After you Login, you will see this screen:

To start a new plan:

Select one of the three templates (under 3. Select Plan) by clicking it. Most likely, you will either want to start from a Blank map or the 2003-2001 City County Districts (which is the plan currently in effect).

Click the box under 4. Name Plan and Start Drawing and type in a name for your plan. Click Start Drawing!

To continue with a plan you have already started:

Click the My Plans tab on the left side of the screen. Select the appropriate plan. Make sure that under 4. Name Plan and Start Drawing that Edit Selected Plan is selected. Then just click Start Drawing.
