Damalerio Provincial Administrator BAC Chairman Dear Governor Chatto: This is a request for the reconsideration and approval of the Bids and Awards Committee to employ the alternative method of procurement on the Job Request for the Provision of Catering Services during the BIWRMT-GTZ Water Quality and Quantity, to conduct water samples and monitoring on September 19, 20 & 21, 2011. The request is grounded upon the following justifications: a) due to lack of material time to process the necessary papers prior to the conduct of the activity, the said catering services could not be availed of through regular public bidding; and the catering services needed could not be supplied by the Provincial Government

To reassure your good office as well as the Bids and Awards Committee of the propriety of the said request, we have conducted comparative evaluation and determined the prices most advantageous to the Provincial Government. We trust that this request will be favorably considered in view of these unusual circumstances, and in light of the importance of such monitoring initiative to determine the quality and quantity of our water resources in the province.
