepted into the community. One
reader suggested as a headline, We dont
care if youre straight or gay, Mervis will
have a ring for your day! The same reader
also wrote, Support those who support
youSupport Mervis.
There were many fabulous submissions.
I also really enjoyed, Wear it with Pride
and Diamonds are a Boys Best Friend.
Some were more facetious, Stop telling
people Im your uncle! and some were
topical, New York, here we come. But in
any contest, there can only be one winner. I
believe Jon Wong got our company and our
message correct when he wrote, Straight
couples dont pay retail anymore. Why
should you! This is a clever play off of
our standard tagline, Nobody pays retail
anymore. Why should you!
Jon Wong captured the essence of our
campaign with the Blade perfectly. Mervis
has been offering direct-from-the-mines
pricing on diamond jewelry to the public
for 25+ years in Washington. As part of the
general public and exposed to our radio ads,
the gay community probably already knows
of Mervis and our tagline. Wongs headline
assumes that the gay reader is familiar with
our standard tagline, but the twist says,
Hey, you already knew of Mervis, but did
you know we were gay friendly too?
Thank you to everyone who participated
in our contest. We are proud to serve the
LGBT community and look forward to
celebrating many engagements, weddings,
and anniversaries together!

The announced departure last week of
the White House LGBT liaison is being met
with praise from some who worked with
him on LGBT issues and calls from others
who say they want more from his successor.
Brian Bond, deputy director of the White
House Ofce of Public Engagement,
is set to leave his position mid-August
to become the Democratic National
Committees director of constituency
outreach. Bond, whos gay, previously
handled LGBT outreach for the ofce.
A number of LGBT advocates who
worked with Bond during his tenure at the
White House say Bond was exemplary in
his role of serving the LGBT community
and meeting its needs.
Winnie Stachelberg, senior vice
president for external affairs at the
Center for American Progress, said he
was incredibly effective in advancing
pro-LGBT initiatives and coordinating
with administration leadership, federal
agencies and advocacy groups.
I think the combination of those
relationships with senior folks in the White
House and in the administration and in the
community helped him deliver results
that speak for themselves on behalf of the
community, if you look at the accomplishments
of the administration, Stachelberg said.
Fred Sainz, vice president of
communications at the Human Rights
Campaign, said Bond is a key force
for positive change that has included
hospital visitation rights and Dont Ask,
Dont Tell repeal.
I know rst-hand that Brian has the
trust and condence of the president and
his closest advisers, Sainz said. Brian
would be the rst to say that more needs
to be done, but we are proud of what
has been accomplished to date and are
grateful to him for his service.
Prior to becoming a White House ofcial,
Bond served as executive director of the
Gay & Lesbian Victory Fund from 1997 to
2003. He was national constituency director
for President Obamas 2008 campaign and
was executive director of the DNCs LGBT
leadership council. Bond returns to the
DNC as President Obama ramps up his re-
election campaign for 2012.
The choice to succeed Bond remains
unknown. Shin Inouye, a White House
spokesperson, said the White House
has yet to determine a successor, but is
seeking to have one in place by the time
Bond leaves for his new position.
The White House deeply appreciates
Brian Bond for his years of service,
Inouye said. While we do not have any
specic stafng updates at this time,
we are working to ensure that the LGBT
community has a liaison within the Ofce
of Public Engagement in place by the time
he departs in mid-August.
Although applauded for his work in
some circles, the announcement of Bonds
departure has inspired debate about the
extent to which he was involved in higher
levels of policy making at the White House
on LGBT issues.
Kerry Eleveld, senior fellow with Media
Matters, wrote last week that Bond wasnt
primarily involved in advising President
Obama and that John Berry, whos gay
and director of the U.S. Ofce of Personnel
Management, primarily served as head of
LGBT issues in the administration.
Truth be told, Bond was not a chief
political advisor to the president on LGBT
issues and he didnt carry the title of special
assistant (or higher) to the president a
rank that affords people clout and ensures
them a certain amount of access to the Oval
Ofce, Eleveld wrote. Bond was more
likely to be relaying and implementing
what had been decided by others.
One LGBT advocate, who spoke on
condition of anonymity, also said Bond
wasnt a decision-maker on LGBT
policy at the White House and was
mostly involved in scheduling between
LGBT groups and higher-ranking Obama
administration ofcials.
I would be shocked if the White House
or anybody tried to argue thats his role
because it clearly wasnt, the LGBT
advocate said. Some of the suggestions
that he had this amazingly inuential role
behind the scenes are complete hogwash.
He was a mid-level staffer, and mid-level
staffers do not make major policy or
strategic decisions.
But Stachelberg said Bond took the
initiative on many administrative actions
that came from the White House to
benet the LGBT community.

The Obama administration is likely
to appeal an injunction barring the
enforcement of Dont Ask, Dont Tell to
the U.S. Supreme Court, according to a
source familiar with the case.
The source, who agreed to speak on
condition of anonymity, said while an
appeal is anticipated, the timing for when
it would be announced remains unclear.
DOJ is likely going to SCOTUS to
appeal the injunction again, the source
said. We dont know when, but thats the
sense were getting.
Last week, a three-judge panel on
the U.S. Ninth Circuit Court of Appeals
reinstituted an injunction barring the U.S.
government from enforcing Dont Ask,
Dont Tell. The administration has the
option of appealing the order to the full
Ninth Circuit or the U.S. Supreme Court.
In November, the Supreme Court
previously allowed to stand a stay on the
injunction instituted by U.S. District Court
Judge Virginia Phillips as the Ninth Circuit
considered the litigation. Now that the Ninth
Circuit has lifted this stay on its own accord,
the U.S. government can again appeal the
injunction to the high court.
Additionally, on Monday, the Ninth
Circuit ordered the U.S. government
to spell out whether it will continue to
defend Dont Ask, Dont Tell in court or
refrain from litigating on behalf of the anti-
gay law in the wake of its determination
that the Defense of Marriage Act is
unconstitutional.
The Justice Department didnt
immediately respond to the Washington
Blades request for comment on whether the
administration has made any plans to appeal
the injunction or how the government will
respond to the order on Monday.
In a related development, White House
Press Secretary Jay Carney deferred to
the Justice and Defense departments on
Tuesday in response to inquiries about a
court order barring the U.S. government
from enforcing Dont Ask, Dont Tell.
Under questioning from the Washington
Blade, Carney deferred to the Justice
Department when asked whether the
president supports the order from the U.S.
Ninth Circuit Court of Appeals reinstituting
an injunction against the militarys gay ban.
The Justice Department is reviewing
the order, and I think I would point you to
them for further information, Carney said.
The presidents position, obviously, on the
repeal of Dont Ask, Dont Tell is quite
clear and we fought hard to make it happen.
And it was a signicant accomplishment
late last year.
But pressed on whether Obama was
himself supportive of the order, Carney
again deferred to the Justice Department.
The Pentagon has instituted a
moratorium to comply with the injunction,
but has said its reviewing the decision
with the Justice Department to determine
whether it will appeal.
Asked about the possibility of
challenging the order, Carney again
deferred to the Justice Department,
saying, I think thats the same answer.
The injunction was put in place after
legislation was signed in December
allowing for repeal after 60 days
pass following certication from the
president, the defense secretary and
the chairman of the Joint Chiefs of
Staff. Troops have undertaken training
to prepare for open service, but
certication hasnt taken place.
At a recent Pride reception at the White
House, Obama said certication will happen
in a matters of weeks, not months.

(tenofovir disoproxil fumarate also called tenofovir DF) combined in one pill. EMTRIVA and VIREAD
are HIV-1 (human immunodeficiency virus) nucleoside analog reverse transcriptase inhibitors
(NRTIs) and SUSTIVA is an HIV-1 non-nucleoside analog reverse transcriptase inhibitor (NNRTI).
VIREAD and EMTRIVA are the components of TRUVADA
(adefovir dipivoxil).
It is also important to tell your healthcare provider if you are taking any of the following:
Fortovase, Invirase (saquinavir), Biaxin (clarithromycin), Noxafil (posaconazole), or Sporanox
(itraconazole); these medicines may need to be replaced with another medicine when
taken with ATRIPLA.
Calcium channel blockers such as Cardizem or Tiazac (diltiazem), Covera HS or Isoptin
(verapamil) and others; Crixivan (indinavir), Selzentry (maraviroc); the immunosuppressant

(simvastatin); or Zoloft (sertraline); these medicines may need to have their dose
changed when taken with ATRIPLA.
Videx, Videx EC (didanosine); tenofovir DF (a component of ATRIPLA) may increase the
amount of didanosine in your blood, which could result in more side effects. You may need
to be monitored more carefully if you are taking ATRIPLA and didanosine together. Also,
the dose of didanosine may need to be changed.
Reyataz (atazanavir sulfate) or Kaletra (lopinavir/ritonavir); these medicines may increase
the amount of tenofovir DF (a component of ATRIPLA) in your blood, which could result in
more side effects. Reyataz is not recommended with ATRIPLA. You may need to be
monitored more carefully if you are taking ATRIPLA and Kaletra together. Also, the dose of
Kaletra may need to be changed.
Medicine for seizures [for example, Dilantin (phenytoin), Tegretol (carbamazepine), or
phenobarbital]; your healthcare provider may want to switch you to another medicine
or check drug levels in your blood from time to time.
These are not all the medicines that may cause problems if you take ATRIPLA. Be sure
to tell your healthcare provider about all medicines that you take.
Keep a complete list of all the prescription and nonprescription medicines as well as any herbal
remedies that you are taking, how much you take, and how often you take them. Make a new list
when medicines or herbal remedies are added or stopped, or if the dose changes. Give copies
of this list to all of your healthcare providers and pharmacists every time you visit your healthcare

provider or fill a prescription. This will give your healthcare provider a complete picture of the
medicines you use. Then he or she can decide the best approach for your situation.
How should I take ATRIPLA?
Take the exact amount of ATRIPLA your healthcare provider prescribes. Never change the
dose on your own. Do not stop this medicine unless your healthcare provider tells you
to stop.
You should take ATRIPLA on an empty stomach.
Swallow ATRIPLA with water.
Taking ATRIPLA at bedtime may make some side effects less bothersome.
Do not miss a dose of ATRIPLA. If you forget to take ATRIPLA, take the missed dose right
away, unless it is almost time for your next dose. Do not double the next dose. Carry on with
your regular dosing schedule. If you need help in planning the best times to take your
medicine, ask your healthcare provider or pharmacist.
If you believe you took more than the prescribed amount of ATRIPLA, contact your local
poison control center or emergency room right away.
Tell your healthcare provider if you start any new medicine or change how you take old
ones. Your doses may need adjustment.
When your ATRIPLA supply starts to run low, get more from your healthcare provider or
pharmacy. This is very important because the amount of virus in your blood may increase
if the medicine is stopped for even a short time. The virus may develop resistance to
ATRIPLA and become harder to treat.
Your healthcare provider may want to do blood tests to check for certain side effects
while you take ATRIPLA.
What should I avoid while taking ATRIPLA?
Women should not become pregnant while taking ATRIPLA and for 12 weeks after
stopping it. Serious birth defects have been seen in the babies of animals and women
treated with efavirenz (a component of ATRIPLA) during pregnancy. It is not known
whether efavirenz caused these defects. Tell your healthcare provider right away if
you are pregnant. Also talk with your healthcare provider if you want to become pregnant.
Women should not rely only on hormone-based birth control, such as pills, injections, or
implants, because ATRIPLA may make these contraceptives ineffective. Women must use
a reliable form of barrier contraception, such as a condom or diaphragm, even if they also
use other methods of birth control. Efavirenz, a component of ATRIPLA, may remain in
your blood for a time after therapy is stopped. Therefore, you should continue to use
contraceptive measures for 12 weeks after you stop taking ATRIPLA.
Do not breast-feed if you are taking ATRIPLA. The Centers for Disease Control and
Prevention recommend that mothers with HIV not breast-feed because they can pass the
HIV through their milk to the baby. Also, ATRIPLA may pass through breast milk and cause
serious harm to the baby. Talk with your healthcare provider if you are breast-feeding. You
should stop breast-feeding or may need to use a different medicine.
Taking ATRIPLA with alcohol or other medicines causing similar side effects as ATRIPLA,
such as drowsiness, may increase those side effects.
Do not take any other medicines, including prescription and nonprescription medicines and
herbal products, without checking with your healthcare provider.
Avoid doing things that can spread HIV-1 infection since ATRIPLA does not stop you
from passing the HIV-1 infection to others.
What are the possible side effects of ATRIPLA?
ATRIPLA may cause the following serious side effects:
Lactic acidosis (buildup of an acid in the blood). Lactic acidosis can be a medical
emergency and may need to be treated in the hospital. Call your healthcare provider
right away if you get signs of lactic acidosis. (See What is the most important
information I should know about ATRIPLA?)
Serious liver problems (hepatotoxicity), with liver enlargement (hepatomegaly) and fat
in the liver (steatosis). Call your healthcare provider right away if you get any signs of liver
problems. (See What is the most important information I should know about ATRIPLA?)
Flare-ups of hepatitis B virus (HBV) infection, in which the disease suddenly returns
in a worse way than before, can occur if you have HBV and you stop taking ATRIPLA. Your
healthcare provider will monitor your condition for several months after stopping ATRIPLA if
you have both HIV-1 and HBV infection and may recommend treatment for your HBV.
ATRIPLA is not approved for the treatment of hepatitis B virus infection. If you have
advanced liver disease and stop treatment with ATRIPLA, the flare-up of hepatitis B may
cause your liver function to decline.
Serious psychiatric problems. A small number of patients may experience severe
depression, strange thoughts, or angry behavior while taking ATRIPLA. Some patients
have thoughts of suicide and a few have actually committed suicide. These problems may
occur more often in patients who have had mental illness. Contact your healthcare provider
right away if you think you are having these psychiatric symptoms, so your healthcare
provider can decide if you should continue to take ATRIPLA.
Kidney problems (including decline or failure of kidney function). If you have had kidney
problems in the past or take other medicines that can cause kidney problems, your
healthcare provider should do regular blood tests to check your kidneys. Symptoms that
may be related to kidney problems include a high volume of urine, thirst, muscle pain, and
muscle weakness.
Other serious liver problems. Some patients have experienced serious liver problems
including liver failure resulting in transplantation or death. Most of these serious side effects
occurred in patients with a chronic liver disease such as hepatitis infection, but there
have also been a few reports in patients without any existing liver disease.
Changes in bone mineral density (thinning bones). Laboratory tests show changes in
the bones of patients treated with tenofovir DF, a component of ATRIPLA. Some HIV patients
treated with tenofovir DF developed thinning of the bones (osteopenia) which could lead
to fractures. If you have had bone problems in the past, your healthcare provider may
need to do tests to check your bone mineral density or may prescribe medicines to help
your bone mineral density. Additionally, bone pain and softening of the bone (which may
contribute to fractures) may occur as a consequence of kidney problems.
Common side effects:
Patients may have dizziness, headache, trouble sleeping, drowsiness, trouble concentrating,
and/or unusual dreams during treatment with ATRIPLA. These side effects may be reduced if you
take ATRIPLA at bedtime on an empty stomach. They also tend to go away after you have taken
the medicine for a few weeks. If you have these common side effects, such as dizziness, it
does not mean that you will also have serious psychiatric problems, such as severe
depression, strange thoughts, or angry behavior. Tell your healthcare provider right away if any
of these side effects continue or if they bother you. It is possible that these symptoms may be
more severe if ATRIPLA is used with alcohol or mood altering (street) drugs.
If you are dizzy, have trouble concentrating, or are drowsy, avoid activities that may be
dangerous, such as driving or operating machinery.
Rash may be common. Rashes usually go away without any change in treatment. In a
small number of patients, rash may be serious. If you develop a rash, call your healthcare
provider right away.
Other common side effects include tiredness, upset stomach, vomiting, gas, and diarrhea.
Other possible side effects with ATRIPLA:
Changes in body fat. Changes in body fat develop in some patients taking anti-HIV-1
medicine. These changes may include an increased amount of fat in the upper back and
neck (buffalo hump), in the breasts, and around the trunk. Loss of fat from the legs, arms,
and face may also happen. The cause and long-term health effects of these fat changes are
not known.
Skin discoloration (small spots or freckles) may also happen with ATRIPLA.
In some patients with advanced HIV infection (AIDS), signs and symptoms of inflammation
from previous infections may occur soon after anti-HIV treatment is started. It is believed
that these symptoms are due to an improvement in the bodys immune response,
enabling the body to fight infections that may have been present with no obvious
symptoms. If you notice any symptoms of infection, please inform your doctor immediately.
Additional side effects are inflammation of the pancreas, allergic reaction (including
swelling of the face, lips, tongue, or throat), shortness of breath, pain, stomach pain,
weakness and indigestion.
Tell your healthcare provider or pharmacist if you notice any side effects while taking ATRIPLA.
Contact your healthcare provider before stopping ATRIPLA because of side effects or for any
other reason.

pharmacist for a more complete list of side effects of ATRIPLA and all the medicines you will take.
How do I store ATRIPLA?
Keep ATRIPLA and all other medicines out of reach of children.
Store ATRIPLA at room temperature 77 F (25 C).
Keep ATRIPLA in its original container and keep the container tightly closed.
Do not keep medicine that is out of date or that you no longer need. If you throw any
medicines away make sure that children will not find them.

Medicines are sometimes prescribed for conditions that are not mentioned in patient information
leaflets. Do not use ATRIPLA for a condition for which it was not prescribed. Do not give
ATRIPLA to other people, even if they have the same symptoms you have. It may harm them.

A good marriage is thinking about

out. Itll be a Jewish ceremony ofciated by

Park Avenue Synagogue in New York. The
couple is still looking for photographers
and other essentials to the ceremony.
Im obviously looking for
photographers who are gay or have done
gay weddings, Blumenthal says. I would
do that with all of the vendors we use.
After the ceremony, when the couple
return home, they will be having a
celebration in D.C. with their friends.
Were hoping to have a really big
event with a lot of friends, Blumenthal
says. I think theyll be two different kinds
of events. The D.C. one will be more of a
party.

requirements and steps it takes to get a
license in the state.
The application can be started online,
but couples must appear in person to
complete the process. Unless given a
judicial waiver, couples must wait 24 hours
before having their ceremony.
Marriage licenses will be issued to
same-sex couples beginning July 21.
The New York City Clerk will be offering
extended hours that Sunday and into
the following week to accommodate the
expected increased demand for licenses.
If the license is issued in New York City,
there is a fee of $35. If its issued anywhere
else in the state, the fee is $40.
Blumenthal has some advice for
couples, planning their wedding: Dont let
others make the decisions.
What Im learning is, its easy for a
wedding to grow into a three-ring circus ...
so, just keep it focused on what you want
the wedding to be, Blumenthal says.

If the only things you know about Bal-
timore are what youve seen on HBOs
The Wire or driving by on I-95, then
you probably dont make a close associa-
tion between Baltimore and the visual, lit-
erary and performing arts. The citys long-
time support and celebration of the arts
surprises those who only know Baltimore
by its reputation as a gritty, working class
town with steel mills, shipyards, railroads
and Formstone-clad rowhouses.
Come visit us this weekend as Baltimore
presents Artscape 2011, the 30th annual
outdoor arts festival that has become the
largest such event in the United States.
Artscape attracts about 350,000 peo-
ple over three days and features more
than 150 fne artists, fashion designers,
craftspeople and performers. Beginning
today at noon and ending on Sunday at 8
p.m., Artscape will spread out over 12 city
blocks and offer 4 million square feet of
exhibition and performance space, both
outside in tents and open-air stages, and
inside some of the citys premiere gal-
leries and performance venues. Theres
also a large food court with vendors sell-
ing any kind of delicacy you can imagine,
with tents and picnic tables available, and
where hunger simply doesnt survive.
Artscape is centered in Baltimores
Mount Royal district, home to Maryland In-
stitute College of Art, the Meyerhoff Sym-
phony Hall, the Lyric Opera House and the
University of Baltimore, and directly adja-
cent to the Station North Arts District. Four
outdoor stages will have constant perfor-
mances scheduled through the three-day
event while neighborhood churches and art
galleries will also be sponsoring associated
events around the Mount Royal district. Ad-
mission to the concerts, galleries, displays
and tents is free. Some concerts do have
limited seating, and youll want to go to the
event website, artscape.org, and reserve
your free tickets, get full schedule informa-
tion, directions, maps and everything youll
need for a fantastic Artscape experience.
Baltimores love affair with the arts isnt
limited to just one weekend a year. The
Baltimore Offce of Promotion and the
Arts (BOPA) organizes numerous events
each year. If the written word is more your
style, then you might want to put the Bal-
timore Book Festival on your calendar
for Sept. 23-25. The mid-Atlantics pre-
mier celebration of literary arts features
about 200 celebrity and local authors,
readings, discussions, demonstrations,
more than 100 exhibitors and booksell-
ers, music, food and more, all in the pic-
turesque Mt. Vernon Square surrounding
the nations frst Washington Monument
(completed in 1829). Admission is free.
BOPA administers funds that encour-
ages local arts and cultural organiza-
tions to provide residents and visitors
with hundreds of diverse free activities,
including dance and musical concerts,
lectures, tours, exhibitions and more, as
part of Free Fall Baltimore during Arts
and Humanities Month (October). Visual
arts are also a part of Octobers sched-
ule, with the Baltimore Open Studio
Tour, on the weekend of Oct. 22-23. This
free, self-guided two-day tour allows you
to enter each artists private studio and
experience the best of the citys diverse
art culture, literally in the making. Infor-

While special events and festivals are
great fun, Baltimore has fantastic institu-
tions that promote the best in visual and
performing arts every day. Whether its the

org) the professional performing artists at
Center Stage, (centerstage.org) or the

projects. A landscape architect is
helpful in evaluating the project
and providing design solutions
that meet the clients needs.
Circulation, views, topography,
utilities, site orientation, existing
structures and vegetation are all
important considerations and
issues that need to be examined
for good design. The proper
organization of these design
elements is critical at the planning
stage and in the formulation of a
master plan.
A master plan is derived from
concept designs that combine
the existing conditions with the
various proposed options and
design styles, material choices and
selections, along with the costs.
The benet to this initial level of
planning is a plan that continues
to guide the direction of the
design. The material selections
can be made for paving, planting
and landscape lighting. Outdoor
furniture, decorative outdoor
elements such as pottery, gates,
arbors and sculpture can be added
to the landscape and strengthen
the style and personality of the
owner. All the components of
the project are shown in the
plan in order to strategize the
construction and phasing of each
part. An easy preliminary cost
estimate can be requested to make
sure the total project is within
budget, then the scope of work
can be accomplished over time
and construction estimates can be
requested from contractors as the
owner decides to continue with
each phase.
Owners are encouraged to write
down their wish list of outdoor
features or to collect photographs
of landscapes that appeal to them
in the way of style or landscape
elements. These are helpful
tools in working with a designer
because it begins to show the
specic styles of materials that
should be considered in the design
casual vs. formal, woodland
vs. meadow, etc. Specialty gardens
are great landscape features to
include and personalize spaces
for clients. Designs that include
water features, ponds, garden
furniture or outdoor sculpture
are very successful. Herb gardens,
cutting gardens and rain gardens
are other spaces that can be
functional and attractive.
Larger scale project that
include pools and spas, outdoor
kitchens, pavilions, play elds,
revised driveways and car courts
may require a greater amount of
technical information regarding
the property, county regulations,
neighborhood covenants
and construction methods.
