Archakas and Vedic Welfare as the topmost agenda


A note was submitted on behalf of Temples Protection Movement and devotees to the Honble
Chief Minister of Telangana on 23-10-2016 when the Chief Minister reviewed the Archakas
and other poor Brahmins Welfare. Some important points in the Note are...

A lot more needs to be done to reverse the damage that has been done to our vedic traditions
and temple system and this should be the focus of the Archaka and poor Brahmin Welfare
under the able leadership of the Honble Chief Minister Sri K. Chandrashekara Rao...

It is clear that vedic system and temple worship is extremely important as it inculcates devotion
to Almighty. It is the Archaka who is the pivot and there is every need to focus on ways and
means to strengthen this noble profession. Restore the respectable position that the Archakas
held in our Society from ancient times as the respectability of the profession has
fallen to such a level that today no bride is willing to marry an Archaka. Provide
training on various aspects in addition to the Agamas and improve their ability to
communicate in a language that the devotees can understand so that each Archaka
can become a community leader.

Archakas need to be motivated and reformed so that they can propagate the cult of devotion
rather than get more commercial and materialistic in nature. A congregated approach with
devotion as common denominator for their betterment should be planned periodically so that
temples can be restored to past glory

Focus on the remuneration aspect of our Archakas which is pitiably low. In this regard The
effort to get due compensation for the injustice meted out to our Archakas through the draconian
implementation of the 30/87 Endowments Act should be taken to its logical conclusion till justice
is rendered in this matter. Bringing back the 17/66 Endowments Act back is the best solution.

A claim of Rs 1000 Crores has already been raised and numbered as PRSEC/E/2015/05585
and acknowledged by the Honble Presidents office and is awaiting response from Telangana
Government. A component of this is the amount due from the major temples and TTD be pursued
vigorously. The Government of Telangana has to file a proper counter Affidavit in the High Court
in the PIL 117/2016 filed by Dr M V Soundara Rajan.

The lands which were taken away from Archaka families on false promises of better remuneration
should be returned back to the families.

There is also a dire need to streamline the way the benefits of the Archaka Welfare fund
reach the very needy Archakas. Special effort should be made in this direction. Special efforts
needs to be made to take care of the health needs of our Archakas and their family members
due to the escalating healthcare costs involved into their old age.

When even the International Organisations like UNESCO have realised that the Vedic tradition
and culture are diminishing and there is due need to protect them. They have allocated significant
funds and effort for the same our duty is paramount.

The Service Rules of Archakas belonging to Hereditary Families should be implemented


through a GO immediately please instruct the Cabinet Sub Committee on Archakas
and Temple Employees to have this done.. The recommendation of the Committee on
Service Issues of Temple Employees which has analyzed the Archaka remuneration matter
threadbare has to be implemented and in this regards the Government should play a very
constructive role. One of the major recommendations of the Committee on Service Issues of
Temple Employees was for a very strong Dharmika Parishad to oversee the working
of the Department as envisaged by the Select Committee and this should be pursued
forcefully.

CONFERRER OF CHEER TO CELESTIALS


Sri V.S.Karunakaran, Chennai

It was the day of Karthikai Deepa the festival


of lights in Srirangam. Lord Ranganatha was
majestically enjoying the traditional Bonfire (Chokka
Paanai) in front of the Chakrathazhwar sannidhi in
the Srirangam temple.
At that juncture, the mystic saint Thirumangai
Azhwar sang a prabandha called Thirunedun
thaandakam which contains thirty verses in praise
of the Lord. This hymn is considered as an illustrious
master-piece in both content and literary value.
An incident that happened many centuries later
to Thirumangai Azhwars period stands out as an
evidence to the eminence of Thirunedunthaandakam
The great preceptor Parasara Bhattar won over
Vedanthi Madavacharya who was in Karnataka, in
a debate. When the victorious Bhattar returned to
Srirangam on the new-moon day of Margazhi, the
Lord Ranganatha asked him, Was the purpose of
your visit fulfilled? Bhattar replied in the affirmative
and added, Vedanthi has now become my disciple!
The Lord asked, How was this possible? Bhattar
said, This way! and recited the full
Thirunedunthaandakam in front of the Lord, thereby
hinting that the hymn had helped him in defeating
that
scholar.
To
commemorate
this,
Thirunedunthaandakam is recited in front of Sri
Ranganatha on the new-moon day of Margazhi every
year.
Thirumangai Azhwar completed that divine hymn
with a verse that praised the Hamsaavatara of the
Lord. Once upon a time, when the Devas had lost
the Vedas and were immersed in the darkness of
ignorance, Lord Brahma and the Sanatkumaras prayed
to Lord Narayana to teach them the Vedas. The
Lord took incarnation as a Swan (Hamsaavatara)
and blessed the Devas with the ultimate knowledge
of all the Vedas.
Lord Ranganatha asked Thirumangai Azhwar,
Oh my dear Kaliyan! Why are you suddenly recalling
that Swan-incarnation episode here?
Thirumangai Azhwar answered, As You saved
the Sanskrit Vedas by incarnating as the Hamsa,
You should make an arrangement to save the Tamil
Veda too, i.e., Thiruvaaimozhi of Nammazhwar!
The Lord asked, What should I do for that?
The Azhwar replied, Just like You listen to the
Sanskrit Vedas during Your Adhyayana Utsava in
the morning, You should listen to Thiruvaaimozhi

in the evening during the Adhyayana Utsava!


The Lord gladly agreed to it.
Thirumangai Azhwar further told the Lord, I wish
to bring the divine idol of Nammazhwar from His
birth place, Azhwar Thirunagari to conduct this
Adhyayana Utsava. So please give Your palanquin
(Tholukku Iniyaan) so that Nammazhwar will come
here seated on it!
The Lord acceded to it and merrily gave His
palanquin there itself and went back to His sanctum
sanctorum without the palanquin (called Kai Thala
Seva).
The Azhwar added, I want to take the Sri
Vaishnavas of Srirangam along with me to bring
Nammazhwar here. Therefore, till we return, people
should not recite Divya Prabandham at their homes
or temples. When we come back with Nammazhwars
divine idol, they can recite the Prabandhas in the
Adhyayana Utsava!
Thirumangai Azhwar and the group of Sri
Vaishnavas started to Azhwar Thirunagari on the
day of Karthikai Deepa. Thirumangai Azhwar reached
Azhwar Thirunagari and requested the Lord Adinatha
to send Nammazhwar with Him to Srirangam. The
Lord was initially reluctant to send His beloved devotee
but Thirumangai Azhwar pleased the Lord by chanting
Thirunedunthaandakam and the Lord sent
Nammazhwar with Him.
They returned with Nammazhwar on the Sukla
paksha Dasami of the month of Margazhi.
Nammazhwar was welcomed with all honours and
adorned with Muthangi and Namperumal with Ratnangi.
The ten-day Adhyayana Utsava was conducted
starting from the next day, Margazhi Sukla Ekadashi
(Vaikuntha Ekadashi) onwards.
After completing the Adhyayana Utsava and
leaving Nammazhwar back in Azhwar Thirunagari,
they all returned to Srirangam on the Hasta nakshatra
in the month of Thai.
That is why the period from Karthikai Deepa
to Thai Hastha is regarded as Anadhyayana Kaala
during which Divya Prabandha will not be recited
at homes or in temples.
Thirumangai Azhwar arranged this Adhyayana
Utsava so that the hymns of Nammazhwar wont
disappear over time. Yet, to His dismay, all the hymns
of the Azhwars faded away soon and the Adhyayana
Utsava was no more conducted after Thirumangai

Azhwars period.
Thirumangai Azhwar, who had reached the Sri
Vaikuntha, the eternal abode of the Lord, was upset
about the plight of the divine hymns of the Azhwars
in this world.
At that time, the Lord consoled Him saying
that He had other ideas to propagate the Tamil Vedas
along with rhythm and music.
Many centuries later, Gajanana, a Nitya Suri
and an assistant of Vishvaksena incarnated in
Veeranarayanapura (a.k.a Kaattumannar Koil) as
Naathamuni. He travelled to many Divya Desas and
finally reached Kumbakonam.
There, in the temple of Sri Sarngapani,
Naathamuni happened to listen to a few devotees
reciting a decade of Nammazhwars Thiruvaaimozhi
sung in praise of the Lord Sarngapani, starting as
Aaraavamuthe. Those verses were in chaste tamil
and soaked in the nectar of devotion; Naathamuni
was fascinated by the poetic beauty of them.
The last of those ten verses suggested that
those are only ten among the total of thousand verses
sung by Nammazhwar.
Naathamuni became curious to find the remaining
nine hundred and ninety verses and asked those
devotees if they have them.
But they said that they knew only those ten
verses and directed Him to Azhwar Thirunagari, which
is the birthplace of Nammazhwar, to search for the
remaining verses.
Naathamuni immediately proceeded to Azhwar
Thirunagari and met a devotee called Parankusa Dasa,
who belonged to the lineage of Madhurakavi, the
foremost disciple of Nammazhwar.
But Parankusa Dasa told Him that all the hymns
of the Azhwars had disappeared and he knew only
the set of eleven songs composed by his ancestor
Madhurakavi in praise of Nammazhwar, called Kanni
Nun Siruthaambu. Parankusa Dasa added, If you
chant the Kanni Nun Siruthaambu twelve thousand
times, Nammazhwar will give you darshan!
Naathamuni got upadesa of those eleven verses
from him and began to recite them with utmost devotion
under the tamarind tree, where Nammazhwar did
penance centuries ago.
Nammazhwar was pleased with the devotion
and determination of Naathamuni and gave darshan
to Him. Nammazhwar asked Him, What do you
wish to get from me?
Naathamuni said, I want the thousand verses
of Your Thiruvaaimozhi!
However Nammazhwar not only gave Him
Thiruvaaimozhi, but also the remaining prabandhas
of other Azhwars.

After getting all the four thousand verses of


the Azhwars, Naathamuni properly codified them
as Naalaayira Divya Prabandham (A Collection of
Four Thousand Divine Hymns). He observed that
all the four thousand verses collected by Him except
Iyarpa, had been originally set to music by the
respective Azhwars themselves. Readers would be
aware that while Periyazhwar sang Thiruppallaandu,
He used the bells of the elephant he was riding
as cymbals. Thiruppaan Azhwar had a veena in His
hands.
Therefore Naathamuni decided to set the Divya
Prabandha verses to music in the Deva Gana style
on the model of Udaatta (acute accent), Anudaatta
(grave accent) and Svarita (circumflex accent) of
the Vedas. He also assigned Tamil melodies (pann)
and rhythms (taalas) to all the 1102 verses of
Thiruvaaimozhi. Naathamuni completed the task
with the assistance of His two nephews, Keezhai
Agathaazhwan and Melai Agathaazhwan.
For this magnificent service rendered by
Naathamuni, Swami Desika aptly describes Him
as, The Patron who set the Tamil Vedas to music
with rhythms.
Naathamuni went to Srirangam and revived the
Adhyayana Utsava. He made arrangements to bring
the idol of Nammazhwar from Azhwar Thirunagari
in the Lords palanquin and the idol of Thirumangai
Azhwar from Thiruvaali Thirunagari too.
He conducted the Utsava in a grand manner
for twenty days with all the hymns of all the Azhwars.
He arranged for the Araiyar Seva in which
Araiyars recite the hymns of the Azhwars in a unique
way with rhythm and music.
(Since the distance between Srirangam and
Azhwar Thirunagari was too long and there was fear
of thieves too, new vigrahas of Nammazhwar and
Thirumangai Azhwar were installed in Srirangam itself
during the period of Swami Ramanuja).
The Lord Ranganatha was very happy to listen
to the Divya Prabandha after a very long period and
thanked Naathamuni.
Naathamuni asked the Lord, You are the One,
who has been praised in all the four thousand verses
of the Azhwars. Yet, why did You leave it to Lord
Sarngapani of Kumbakonam to help me in retrieving
the Divya prabandha?
The Lord recalled His conversation with
Thirumangai Azhwar on that Karthikai Deepa day
and said, Thirumangai Azhwar lauded my
Hamsavatara in which I retrieved the Sanskrit Vedas
and asked me to protect the Tamil Vedas too in
the thirtieth verse of His Thirunedunthaandakam.
But in the preceding verse (twenty-ninth), He sang

about Lord Sarngapani of Kumbakonam Sarngapani


is also another form of Mine and Kumbakonam is
called the central Srirangam! So I left it to my form
as Aravamudan to guide you in getting back the
Divya Prabandha!
Thus the Lord Sarngapani retrieved the Divya
Prabandha the Tamil Veda and pleased the Suras,
i.e., Nitya Suris who recite Thiruvaaimozhi along
with Sama Veda in Sri Vaikuntha, just like He pleased
the Suras, i.e., Devas by giving them the Sanskrit
Vedas by incarnating as Hamsa. (All such incarnations
emanate from the Lord in His form as Anirudhdha

the divine words of Sathakopa (Nammazhwar), which


is like nectar to the devotees of the Lord, gives plenty
of joy to the people of the world, satisfies all our
desires and which is the essence of Sama Veda.
Since the Lord retrieved the Divya Prabandha
and gave joy to the Nitya Suris, the actual Suras
,and retrieved the Sanskrit Vedas and gave joy to
the virtual Suras also, He is called SURAANANDA:
the conferrer of cheer to the celestial beings.

Sri Ranganatha Travel Part II

Story so far: The story based on the 14th century


incidents, was written by Sri Venugopalan which is
based on the historic facts elucidated in Madhura
Vijayam composed by Maharani Ganga Devi, Chief
Queen of King Kampanaraya. Two young men Vallabha
and Dutta set out on an expedition to locate the idol of
Lord Ranganatha of Srirangam, which was saved by four
Kodavas from being ransacked by Muslim invaders.
After several adventures the two boys, with the help of
Chenchu tribes found the idol along with one Kodava
who protected the idol for more than eighteen years
deep inside the forest of Chandragiri. Lord Ranganatha
was brought to Tirumala and King Ranganatha
Yadavaraya the ruler of that place patronized the
upkeep of the idol with daily pujas. Coincidentally Sri
Gopanna, commander-in-chief of the Vijayanagaras
mulvoy province reaches Tirumala in search of Lord
Ranganatha and he promises V a l l a b h a h e l p o f
Vijayanagara to restore Lord Ranganatha to Sri
Rangam which enabled Vallabha break his fast unto
death. Vallabha and Datta turned to Kancheepuram on
their way back, ensured safety of Manjari with her
neighbors after the death of Singazhagar who was
the key energy behind theexpedition and left the town
with disguised Vaishnavasas the fort doors were closed
as a defense to animpending attack by Vijayanagar
army. The disguisedVaishnava leader was no other than
theCamphor merchantwho revealed that he was the head
of Intelligencearmy of Vijayanagar. Dutta, Vallabha
and theVijayanagar men managed to kill all their
pursuersand escaped to the foothills of the mountain
on whichSambuvarayas fort exists where at the behest
ofCamphor merchant Vallabha and Datta enter
theRajagambhira fort as Gem merchants to rescue
Makaravizhiyaal. They spot her in the palace and
ensure here safety.Meanwhile, as a first step the Vijayanagar
army mission was u n d e r t a k e n t o c o n q u e r
Sambuvaraya of Rajagambhira. Kancheepuram was
conquered and Kampana Rayas army advanced to
Rajagambhira mountain conquered it and killed the
Raja Gambhira king. The Madurai princes was rescued.
Later, Vallabha and Datta are entrusted with the task
of escorting Princess Madhurangini to Pandya kingdom.
During this long journey, Vallabha expects a heartto-heart chat with the princess to express his love. Meanwhile
when the convoy comes to Mulvoy kingdom Vallabha
gets information that many of the small kings who were
under Sambuvarayas have pledged allegiance to
Vijayanagara emperor which includes his mother land
Sathyamangalam. This has significant influence in
shortening their journey. Enroute Vallabh visits his mother
along with Datta. While Vallabha and Datta along with
the princess were on their way to final destination, they
were attacked by two intoxicated elephants. Vallabha
rescued the princess and both ended up rolling down
into the deep forest where they met an unmarried couple
from Muduvai tribe. The princess had a nice conversation
with Vallabha about the Muduvai tribe practices. Dutta
who came back finding Vallabha warned him not to fall
in love trap but Vallabha could not stop thinking about

Madura. Meanwhile they restored their journey back to
Pudur. Madura was excited as she was nearing her
destination. When they reached Pudur, Madura rushed
to see her father Kulasekara Pandiyan. He was weak
and ill. Both Vallabha and Dutta stayed there for 2 days
under their hospitality, and felt sad thinking the past glory
of the king and his kingdom. When it is time for them to
leave Vallbha felt very sad and bid farewell to Madura
with heavy heart. Vallabha suddenly went back hearing
a call from Makaravizhiyaal and she gifts a royal Pandyan
ancestral sword with gems embedded to him. He along
with Dattacontinue the journey with Vallabha fantasizing
on the Pandyan princess.

Dutta said, Love is a disease like tuberclousis.


It will completely melt you and kill you. It is like
a fire which can burn your body. It spoils a mans
healthy mind and makes him loose his intelligence
and slowly spoils his entire life.
Vallabha turned. There was love in his eyes.
Dutta !even after you advising me on this so much
I still like this state of love. The end result may
be fruitful or not but the experience I undergo now
is very sweet and how do you expect me to leave
that? asked Vallabha.
Dutta dragged him to the inn. The entire night
Vallabha did not sleep. He was fondly fiddling the
sword given by Madura. This was touched by her
and this was close to her body. His mind was
constantly thinking of her.
The next day morning after having his bath he rushed
to Dutta panting for breath and his hair completely
disturbed.
Dutta I am going to tell something to you which
I am planning to do. After hearing it you should

Madhura bid farewell to me recently in the resting

Vallabha was so happy, hugged Dutta and then
jumped and sat on his horse and rode off like a

on the way. He was just rushing to the spot. The


trees were fading away so quickly on both the
sides. The birds flew here and there after hearing
the horse sound. The foamy saliva from the horses
mouth was spilling all over the ground. Wherever
the horse moved the dust rose above them. Vallabha
was riding the horse with full vigour. He had nothing
else in his mind. His eyes was focusing only in
one direction. There was only the sound of the
horseshoes kadak kadak. He was riding the
horse madly. Within about an hour, he could reach
the place, the choultry where Princess Madura
bid farewell to him. The distance which took the
entire day for them on the previous day, he could
cover in few hours. He jumped and removed the
rope from horse neck. The horse relaxed himself
by rolling on the ground. His body was moving
up and down because of his heavy breaths. Even
Vallabhan was feeling giddy. He grabbed the ground
for support. His body and his clothes were fully
wet because of sweat. The hair colour got changed
because of dust. He was still under the impression
of travelling as he could sense the scenes moving
on both his sides. He slowly got up and caught
hold of the pillars. The breath has not come to
normal. The kadakkadak sound of the horse was
still lingering in his ears. He could hear his loud
breath. He caught hold of the pillar very strongly
so as to not to fall down. After few moments, he
slowly relaxed himself. Vallabha became the original
Vallabha slowly. He realized slowly what he had
done. He cried out Madura out of anxiety and
pain of separation.
Here I am Sir! he heard a voice.
He was startled!. He could not believe. Is it
hallucination? He thought his own mind is fooling
him. So he called the name again Madura and
again got the same response. Here I am Sir!. He
was totally shaken and slowly turned back to see
who it is. He saw a shadow of a human. Is she
Madura? he was asking himself with great anxiety
and out of that anxiety he fell down unconscious.
He felt the gentle breeze on his face after regaining
his conscious. Some body was waving hand fan
for him. Where am I now? Is it not the same resting
inn? Who is this beside me? Is it not Madura?
He raised in shock. All these are not dreams. These
are all true. Madura was looking at him with great
composure . Madura how did you come here?
asked vallabha.
Oh sir! I came here for whatever reason you came
here she replied.

Vallabha had a pleasant shock after hearing those


words. Is she really telling the truth?
What are you saying Madura. Are you speaking
the truth? asked vallabha
Yesterday you left and now why have you come
back ? asked Madura.
Madura! Please dont ask me anything. I will not
be able to tell the answer. If at all I have to say
then I may not be able to tell the truth. But you
answer me. You said you came here for the same
reason I came here. What do you mean by that?
asked Vallabha.
She smiled lightly and started speaking.
Sir! In the novel Naganandam, written by great
Harsha the heroine comes to a park. The hero too
comes there. Both of them have never spoken to
each other or never planned to meet there. Then
how come they both are at the same place and
at same time? asked Madura.
Vallabha has read that novel. Both of them had gone
to the park as they were in love with each other.
Is this what she is indicating? That means is she
also in love with me?
Madura!" He called her with full of emotions. She
did not reply but her eyes spoke thousand words.
He called her again. Then she slowly replied back
saying vallabha !
Then he gently touched her .She wiped his tears
with her fingers. The tears from his eyes rolled even
more now when she did this.
Please do not cry. My heart breaks when I see
this. Saying this she wiped his tears with her saree.
Both smiled at each other. Then the young lovers
spent rest of the few moments talking ,expressing
their mind to each other. They both spoke so much
to each other like two rivers which broke all the
barriers and merged .
When the noon passed, Vallabha raised as it is
the time for him to leave. Madura became restless.
She was crying. Then she slowly said, We are
not sure when will we meet again. So let us do
one thing."
What is it?" Asked vallabha.
Let us have our marriage (Gandharva type) performed
here now immediately otherwise I cannot live like
this.
Vallabhan once got stuck in deep emotions. His
ears echoed the advise of his mother Never fall
in trap of eyes and also he recollected his promise
to his mother that he will not marry till he restores
Lord Rangantha back to his destination Srirangam.
Madura! Both our hearts have become one now.
But you have to wait for our marriage as I have given

a promise to my mother that I will not have personal


pleasures till I restore Lord Ranganatha back. The
moment Lord reaches Srirangam we can also get
married. As he spoke this tears were rolling down
his cheeks. Madura did not mind this. She continued
to speak to him in an sympathetic tone. He consoled
her in several ways. Then he explained her in detail
his promise to his mother and its sanctity. In the
end he clearly said, Madura! I will always be thinking
about you anytime and wherever I go. Please firmly
believe now that our hearts have become together,
our life will also become together soon. Let us pray
Lord Ranga for that. Thus consoled Vallabha.
Finally both of them bid farewell after lot of cajoling
and convincing each other and Vallabha fled with
his horse with the same speed back to Dutta.
Ten summers, ten winters,springs and autumn
passed. Ten years passed away like this. Where
is Lord Rangan all these years? When we search
around southern region of India we can see beautiful
serene environment surrounded by five hills and

a small river. We can also find the Lord with the


same yogic smile there. Those hills are not triumala
hills. Those are known as chenchi hills which is
located in the eastern part of tiruvanamalai hills
in the southern region of Thonmandala district. Those
days it used to be known as Krishnapuram. Later
the name got changed to Chenchi, the name of
famous goddess who is located there. In olden
days there used to be two parts of chenchi. One
was called Vishnu chenchi and the other one Shiva
chenchi. Both these regions, hills, land were all
covered by great huge fort. (The ones we see now
were all developed later) There was a famous temple
called Singavaram in the Vishnu Chenchi region.
The rocks on the top of the small mountain were
grafted to make this temple by Pandyas. The
ranganatha idol present in the sanctum sanitorium
is little bigger than our Lord Ranganatha. Our Lord
is presently there along with the deity of Singavaram.

from Chenchi).

Writ seeks recovery of funds from TTD
Chilukuru temple trustee Soundara Rajan moves HC
for justice to help archakas of smaller temples in 2 Telugu
states
Hyderabad: In a move that is supposed to benefit the
Archakas of temples with hardly any income in remote
areas in the two Telugu states, the hereditary trustee of
Chilukuru Balaji temple, M V Soundara Rajan, filed a writ
petition in the High Court at Hyderabad appealing to the
judicature to issue a writ of Mandamus to the Endowment
departments and the governments of two Telugu states
to initiate action to recover funds from the TirumalaTirupati Devasthanams (TTD) and other major temples
under the Endowment Administration Fund and the
Common Good Fund.
A Division Bench comprising Acting Chief Justice
Ramesh Ranganathan and Justice A Shankar Narayana
on Tuesday took on file the writ plea. Senior Counsel P
Raghuram appearing for the petitioner argued that the
amounts were due for over a decade.
The writ states that the Endowment departments and
the governments of the two states are not initiating
proceedings under Section 148 (2) of AP Charitable and
Hindu Religious Institutions & Endowments Act of 1987
for recovery of contributions payable by the TTD and other
major temples to the Endowment Administration Fund
and the Common Good Fund.
The petitioner claims that Rs 387.92 crore under the
Endowment Administrative Fund and Rs 188.61 crore
under the Common Good Fund for the years between
2003-04 and 2012-13 have yet to be recovered from the
TTD and Rs 178.94 crore from other major temples.
The petitioner also prayed for direction to undertake audit
by CAG for the period post-2012-13 for assessing the
amount due from the TTD and other major temples. The
petitioner appealed to the High Court to direct the
governments and the Endowment departments to initiate
proceedings to recover the dues from these temples.
The petitioner recalled that the AP Endowments Act of
1987 had abolished the hereditary Archakatwam and
hereditary trustees of temples.
The petitioner, recalling the Supreme Court judgment in
APSCHE vs Union of India case that the assets and
liabilities of the two successor states after the bifurcation
of Andhra Pradesh should be apportioned without any
discrimination, appealed to the High Court to issue
direction to take care in ensuring that no discrimination
is done against either of the successor state.
The petitioner also sought interim relief by directing the
TTD to deposit contribution of Rs. 387.92 crore to the
Endowment Administration Fund and Rs. 188.61 crore
to the Common Good Fund and also direct the other
major temples to deposit Rs 178.94 crore with the
Endowment Commissioner of Andhra Pradesh pending
disposal of the writ petition.
TTD to file counter
Hyderabad: TTD Board Member G Bhanu Prakash Reddy
said the annual revenue, including hundi collection of
`1,000 crore, is approximately `2,500 cr per annum.
Speaking to The Hans India, the Board Member explained
the income from interest on deposits, sale of hair, laddu
prasadam and rent on rooms would be equal to that of
the expenditure like salaries to the staff and contract
employees, daily purchases, pension to the retired staff

and expenditure to run educational institutions and


hospitals.
In essence, the revenue equals to the expenditure. He
said that it was not proper on the part of the petitioner to
claim separate funds for Telangana.
Bhanu Prakash Reddy said the TTD would file elaborate
answer with all the relevant statistics in the High Court
through the Executive Officer of the TTD seeking justice.

TELANGANA TEMPLE SUES TIRUMALA SHRINE OVER
INCOME
Even as a host of administrative issues continue to be
matters of contention between the recently bifurcated
Andhra and Telangana, a fresh row involving the countrys
premier Tirumala Balaji temple has cropped up and took
a legal turn. Hyderabads famous Chilukur Balaji temple
filed a petition in the High Court at Hyderabad seeking a
direction to the Tirumala Tirupati Devasthanam to pay
Rs 1,000 crore dues to the temples in Telangana. The
HC took up the petition for hearing and called for a report
from the TTD, the AP endowments department and the
Telangana governments within three weeks.
Chilukur temple head priest (and trustee) Dr MV
Soundararajan told Mirror, The TTD has been evading
payment of 7 percent of its annual income to the
endowment administration fund five percent of its income
to the common good fund. The amount due is Rs 1,000
crore as per our calculation.
He said the legal battle has been initiated after exhausting
the first option of representing the matter to the temple.
We have written to the TTD but, failed to get reply from it.
So the legal course, he said. Section 30 of the AP
Endowments Act (as amended in 1987) vests on the
TTD the responsibility of helping the small temples in
the undivided Andhra Pradesh by contributing a total of
12 percent (seven percent for administration and five
percent common good fund) of its annual revenue. The
TTDs budget this year has touched Rs 2,700
crore.According to Soundararajan, the TTD has not been
paying the amount since 2002. Thus, a total of Rs 2,700
crore dues has been accumulated.
A division as per the 58:42 formula, Telangana is to get
Rs 1,000 crore, says Soundarajan. However, a TTD
official, when contacted for clarification, said, The
calculations are hyped. We will respond to the court
notices. Soundararajan says temples with poor income
in Telangana are totally dependent on the support from
the TTD for their routine and to propagate Hindu Dharma.
AP and Telangana have approximately 13,000 and 11,000
temples respectively.

Helping hand to poor Brahmins
Chief Minister K. Chandrasekhar Rao on Sunday stated
that the Telangana Government was committed to
uplifting the poor sections among Brahmin community
as it had been doing for downtrodden and backward
sections in other communities.
At a meeting on welfare of Brahmins held here, he
announced that the government would construct a
Brahmin Sadan on 10 to 12 acres of land in Hyderabad
and it would be a platform for development and welfare
measures for the community.
The government had already allocated Rs.100 crore for
the Brahmin community in the budget and the Brahmin

DR. HARIPRIYA RANGARAJAN PASSED AWAY

Renowned iconographist Dr.Haripriya Rangarajan (81), wife of Dr.C.Rangarajan, Former Reserve Bank of India,
and former Chairman, Economic Advisory Council to the Prime Minister passed away here on Wednesday
afternoon following a brief illness. She was a member of Indian History Congress and has penned several books
including one on Vaishnavism in Gujarat and another on the iconography of Varahi. She was working on a volume
on Dakshinamurthy. A native of Vellore, she obtained her doctorate from Gujarat University. She is survived by her
husband, son, daughter and four grandchildren. The final rites were performed in the evening. - EDITOR
