TUESDAY, 02 FEBRUARY 2010 17:20 S.H.A.N.
Bo Deving, 89, one of the heroes of the 1959 Tangyan battle, passed away at
Nawng Kaw, Hsipaw township, northern Shan State.
Other known heroes of the 15-day battle that drew Shans, young and old, to
join the banner of resistance included the late Sao Hso Wan and Sao Bo
Maung, among others.

According to Mizzima News, civil servants with K 15,000 ($15)-K 80,000 ($80)
per month would receive a fixed increase of K 20,000 ($20) a month. Only
those receiving above K 100,000 ($100) are excluded from the hike.
However, with the increase in the commodity prices, the pay hike won’t help
much. “It is just like throwing sesame seeds into an elephant’s mouth,” said
the source on the border, using a well known Burmese expression.
PA-AN, Karen State — Two hundred Karen civilians and soldiers took
part in ceremonies at 6th Brigade headquarters of the Karen National
Liberation Army to celebrate the 61st Karen Revolution Day this week. A
sense of excitement spead through the camp which is strategically
located on top of a mountain ridge near the Thai-Burmese border.
Soldiers laughed and some played guitars as they swung in their
hammocks. Visitors strolled around taking photos of their friends and
family members visited with their loved ones.
Some troops had just returned from front line positions deep in the
jungle to enjoy a day of rest. Despite the sense of peace on this day, the
brigade is always on high alert due to its position near troops from the
Democratic Karen Buddhist Army (DKBA) and the government regime.
“Just over those hills is where the DKBA camp is. It's too dangerous to go
any farther," said Saw Mu Tu as we reached an open valley at the top of a
hill. Reflecting on the importance of the day, he said, “It’s a time when
we can remember those who gave their lives to protect the Karen people
and remember why we are here.”

The DKBA has posed major problems for the KNLA since its formation,
pushing it nearer the border. Just last year with the help of the DKBA,
the SPDC overran 7th Brigade headquarters, severing the link between
the 5th and 6th brigades. DKBA troops are now in the forefront of SPDC
troops as they move closer to armed contact with the 5th brigade. They
are now clearing landmines in preparation for an attack on the
headquarters camps, which could lead to another loss of territory for the
KNLA.
However, KNLA leaders say they don't feel threatened. Col Nerdah Mya,
the son of the late Gen Bo Mya, said he is confident that with new tactics
the KNLA will come out on top in the battles which will come this year.
“Losing 7th brigade headquarters wasn’t a problem for us," he explained.
"Even though they get territory, it doesn’t mean we lost the war.”Sitting
on a bench as the celebrations wrapped up and the parade ground
emptied, he said: “We're a guerilla army. If we have a large area, then it’s
easy for government troops to take it back. Now we will work in smaller
groups with new tactics and new brigades.” Nerdah Mya said he believes
the high morale of KNLA troops is also an important factor. “The DKBA
fight for money and business," he said, "but the KNLA fight for their
people. Our battle is one for the people.”
Soldiers voiced similar feelings. Saw Chu Chu, who interrupted his
guitar playing, told The Irrawaddy that he was arrested for decorating
his restaurant with a Karen flag and harassed by regime troops for his
patriotism. “I love my people, and I'm proud that I am Karen, but the
Burmese government wouldn’t allow it,” said Saw Chu Chu.
“I wanted to look after my shop and play rock n roll, but I couldn’t. I
heard the news about what was happening in Karen State and decided to
come here and fight for my people’s freedom.”Asked what will happen in
the battle zone in 2010, another soldier, Saw Ki To, said simply that
many DKBA soldiers will die.“We’ve been waiting and preparing.” he
said. “All the time we are watching the enemy and soon we will strike
and take back land which is ours.”
KNLA camps are often lost and retaken, as the battle plan increasingly
relies on guerilla tactics as opposed to occupying territory. Even so,
Nerdah Mya said morale soared when troops retook Wallakee, the
location of 6th Brigade headquarters. The KNLA lost two soldiers and
the DKBA lost 72, according to KNLA officers. In the political arena, the
Karen National Union, the political wing of the KNLA, has proposed to
form an exiled government with the National Coalition Government of
the Union of Burma and other armed ethnic groups. If such a union
takes place, it could see the KNLA and other ethnic armies working more
closely as part of a larger opposition army, which would strengthen the
KNLA position as a fighting force. Saw Hla Ngwe, the joint-secretary of
the KNU, told The Irrawaddy, “Right now is the time when we must

unite to form a government with all ethnic armies. The ethnic armies will
still have their local responsibilities, but we hope that there will be one
army for the whole government. For the KNU, that’s what we want to
happen. Then the KNLA and all ethnic armies can become stronger
through interdependence and concentrate on cooperation.”This year,
each brigade held its own revolution day ceremony. Among the guests
were former KNLA soldiers, Karen refugees from Umpiem Mai camp and
others. A young female student read a speech by KNU President Saw
Tamla Baw, in which he stressed that the KNU has repeatedly attempted
to solve the conflict through political means but the SPDC has not
accepted their offers. “The KNU has talked with the military dictatorship
on a number of occasions.” he said in the text of the speech. “However,
the military dictatorship, without any desire to resolve the conflict by
peaceful means, has continued its attempt to annihilate the Karen
people’s resistance by military means.”A young student from Umpiem
Mai, Oh Su, who showed up to join the celebration, said she was upset
that the ceremony was held under the trees and “we have no chance to
do it on a stage." “But I am so happy we can do it at all," she said. Many
young people expressed a desire to join the KNLA after their studies.
Some of them said they would like to work in headquarters while others
said they would like to serve as combat soldiers.Despite the problems
that the KNLA faces, it seems that a sense of duty remains among young
Karen, the troops appear to be confident and commanders say that
innovation and new tactics will stymie government offenses. As the sun
set over the parade ground and civilians began the long walk back to
their homes, one soldier said quietly, “Last year was hard, but this year
we can do it.”
Election Announcement in
February?

By SIMON ROUGHNEEN Tuesday, February 2, 2010
Giving his Independence Day address on Jan. 4, Than Shwe stated that
the election would take place sometime in 2010—and in a “systematic
way”—before he went on to tell the Burmese people to make what he
termed the right choice.“Plans are under way to hold elections in a
systematic way this year. In that regard, the entire people have to make
correct choices,” he said.
The extent of the choice available to the Burmese people has yet to be
confirmed, however. Opposition leader Aung San Suu Kyi is barred from
competing due to her marriage to a British academic.
Her presence on the campaign trail could galvanize her party and
Burmese voters. However, she remains under house arrest and it seems
unlikely that she will be released prior to the election, despite calls from
the US, UN and Association of Southeast Asian Nations. Recently, junta
Home Affairs Minister Maj-Gen Maung Oo told local officials in
Kyaukpadaung Township that Suu Kyi will be released in November of
this year.
Suu Kyi's National League for Democracy (NLD) has not said if it will
compete in the election. The current NLD position is based on
Shwegondaing Declaration, which calls for reviewing and amending the
2008 Constitution, releasing all political prisoners, recognizing the 1990
election results and calls on the junta to talk to the opposition.
The US has called for a national dialogue involving the regime, the NLD
and other opposition parties, and ethnic minority groups before the
election takes place, but has not urged the junta to review the
Constitution, which will facilitate continued military rule.
Others have called for the junta to allow Suu Kyi and senior NLD officials
to meet to discuss the election and party policy. However, none of this
has happened yet.

Internet connections have slowed down recently across Burma with the
country's two providers, the Ministry of Post and Telecommunications
(MPT) and Myanmar Teleport, telling users that the Internet backbone is
temporarily down.
The Internet backbone refers to the principal data routes between large,
strategically interconnected networks and core routers.
“For the past two days, I have been unable to log on to any Web site,”
said a staffer with an international nongovernmental organization in
Rangoon. “We can only use Google Talk. We cannot access any other
Web site or use e-mail.”
Many Internet cafes have closed their doors for business while the
service is so poor, sources said.
There are only two Internet service providers in the country, the Ministry
of Post and Telecommunications (MPT) and Myanmar Teleport,
formerly known as Bagan Cyber Tech, a private company run by
businessmen known to be well-connected with the ruling generals.
Last week, a young man named Soe Naing Lin was jailed for 13 years
with hard labor by a special court set up inside Insein Prison. One of the
charges against him was the Electronics Act. He was arrested at an
Internet café in Rangoon in June 2009 accusing of sending information
to the Oslo-based Democratic Voice of Burma. Although state policy
limits and controls the public's use of the Internet, the military junta has
simultaneously attempted to show the world that they want to advance
Burma’s information technology as a part of a modernization drive.
Under the plan, possession of the identity cards will protect refugees
from arrest, although it still falls short of official recognition of their
refugee status.Naung Naung, of the Burmese Refugee Organization in
Malaysia, said he welcomed the news of the identity card plan—“if it is
confirmed.”
A spokesman for the Arakan Refugee Relief Committee (ARRC) said the
Malaysian authorities would cease arresting illegal refugees from Feb. 15.
“It means they accept Burmese refugees in some way. We don't know the
details yet.”The ARRC spokesman said 15,000 ethnic Arakanese are
living in Malaysia, only 1,500 of whom are recognized by the UNHCR as
refugees.
More than 3,000 Karen refugees staying in Tha Song Yang in Thailand's
Tak Province must return to their homes across the border in a conflict
zone in Burma by Feb 15, said Karen sources. Speaking to The
Irrawaddy on Tuesday, one Karen villager in No Bon camp said, “We
must go back even though we don't want to.”
Sources in the camp said the refugees were reportedly told by Thai
authorities that repatriation will begin on Feb. 5 and that all must have
gone back by Feb.15.Though most refugees do not want to go back across
the border into a heavily-mined conflict zone, a few reportedly said they
do want to return.
The KWO's Joint Secretary, Blooming Night Zan, said, “This evidence of
people stepping on landmines is a sure sign that the place is still very
dangerous.” Although the Thai government is not a signatory of the
Refugee Convention, Blooming Night Zan said the KWO is very grateful
to His Majesty the King of Thailand and the Royal Thai government for a
long history of kindness to refugees. “We now appeal to the Thai
authorities to show your humanitarian kindness again,” she said. The
Karen refugees fled from fighting in Karen State, Burma, in June 2009.
One local worker told The Bangkok Post he had seen a group of gunmen
in plain clothes execute the migrants. The police had left the migrants
alone, he said.

when implementing activities with funds appropriated for assistance for
Burma, the implementing agency shall only support activities that are
consistent with the principles and goals of the National League for
Democracy in Burma. The budgetary proposals also reiterate that the
Obama administration will continue to oppose at any international
forums any loans or financial assistance to Burma.
Clinton repeated US calls for “free fair and legitimate elections that give
the people of Burma the chance to express their preference for their own
leaders. We want to see Aung San Suu Kyi and other political prisoners
released as soon as possible.”
Both Min Ko Naing, 47, and Ko Ko Gyi, 48, spent nearly 15 years in jail
as political prisoners until they were released in the years 2004 and
2005 respectively. The two student leaders were rearrested in 2007 for
taking part in demonstrations against a hike in fuel prices and are
currently serving 65-year sentences in different prisons in Shan State in
northern Burma.
In a letter from his prison cell late last year, another imprisoned 88
Generation Students group leader, Hla Myo Naung, called for a blanket
amnesty for Burma's political prisoners before this year's election and an
inclusive political process, and said these were two of the cornerstones of
the group's election policy.
Asked to clarify his group's stance, Soe Tun said, “We are not rigid. We
are ready to accept the best options for the sake of the country.”
Meanwhile, the British Minister of State for Foreign and Commonwealth
Affairs Ivan Lewis said that “as long as the elections are contested on the
current Constitution, whatever the outcome they cannot be recognized
by the international community."
The UK-based Phan Foundation has awarded the 2009 Padoh Mahn Sha
Young Leader Award to Saw Nyunt Win in recognition of his continued
efforts to help his people in the conflict zone in Karen State.Saw Nyunt
Win, 32, an ethnic Karen community health worker in Papun District in
southern Karen State, was given the award for his commitment to
helping local people in adverse conditions.

Working constructively with local communities and leaders to find
practical solutions to problems, Saw Nyunt Win began helping sick
people in his village when he was just 12 years old, according to a
statement released by the Phan Foundation on Jan. 31. While his
achievements include building a hospital, he even grows vegetables for
his patients, the statement said.Zoya Phan, founder and director of the
Phan Foundation, said, “He [Saw Nyunt Win] is an inspiration and
shows that even in the most difficult situation much can be done if you
have determination and commitment.”
In nominating Saw Nyunt Win for the award, the Thailand-based Karen
Information Centre said, “He has no property and has nothing but the
love of his people.” Founded by Padoh Mahn Sha Phan's four children,
the Phan Foundation began giving its annual Young Leader Award in
2008 in memory of Mahn Sha Lah Phan, the former general secretary of
the Karen National Union who, according to the award statement, “was
assassinated by agents of Burma's military dictatorship” on Feb. 14,
2008 in the Thai border town of Mae Sot. Saw Nyunt Win is the second
winner of the Padoh Mahn Sha Young Leader Award. In 2008, the prize
went to Naw Paw K' Bla Htoo, a young Karen women committed to
helping people in Nyaunglebin Township in Pegu Divison. The award
comes with a US $2,000 grant for the winner to continue his or her
work.“My father always encouraged young people to take the lead in
community work and to become good leaders. I am pleased that we have
been able to give recognition to one of these unknown heroes,” Zoya
Phan said. The Phan foundation focuses on young peoples' affairs,
encouraging and supporting a new generation of grassroots activists who
will work to help people in their local communities.
“As for Myanmar (Burma), for the moment really, no security council
member has raised the issue in our contacts I had yesterday with most of
them,” Araud told a press conference on Tuesday following consultations
among members on the council’s February program of work.
UN Secretary General Ban Ki-moon visited Burma last year, but his
repeated requests to the regime chief Snr-Gen Than Shwe for a meeting
with the detained opposition leader Aung San Suu Kyi were ignored. Ban
said last month that he was still searching for a replacement for Ibrahim
Gambari as the new special UN envoy for Burma, while his chief of staff,
Vijay Nambiar, has been temporarily assigned to coordinate Burma's
affairs for him. The 14-member “Group of Friends on Myanmar
[Burma]” established by the secretary-general in Dec 2007 last met in
Sept 2009.
Western-sanctioned Kanbawza
Bank Buys Airline
http://www.irrawaddy.org/print_article.php?art_id=17734
By WAI MOE Wednesday, February 3, 2010
The Burmese military junta continues to privatize businesses in the pre-
election period as Myanmar Airways International (MAI), a state-owned
joint venture, has been bought by Kanbawza Bank, owned by a close
business associate of the junta.A Rangoon-based weekly, 7 Days News
Journal, reported on Wednesday that Kanbawza Bank will buy up to 80
percent of the airline while state-owned Myanma Airways will hold a 20
percent stake.
Other business sources in Rangoon said Kanbawza Bank also might like
to acquire government-owned Myanma Airways (MA) to challenge Air
Bagan, owned by businessman Tay Za.Recently Air Bagan extended its
route from Rangoon to Chiang Mai, in northern Thailand, which was
previously serviced by MA’s other joint venture, Air Mandalay.
Both MAI and Kanbawza Bank declined to comment on the deal when
contacted by The Irrawaddy.
Most of the privatization has involved companies close to the junta that
are on Western sanctions lists, such as Tay Za’s Htoo Group of
Companies and Zaw Zaw’s Max Group of Companies. One of the latest
deals involved the Htoo company's purchase of fuel outlets.
Meanwhile, The Voice Weekly in Rangoon on Monday quoted an official
at the Union of Myanmar Federation of Chambers of Commerce and
Industry that Burma’s port authority recently agreed to privatize three
ports and port properties in Rangoon, the commercial capital.
Since the early 2000s, Alone Port in Rangoon and Burma's largest port,
Thilawa in Kyauktan Township, have been operated by Asia World Co.
Lt, a company on Western sanctions lists owned by businessman Tun
Myint Aung, also known as Steven Law, who is also a close associate of
the ruling generals.
Thailand's anti-narcotic bureaus said they are worried about the extent
of drug trafficking from neighboring countries, especially Burma, after a
seizure of 3.66 million methamphetamine pills was reported in Bangkok
last week. Speaking with The Irrawaddy on Wednesday, Pornthep
Eamprapai, the director of the Office of the Narcotics Control Board
(ONCB) in Chiang Mai in northern Thailand, said, “We are worried. We
think there will be more and more drugs coming into Chiang Mai,
Chiang Rai and the northern parts of the country.”
He said that Thai anti-narcotic groups were combating the drug problem
in cooperation with the authorities in Burma, Laos and China. “We
hope that by the middle of this year, the trafficking situation along the
border areas will be improved due to a concerted effort to control drug

trafficking in this country,” he added. According to a report in the
English-language Bangkok Post on Wednesday, Thailand's Narcotics
Suppression Bureau officers seized 3.66 million methamphetamines,
known locally as ya-ba, from Thursday to Sunday last week in separate
raids in Bangkok and Samut Prakan, just east of the capital.
The report titled “Poisoned Hills,” also said that opium fields are
flourishing not only in “ethnic insurgent and cease-fire areas,” but also in
Burmese government-controlled areas. The United Nations Office on
Drugs and Crime (UNODC) reported that the total area under opium
poppy cultivation in Burma in 2008 was estimated at 28,500 hectares,
representing an increase of 3 percent from the 27,700 hectares under
cultivation in 2007. The largest region for opium cultivation was Shan
State, the UNODC survey said, where 89 percent of the total opium
poppy in Burma was grown. Southern and eastern Shan states accounted
for 53.7 percent and 33 percent respectively. Northern Shan State
remained low with a cultivation area representing only 3 percent of
national cultivation, even thought it had increased by 105 percent from
2007 and by 233 percent from 2006.
Nine Burmese job seekers were killed by unknown gunmen near the
Thai-Burmese border town of Mae Sot, Thai police reported.A Thai
police official in Phop Phra, in western Thailand's Tak Province, told The
Irrawaddy on Monday that the nine victims were among a party of 12
Burmese job seekers traveling from Mae Sot last Thursday. Four of the
dead were women. The remaining three Burmese escaped.A Phop Phra
police official said the killers were being sought.
The bodies of the dead were discarded in various locations, the official
said.According to media reports, the killers demanded 1,000 baht (US
$33) from each of the job seekers. The Thai news agency Manager
online said local Thai militia were suspected of killing the job
seekers.Myo Zaw, officer in charge of the Mae Sot-based Yaung Chi Oo
Workers Association, said job seekers were frequently targeted by local
gunmen. It was one of the hazards they faced in seeking employment in
Thailand, he said.Of the 3 million Burmese migrant workers in Thailand,
an estimated 200,000 live in and around Mae Sot.
The meeting came after Min Ein, the secretary-general of the Mongla
ceasefire group known as the National Democratic Alliance Army
(NDAA), was killed in Mongla town on the Sino-Burmese border in
eastern Shan State on Wednesday morning.
At that time, Chinese people from the territories of the United Wa State
Army (UWSA), the largest cease-fire group, and Mongla, whose militias
had similarly rejected the Border Guard Force (BGF) plan, fled across
the border to China to avoid a potential attack by Burmese junta forces.
In response to the issue, Beijing made repeated calls for stability on the
border and for the safety of Chinese people in Burma. On Jan. 28, a day
after the Mongla leader was assassinated, a bomb was reportedly
discovered before it could explode at a UWSA trading office in Burma’s
northeastern town of Mu-se near the border with China, said sources
close to the Wa.
“If you think we need to fight, please clap your hands!” he called to the
crowd. The festival crowd immediately broke out in loud applause.About
100 members of the Mon National Liberation Army (MNLA), including
women, then staged a military parade and sang the Mon national song
while saluting the Mon flag.

Nai Htaw Mon, the chairman of the New Mon State Party (NMSP), said
at a press conference afterward that the Burmese regime was forcing the
NMSP's hand by pushing it to join a joint border guard force.“We can’t
accept only one unified military force in Mon State at this time,” he said.
“Perhaps when there is a democratic government that can discuss the
issue of ethnic rights then we can accept the proposal.”
The Burmese junta proposed in June that the NMSP join a border guard
force under Burmese army command. There has been mounting tension
between the NMSP and the Burmese military in recent months since the
Mon rejected the plan.“Our people have told us they don’t agree that our
troops serve as border guard forces,” Nai Htaw Mon. “We have already
told the junta what our people are saying.
People often call the town “Little Lhasa” after Tibet's capital. It's divided
into three parts—an upper area called Mcleod Ganj; a middle area,
Kotwali Bazar; and lower Kacheri.
The streets around Mcleod Ganj Hotel are crowded with restaurants, gift
shops and Tibetan women kniting clothing and craft items. Strolling

around, foreigners, wearing traditional Tibetan dress, often stop Tibetan
monks to talk.
Asked if she knew my country, Burma, she said “no,” so I asked if she
had heard of Suu Kyi.
“Of course, I know her,” she said. “She is our hero. She really is a woman
hero. Are you from her country, how is she, has she been released?”
Sharab said she wished Suu Kyi well and would pray for her health and
freedom. She said Tibetans think of Burma as “Suu Kyi's country.”
With tears in her eyes, she showed me a picture of Lhasa. She said she
prays for peace in Tibet so her people can return home.
The Dalai Lama and the exiled Tibetan government have established a
Tibetan cultural library and documentation department in Mcleod Ganj
to promote Mahayana Buddhism (the Great Vehicle) and the history,
politics and culture of the Tibetan people.
Ahshi Dayan told me that she left her village with her older brothers to
study English here, and then she plans to return to her village to help
educate the children.
She and her brothers were detained for two weeks by Chinese border
guard who found two photographs of the Dalai Lama in her brother's
shoulder bag.

Finally, she was released but her brothers were not allowed to leave
Tibet. They encouraged her to continue her journey, to accompany the
other girls she was traveling with.
Asked if she wanted to study abroad, Ahshi Dayan said, “I don't have
any desire to go. I will just try my best to study English here. Then, I 'll
go back home and be a school teacher. Children in my village don't have
proper access to school. The Chinese government holds us down because
it fears we'll become educated. I want the childern in my village to be
well-rounded.”
Ahshi Dayan said she burst into tears of joy when she had a chance to
pay her respect to the Dalai Lama in person. Tibetan people venerate the
Dalai Lama as a living Buddha. Unfortunately, during my visit he was
traveling abroad , and I couldn't pay my respect.
As I left Mcleod Ganj, I was struck by the peacefulness of the people and
by their committment to help each other and to return to Tibet.
Burmese and Tibetans have much in common.

[edit] Plot
Compiled from the shaky handheld footage of the DVB, acclaimed filmmaker
Anders Ostergaard’s Burma VJ pulls us into the heat of the moment as the VJs
themselves become the target of the Burmese government. Their tactical leader,
code-named Joshua, oversees operations from a safe hiding place in Thailand.
Via clandestine phone calls, Joshua dispenses his posse of video warriors, who
covertly film the abuses in their country, then smuggle their footage across the
border into Thailand. Joshua ships the footage to Norway, where it is broadcast
back to Burma and the world via satellite. Burma VJ plays like a thriller, all the
more scary because it is true.

The film was released to one theater on May 20, 2009 and grossed $5,554 in the
opening weekend. Its widest release was in three theaters. As of June 28, 2009,
the total grossing stands at $35,828.[7]
The film has been universally acclaimed by film critics the world over. Sam
Toy of the UK's Empire Magazine cited the film as "compelling, and for anyone
who values the truth essential." Also in the United Kingdom, where the film has
been very warmly received, Channel 4 film critic Matt Glasby felt that this the
film was a piece "transcending all questions of quality," and Time Out's Tom
Huddlestone praised the film's editing, called it a "flawlessly constructed piece
of work." Critics in the United States also spoke very highly of the film, such as
A.O Scott of The New York Times, who praised the film as being "a rich,
thought-provoking film, not only because of the story it tells, but also because
of the perspective it offers." Praise was also given to the film's director by
Kevin Thomas of The Los Angeles Times, who praised Ostergaard for "creating
a suspenseful, harrowing account of his key subject, known only as 'Joshua.'"
Not surprisingly given the film's topic matter, the film has been praised on
numerous Internet topic forums and blogs. Michael Tully on hammertonail.com
praised the film as being "one of the most vital films of this young century" and
Snoopcallymac on the Google blog site Blogger emphasised the film's
encapsulation of human emotions and that the film "should be preserved as a
time capsule of the triumph of the human spirit and unification over the forces
of evil."

The public, with large numbers of students, began joining the monks in
their demonstrations. Yet history repeated itself: As with the 1988
uprising that the military forcefully crushed, this rebellion too was put
down with the utmost brutality. While several of his colleagues were
caught and face life imprisonment, Joshua survived to continue to
dedicate his life to showing what's really going on in his country.
May 20, 2009
As public defiance of the regime grows through the late summer of 2007,
Joshua hopes the result will be different. He is part of the Democratic
Voice of Burma, a network of journalists who discreetly gathered
information about Burmese life by interviewing ordinary people and
recording their everyday activities. When small, apparently spontaneous
demonstrations begin in the capital, the group’s cameras are there to
witness the events, and as video circulates at home and abroad, the
gatherings grow bigger and bolder.
But not impossible. While much of the film offers the stirring drama of a
population shaking off passivity and fear and standing up to tyranny, the
denouement shows that old-fashioned police-state repression can still
overpower a rebellion fueled by new media. The cameras are on hand to
record the eventual crackdown in horrific detail — there is something
indelibly and uniquely appalling about the sight of soldiers firing on
crowds of their fellow citizens — but they cannot alter the terrible course

By Charlie Bass
The shaky handheld camera has long been a popular shortcut tool of non-fiction films (and
fiction ones not trying to appear as such) to help convey immediacy, as the increased lack of
stability in the image can lend a greater sense of danger or consequence to even the most
mundane, generic of scenes. But in Anders Ostergaard’s tense and fascinating documentary,
Burma VJ: Reporting from a Closed Country, this danger is very real both in front of and
behind the camera.
Almost entirely assembled from hand-held footage smuggled out of the country during
numerous anti-government protests in the fall of 2007, the film simultaneously weaves its
unforced, politically-focused urgency through both content and form, so that we’re not just
fearful for the protesters, but also for those reporting this to us through the footage itself.
As the film opens, the Burmese military regime has almost completely shut out the country
from communication with the outside world, controlling the flow of media from print to TV
to Web. Partially in response to a sharp rise in fuel prices (in turn, affecting the price of food
and much else), student and Buddhist monk-led protests against the regime begin to flourish
while a group of underground journalists known as the Democratic Voice of Burma (DVB)
take great risks to document the uprising. The DVB, who begin simply documenting people
talking about the regime, soon find themselves on the front lines, secretly filming the
violence perpetrated on students and monks by the military during the protests. Narrowly
avoiding capture, these video journalists get their footage out to their mysterious ringleader
“Joshua” in Thailand, who in turn distributes it to major media outlets.
There’s something both surreal and inspiring to see footage shown on BBC News and then
seeing the same footage in the terrifying circumstances under which it was originally shot.
Such sequences, as one where a hidden camera captures another reporter being shot simply
for possessing a camera, restore the risk at the heart of this kind of reporting so often lost in a
broadcast context. Just as crucially, the film serves as a testament to new media reporting, as
the videos smuggled out become the key sources of information about the protests outside
Burma. Beyond the BBC, the videos were distributed on the web via blogs across the world,
providing a strong example of alternative distribution methods highlighting a country in
crisis.
Constructing his film with considerable skill, Ostergaard has a deep sense for how the
framing of media can shape political consciousness, and is adept enough at playing images
off each other to highlight this idea (not surprisingly, the film won a documentary editing
award at Sundance).

Yet, for all its media self-awareness, the film remains dedicated to showing the genuine
heroism of the protestors and the DVB, as well as revealing the devastating impact of a
country entirely subject to military rule. Alternately an historical document, a suspense
thriller, a testament to alternative media, and a tragic political drama, this is the rare
documentary that satisfies on multiple levels.

Garage Door
The boss walked into the office one morning not knowing his zipper
was down and his fly area wide open.. His assistant walked up to him
and said, 'This morning when you left your house, did you close your
garage door?' The boss told her he knew he'd closed the garage door,
and walked into his office puzzled by the question...
He headed out for a cup of coffee and paused by her desk to ask,
'When my garage door was open, did you see my Hummer parked in
there?'
She smiled and said, 'No, I didn't. All I saw was an old mini van with
two flat tires..
An elderly gentleman.....

Had serious hearing problems for a number of years. He went to the
doctor and the doctor was able to have him fitted for a set of hearing
aids that allowed the gentleman to hear 100%
The elderly gentleman went back in a month to the doctor and the
doctor said, 'Your hearing is perfect. Your family must be really
pleased that you can hear again.'
I just sit around and listen to the conversations. I've changed my will
three times!'
The two gentlemen were talking, and one said, 'Last night we went
out to a new restaurant and it was really great.. I would recommend it
very highly.'
The first man thought and thought and finally said, 'What is the name
of that flower you give to someone you love?
'Yes, that's the one,' replied the man. He then turned towards the
kitchen and yelled, 'Rose, what's the name of that restaurant we went
to last night?'

After a chat about rules being rules, he reluctantly let me wheel him to
the elevator.
On the way down I asked him if his wife was meeting him.
'I don't know,' he said. 'She's still upstairs in the bathroom changing
out of her hospital gown.'
Later that night, while watching TV, the old man gets up from his
chair. 'Want anything while I'm in the kitchen?' he asks.
'Sure..'
'Don't you think you should write it down so you can remember it?'
she asks.
'Well, I'd like some strawberries on top, too. Maybe you should write
it down, so as not to forget it?'
He says, 'I can remember that. You want a bowl of ice cream with
strawberries.'
'I'd also like whipped cream. I'm certain you'll forget that, write it
down?' she asks.
Then he toddles into the kitchen. After about 20 minutes, The old man
returns from the kitchen and hands his wife a plate of bacon and
eggs.. She stares at the plate for a moment.
'Yep!'
'Nope!'
'Not really.'
A man was telling his neighbor, 'I just bought a new hearing aid. It
cost me four thousand dollars, but it's state of the art.. It's perfect.'
'Twelve thirty..'
Morris, an 82 year-old man, went to the doctor to get a physical.
A few days later, the doctor saw Morris walking down the street with
a gorgeous young woman on his arm.
A couple of days later, the doctor spoke to Morris and said, 'You're
really doing great, aren't you?'
Morris replied, 'Just doing what you said, Doc: 'Get a hot mamma and
be cheerful.''
The doctor said, 'I didn't say that.. I said, 'You've got a heart murmur;
be careful.'
One more. . !
A little old man shuffled slowly into an ice cream parlor and
pulled himself slowly, painfully, up onto a stool.. After catching his
breath, he ordered a banana split.

“The Wa are not out of the game yet, not by a long shot,” said a young
trader on the Tachilek-Maesai border. “But the political winds are
changing, so is the drug trade. The Wa used to be Number One. Now
the militias are Number One.”
The United Wa State Army (UWSA) and several other ceasefire groups

have since 2008 increasingly been under pressure to come into the fold
of the Burma Army The UWSA and 5 other groups say they would not
give up their arms until their autonomy demands are met.
“Since then, the militia’s stars have been on the rise,” agreed another
businessman. “The ceasefire groups’ trucks are searched, but the
militias’ are not. The result is even the ceasefire groups have to turn to
the militias for the safe transit of their drug consignments.”
One businessmen earlier told SHAN that Thai entrepreneurs had been
trying to take advantage of the situation by investing with the militias.
“They are the ones who bring in precursors like caffeine and pseudo
ephedrine you have been hearing about,” he said. “They, unlike the Wa,
like to churn out the pills first and look for the customers later.”
The Wa, he says, “never make pills without order.” They also are choosy
with their customers: either they must pay cash on delivery or they must
be long standing loyal customers.
But why do most smugglers say they were carrying “Wa goods” and not
others’? “It’s to discourage rival groups from trying to hijack the goods,”
one businessman replied. “If you say you are carrying Wa goods, no one
will dare touch you. Also when you are caught on the Thai side and the
media ask you where it comes from, the answer “Wa” will shut them up.”
Most of the junta backed militia groups are said to be involved in the
drug production and trade. The most well-known is the group from
Punako, Mongtoom tract, Monghsat township, opposite Chiangrai’s Mae
Fa Luang district. The Burma Army’s Light Infantry Battalions (LIBs) 553
and 554 are stationed near their village.
Yet despite their stars rising, their products are still low-quality compared
to the Wa’s. “But just give them sufficient time,” said the source, “I think
the Number One chemists from the Wa will be moving over to the
militias.”
