Section 6(E) of Republic Act No. 8424, otherwise known as the "Tax Reform Act of 1997",
authorizes the Commissioner of Internal Revenue to divide the Philippines into different zones or
areas and determine for internal revenue tax purposes, the fair market value of the real properties
located in each zone or area upon consultation with competent appraisers both from private and
public sectors.
By virtue of said authority, the Commissioner of Internal Revenue has determined the zonal
Values of Real Properties in Novaliches , Quezon City (5th Revision) within the jurisdiction of
Revenue District Office No. 28- Novaliches , Quezon City, Revenue Region No. 7- Quezon City after
a public hearing was conducted on October 27, 2010. This order is issued to implement the Revised
Zonal Values of Real Properties for purposes of computing any internal revenue tax due on sale/
transfer or any other disposition of real properties.
The zonal values established herein shall aplly provided the same is higher than (1) the
fair market value as shown in the schedule of values of the provincial or city assessors and (2)
the gross selling price/consideration as shown in the duly notarized documents of sale or transfer
of real property.

Section 16 (e) of the Tax Code, as amended by Presidential Decree No. 1994, authorizes the
Commissioner of Internal Revenue to divide the Phillippines into different zones or areas
and determine for internal revenue tax purposes, the fair market value of the real properties
located in each zone or area upon consultation with competent appraisers.
By virtue of said authority, the Commissioner of Internal Revenue has determined the zonal
values of real properties located in Quezon City under Revenue District Office No. 30 and
Revenue District Office No. 30-A, North and South, Quezon City, respectively after a public hearing
conducted thereon for the purposes. This Order is issued to implement zonal values for land and
the zonal values for land and improvements in the case of condominiums in Quezon City as shown
in Annex "A" hereof to be used in computing any internal revenue tax.
In case the gross selling price or the market value as shown in the schedule of values of the
Provincial or City Assessors is higher than the zonal value established herein, such values shall
be used as basis for computing the internal revenue tax.
