This Invitation for Tenders follows the General Procurement Notice for this project which was published
on the EBRD website, Procurement Notices (www.ebrd.com) on 09.10.2012.
Sofia Municipality, hereinafter referred to as the Employer, intends using part of the proceeds of a grant
under Grant agreement 041 dated 26.07.2012 from the Kozloduy International Decommissioning Support
Fund (KIDSF), administered by the European Bank for Reconstruction and Development (the Bank) and
its own funds towards the cost of Energy Efficiency Improvements in Public Buildings in Sofia Municipality.
The Employer now invites sealed tenders from contractors for the following contract/s to be funded from
part of the proceeds of the grant:

The energy efficiency measures to be implemented in the buildings include one or more of the following:
1. Insulation or change of the old thermal insulation of roofs, external walls, floors of the buildings in
order to improve building thermal protection;
2. Replacement or adjustment of windows in order to reduce heat losses;
3. Improvement of the ventilation system leading to heating balance of buildings with better thermal
comfort;
4. Rehabilitation of heating substations, heating and hot water systems of the buildings;
5. Measures related to utilisation of the domestic hot water low potential residual heat;
6. Replacement of incandescent tungsten lamps with compact fluorescent lamps;
7. Improvement of the air conditioning systems.
The project scope also includes testing period and safety and operation instructions to personnel.
The estimated duration of the project is 6 (six) months, but no later than 15.09.2014. The works at different buildings and lots are to be performed simultaneously, as far as needed to comply with the estimated
deadline for completion of the project.
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one
lot may offer discounts and such discounts will be considered in the comparison of tenders
Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF Rules and is open to tenderers from
the following Eligible Countries as of 1 February 2014: the EU member states, Switzerland and the EBRDs
countries of operation.
To be qualified for the award of a contract, tenderers must satisfy the qualification requirements specified
in the Tender Documents.

Government and business discussed the main steps to go out of recession

One of the main priorities of the government is

infrastructure, which yields
significantly to developed
countries and is not favorable to the overall investment climate in the country.
Through investments in it we
will help to restart the Bulgarian economy, said Prime
Minister Plamen Oresharski
at the opening of the National forum Government - Business: Restart of the Economy. The discussion was
organized on the initiative
of the Prime Minister and
during it the executive and
business discussed the main

steps that should be taken

by the country to go out of

the recession. The forum

was attended by Eng. Sve-

The Prime Minister
stressed that the objectives
of the economic policy of
the Cabinet are designed to
encourage the development
and creation of prerequisites
to go out of the economic
crisis, sustainable growth
by implementing innovation
and reindustrialization. He

will rely on continuity and will
keep the current exchange

Mr. Ibryamov, in the Ministry of

Investment Planning you have been
in charge of the dialogue with the
municipalities for a few months. How
is the dialogue going?
I have worked with many of local
administrations as executive director of
a nonprofit organization. The experience
is my advantage today.
The dialogue between the ministry
and the municipalities is constructive.
In MIP from the outset we analyzed the
interaction between the mayors and
the executive. We sent questions to
local authorities about the stage they
have reached in preparation of their
development plans, about their planned projects, the number of
abandoned buildings that could be converted into social housing. We
tried to gather information for future investment projects in the regions
and offered expert assistance for their implementation.
One of our most interesting ideas is to participate with large
municipal projects in exhibitions in Western Europe and to attract
foreign investors through them. We have a request from four large
companies that want to invest money in various activities and expand
their production facilities in our country.

Mr. Pospelov, please tell us more

about you and your work. We know you
are a scientist.
I am not a builder, or a lawyer or
even a businessman. I am a scientist.
I am a head of a genetic strand and I also
deal with the development of medicines
to treat cancer and diabetes. I am also
the author of four methods of prevention.
However, I want to leave also something
else behind. This is the reason to decide
to deal with such wonderful projects.
I am not a government official, I am just a
man for whom this is important and I will
continue to do it.
It will be interesting for us to know
the history of the foundation Law,
Justice and Mercy.
In the first year, when it appeared,
our goal was to develop it so that it
is of help to people. Law, Justice and
Mercy was created for protection
of the social rights of employees
in the judicial system of Russia.
As main tasks we set to facilitate

their access to medical care and

sanatorium treatment. Separately, we
assist the construction and financing
of rehabilitation and health centers,
hospitals, nursing homes. Further, the
foundation develops also charities.
Its inception occurred after doctors
and children of Kalmikiya approached
the President of Russia with a request
to support them with completion of the
construction of a clinic in the city. We
are talking about childrens center. Then
to us as an organization was given the
task to entirely complete the project. We
succeeded to let it go into operation in the
first year of our existence and it was nice
to see the happy faces of the children.

In general, we strive to be where people
find it hard in order to help them.
Furthermore, the foundation develops
its own specific methods of treatment.
In Russia we have a very seriously
developed medical basis. We have
negotiated with major medical institutions.
This helps us to give aid very quickly. We
have 17 branches in Russia. We can
provide support on local places and in
more complex cases to send patients to
Moscow or to St. Petersburg.

Burgas aims to become EUs eastern gate

Payments under OPE recovered by end-March

During this planning period Burgas managed

to accumulate a substantial amount of EU funds,
which significantly changed its appearance.
The city won projects for the record BGN 3.6
billion, of which it has already absorbed over
BGN 172 million according to the Unified
Management Information System for the EU
structural instruments. So Burgas enjoys low
unemployment despite the crisis. There is not
a wide gap between peoples incomes. By
indicator average disposable annual household
income Burgas is second with 4,041 euros, after
Sofia 4,278 euros. Burgas is in a good position
also in one of the most important indicators for
strategy Europe 2020 that of dropped out
of school students. They are only 6.2%, before
Burgas is again Sofia with 5.5%. The seaside city
is behind in ICT and attracting companies with
higher added value. There is also a shortage of
beds in hospitals and technique is obsolete and
worn out. Another disadvantage is air pollution.
