OTTAWA The Liberals have issued
a report card on their own performance,
and it turns out they are absolutely
brilliant at being the government.
The first mandate letter tracker
looked at the 364 commitments the
prime minister made in his missives
to ministers and assessed whether they
had been completed, were underway or
were not being pursued.
The government did not quite give
itself a gold star but the message was
clear: great progress is being made and

Fund
Ontario is now accepting applications
for the 2018-19 Ontario Sport and
Recreation Communities Fund from
not-for-profit organizations, with a
new stream this year geared towards
projects for seniors that boost physical
activity and healthy living.
The fund supports one or two-
year projects aimed at increasing
opportunities for people of all ages
so that they can become more active,
new challenges are being tackled every
day with a positive attitude.
This is the first time that this kind of
exercise has been made public, as part
of Ottawas open by default policy. achievements to date.
The government claimed 66 of its
commitments have been completed,
218 are underway and on track, 13 are
underway with challenges, three are
not being pursued and 21 are on-going
commitments.

Remembrance Day
Remembrance Day (sometimes known
informally as Poppy Day) is a memorial
day observed in Commonwealth of
Nations member states since the end
of the First World War to remember
the members of their armed forces
who have died in the line of duty.
Following a tradition inaugurated by
King George V in 1919,[1] the day is
also marked by war remembrances in
many non-Commonwealth countries.
Remembrance Day is observed on 11
November in most countries to recall the
end of hostilities of World War I on that
date in 1918. Hostilities formally ended
"at the 11th hour of the 11th day of the
11th month", in accordance with the
armistice signed by representatives of
Germany and the Entente between 5:12
and 5:20 that morning. ("At the 11th
hour" refers to the passing of the 11th
hour, or 11:00 am.) The First World War
officially ended with the signing of the
Treaty of Versailles on 28 June 1919.[2]
The memorial evolved out of Armistice
Day, which continues to be marked on
the same date. The initial Armistice

The red remembrance poppy has become
a familiar emblem of Remembrance
Day due to the poem "In Flanders
Fields" written by Canadian physician
Lieutenant-Colonel John McCrae. After
reading the poem, Moina Michael, a
professor at the University of Georgia,
wrote the poem, "We Shall Remember,"
and swore to wear a red poppy on the
anniversary. The custom spread to
Europe and the countries of the British
Empire and Commonwealth within
three years. Madame Anne E. Guerin
tirelessly promoted the practice in
Europe and the British Empire. In the
UK Major George Howson fostered
the cause with the support of General
Haig. Poppies were worn for the first
time at the 1921 anniversary ceremony.
At first real poppies were worn. These
poppies bloomed across some of the
worst battlefields of Flanders in World
War I; their brilliant red colour became
a symbol for the blood spilled in the war.

Ontario Implementing Plan to
Create Fairness and Opportunity

Province Releases 2017 Ontario Economic
Outlook and Fiscal Review
Ontario is moving forward with its plan to
create fairness and opportunity for people
across the province with the release of the
2017 Ontario Economic Outlook and Fiscal
Review.
Charles Sousa, Minister of Finance, delivered
the 2017 Review today in the legislature,
outlining new measures to grow the economy
and help people thrive in an uncertain global
environment.
The government will balance the budget this
year, as well as the next two years. A balanced
budget means more funding for the programs
and services people rely on most, such as
health care and education.
While Ontario's economy has grown faster than
Canada's and those of all other G7 nations for
the past three years, the government recognizes
that the numbers do not tell the whole story.
Many people are facing uncertainty and
challenges. The measures in the 2017 Review
respond to this uncertainty and will help create
greater fairness and opportunity for all by
supporting the right conditions for families and
businesses to succeed.
Strengthening Health Care
Ontario is set to launch the most significant
expansion of medicare in a generation with
OHIP+: Children and Youth Pharmacare.
Starting January 1, OHIP+ will provide free
prescription medications for everyone under
25, ensuring parents never have to choose
between paying for their children's prescription
drugs and providing other essentials.
In addition, Ontario is boosting supports for
seniors to ensure they are able to access the
services they need at every stage of their lives.
Aging with Confidence: Ontario's Action Plan
for Seniors includes a $155-million investment
over three years. Working with sector partners,
the plan also commits to creating 5,000 new
long-term care beds by 2022 and more than
30,000 beds over the next decade. These new
beds are in addition to the 30,000 existing beds
in Ontario that are being redeveloped. The
government will also increase the provincial
average to four hours of direct care per long-
term care resident per day when fully phased
in.
The province is also investing to improve
care for all patients, with an additional $618
million for hospitals this year to provide
faster access to procedures, new programs and
digital technology. And, to support a smooth
transition for patients discharged from hospital,
the government is investing an additional $40
million to help patients receive care at home.
Investing in Education, Skills and Training
Starting this school year, more than 210,000
college and university students are receiving
free tuition thanks to the new Ontario Student
Assistance Program (OSAP). As a next step,
the province will implement net tuition billing
to ensure that college and university students
receive a reduced upfront bill with OSAP
already factored in. Ontario is also proposing
to recognize Indigenous Institutes as a third
pillar of the postsecondary system alongside
colleges and universities.
To continue supporting young people as
they begin their careers and transition to
the workforce, Ontario is providing new
incentives for businesses to employ youth.
Beginning in 2018, the province will provide
$124 million over three years in supports for
youth aged 15 to 29 to support employer hiring
and retention. A small business with fewer
than 100 employees would receive a $1,000
incentive for hiring a young worker and a
$1,000 incentive for retaining that worker for
six months.
The government is launching a new grant that
encourages employers to help apprentices
complete their training programs, and is
expanding support to five additional trades. The
province is also modernizing its apprenticeship
system to improve completion rates creating
clearer pathways to jobs and increasing
opportunities for underrepresented groups.
Creating Fairness and Opportunity
Ontario's Fair Housing Plan has helped to
stabilize the real estate market and make
housing more affordable. As part of the plan,
the expansion of rent control to all private
market units in the province is ensuring that
people are not subject to large, unfair spikes in
rent. To continue helping families buy or rent a
home they can afford, the province established
a roundtable on housing development
approvals. It has issued recommendations
that will help address housing affordability
challenges, increase supply and support mixed-
use communities that make more efficient use
of land and infrastructure.
One-third of all workers in Ontario are
employed by small businesses. The province
is helping to build a dynamic and competitive
business environment by providing more than
$500 million over three years in new initiatives
to lower costs for small businesses and promote
growth. This includes the proposed 22 per cent
cut to the Corporate Income Tax rate for small
businesses. Along with recent measures, such
as lowering Workplace Safety and Insurance
Board average premium rates and other
business-focused initiatives, this would result
in $1.9 billion in provincial support for small
businesses over three years.
Ontario's plan to create fairness and opportunity
during this period of rapid economic change
includes a higher minimum wage and better
working conditions, free tuition for hundreds
of thousands of students, easier access to
affordable child care, and free prescription
drugs for everyone under 25 through the
most significant expansion of Medicare in a

Ethiopia: Ethnic Conflict by Government Design
In an attempt to distract attention from
unprecedented protests and widespread
discontent, the Ethiopian Government
has engineered a series of violent ethnic
conflicts in the country. The regime blames
regional parliaments and historic territorial
grievances for the unrest, but Ethiopians
at home and abroad lay the responsibility
firmly at the door of the ruling party who,
its claimed, are manipulating events.
Ancient ethnic disputes and long-forgotten
wounds are being inflamed: since August
hundreds of innocent people have been
killed, thousands are displaced, and are
now homeless and afraid. The perpetrators
of the violence as well as the victims are
puppets in the Theatre of Division being
orchestrated by the politicians in Addis
Ababa and the military men.
The ruling party first tried to inflame
relations between Christians and Muslims;
now they have intensified their long-term
plan to divide the countrys ethnic groups.
In addition to turning attention away from
activists and opposition parties demands,
their aim appears to be to drive a wedge of
suspicion and anger between communities
and present the demonstrations as local
disputes rooted in ancient ethnic feuds.
Since late 2015 unprecedented numbers
of people have taken to the streets in
towns and cities across the two most
populated regions Oromia and Amhara.
The government reacted with intolerance
and violence to this democratic outrage;
hundreds were killed by security forces,
thousands arrested without charge.
Unable to stop the protests and unwilling
to enter into discussions with opposition
groups, in October 2016, the ruling party
imposed a six-month State of Emergency.
The directive, which contravened a range
of International laws and human rights
conventions was eventually lifted in
August 2017. Protests resumed virtually
immediately, and, not surprisingly have
been met with the same unbridled violence
as before. The paranoid politicians in
Addis Ababa fail to realize that with every
protestor they kill, beat and arrest, anger
towards their brutal rule intensifies resolve
hardens.

Indications are that Ethiopia is at a
cusp of a revolution, at crossroads.
Some who are old enough to remember
the weeks and months leading up
to the fall of the Derg regime are
experiencing a Dj vu. Sure enough,
the continuing crisis facing the
TPLF-dominated government both in
Ethiopia and abroad has taken its toll
on the fundamental pillars supporting
the regime. Its legitimacy within and
outside Ethiopia has taken a hit; its
military prowess has encountered
some setbacks here and there; its
stanch supporters and cadres are
realizing that their undoing is around
the corner; its economic base has been
showing signs of crumbling; and its
leaders are in disarray. That said, TPLF
propaganda that infected Ethiopians
both at home and abroad has stood the
regime in good stood. One area where
the propaganda has been successful
in establishing a more favourable
opinion for the regime is that on

Regime Duplicity
Ethiopia is divided into 11 regions including
the capital, Addis Ababa. The government,
as well as senior members of the military
and judiciary is dominated by men from
Tigray, a small area in the North-East of
the country. In 1995, four years after taking
power, the EPRDF initiated a policy of
Ethnic Federalism. Compulsory ID cards
were introduced in which family ethnicity
is registered. By forcing individuals (many
of whom have mixed heritage) to choose
an ethnic group, the scheme strengthened
ethnicity and with it social division; many
believe this was the intention.
Although people from different ethnic
groups commonly populate regions, Ethnic
Federalist policy allows for minorities to
rule their own regions, fuelling resentment
amongst majority groups. Segregated
schools based on ethnicity have developed,
regional languages are encouraged, flags
flown, separate court systems and police
forces allowed to evolve.
It doesnt take much to irritate historic
ethnic wounds, and the ruling party is adept
at it. They have employed the media to stir
up trouble, reminding people of past ethnic
conflicts, rubbing salt into old wounds.
Members of the security forces have been
utilized to carry out attacks masquerading
as civilians, resulting in eruptions between
various ethnic groups; principally ethnic
Somalis living in the Ogaden region and
people in Oromia, as well as between
Oromos and Amharas.
The border between Oromia and the
Ogaden region is the longest in the
country. It has been the subject of tensions
for years, tensions that have proved
ripe for orchestrating conflict between
the two groups. Soldiers from the Liyu
Police, a quasi-paramilitary group that
has carried out terrible atrocities (such
as indiscriminate killings, gang rapes,
arbitrary arrests and torture) within the
Ogaden region for years, have been sent
into neighboring Oromia towns (dressed
as civilians) to murder Oromo people.

In this essay, I present arguments
to expose the flaws in the rosy, yet
deceptive, economic narratives the
regime peddles.
The TPLF regime trumpeted a
persistent, double-digit economic
growth of Ethiopia. Credible
evidence to support such claims is
missing, however. Data from the
IMF and the World Bank provide
a substantially reduced figures of
economic growth. To what extent are
the data credible? Some argue that
the data are doctored by the TPLF
regime and thus are untrustworthy.
Relatedly, some dispute the reliability
of the data used by the IMF and the
World Bank by questioning the ability
of these multilateral institutions to
access credible data. The question of
data credibility is an important one;
attempts to answer these questions are
welcome. However, I believe that by

70,000 have sought shelter just east of the
city. Several thousand more are huddling
in a makeshift camp in the West. Most are
Oromos.

few local people accept; most, if not
all believe that the EPRDF initiated the
violence to weaken Oromo resistance to

Resistance to the EPRDF is not limited to
the Oromos: the majority of the population
is desperate for change. People want the
regime to step down, for open and fair
democratic elections to be held in which all
parties can take part, for political prisoners
to be freed, for human rights to be observed
and for the constitution (a liberally worded
dusty document the EPRDF drafted) to be
adhered to.
The need for unity
focusing too much attention on the
veracity or otherwise of these data and
its sources, we are overlooking other
key questions surrounding TPLFs
deceptive game/narrative of economic
miracle. To be candid, Ethiopia has
witnessed some economic growth,
likely with rates much lower than the
regime publicizes. Acknowledging
this is useful as it helps us go past this
issue and focus our attention on other,
no less fundamental, flaws. Aside
from the data credibility concern,
the TPLFs claim of economic
miracle suffers an array of logical and
practical complications related to the
issues of causation, development, and
sustainability.
The TPLF and its cadres pretentiously
declare that Ethiopias economic
growth is a direct consequence of the
policies adopted by the government.
This argument is flawed as it
confuses correlation with causation.
Yes, TPLF reigned in a period of
economic growth. However, in no
way does that support the idea that
TPLFs policies caused the economic

contrary, Ethiopia is essentially a one-
party state in which power is monopolized
by the EPRDF, which despite claiming
to be a democratic coalition, is in fact a
dictatorship ruled by men from Tigray
under the TPLF banner. It is an illegitimate
government supported by the West,
America, Britain and the European
Union (EU) being the largest benefactors
politically and economically. With the
exception of the EU, these powers not only
remain silent in the face of State Terrorism,
but also spread Ethiopian propaganda
through the mainstream media and act in
collusion with the EPRDF in relation for
example, to the arrest of opposition party
leaders.
Instead of supporting the ruling party,
donors should be applying pressure on
it to respect human rights and adhere
to the democratic principles laid out in
the countrys constitution. Their silence
and dishonesty makes them complicit in
the crimes of the government, which are
heinous and widespread.
The EPRDF regime is a life-sapping cancer
at the heart of Ethiopia; it has exercised a
vicious grip on the country for the last 25
years, but now there are signs that their
hold on power is weakening. In addition to
huge demonstrations (that would have been
unheard of just a few years ago), opposition
parties based outside the country have been
forming alliances and a number of high-
level regime resignations have taken place.
While there are a few voices among
opposition groups calling for an armed
uprising, the majority recognizes that
the most powerful weapon against the
government is unity and collective action.
When the people unite, there is nothing they
cannot achieve; the ruling party knows and
fears this, which is why they have enforced
policies that cultivate division. In the face
of recent ethnic conflicts the need for unity
is greater than ever, and all efforts must
be made to bring people together in the
pursuit of freedom and democratic change.

political power governed the country
under similar time and conditions,
it is not possible to understand the
role, if any, of TPLF policies to the
economic growth. In fact, evidences
suggest that the economic growth is
attained mainly because of the foreign
capital injected into the economy
through massive foreign aid/debt and
spillovers from globalization. In fact,
there are reasons to believe that TPLF
has played a rather counterproductive
role in the economic growth. Its

that it had the intention to advance the
collective interests of Ethiopians. In
contrast, the TPLF is a banditintent
not on seeing Ethiopians prosper but
on looting whatever wealth Ethiopia
can generate and/or attract.
The third problem with the economic
growth narrative is that it gives no
attention to the sustainability of
the growth. Sustainability requires
efforts toward avoiding or limiting
any social tensions that may arise in
the country. However, TPLF seems to
feed off such social tension. In fact,
it deliberately creates rift between
different tribes and sects; creates
and/or capitalizes on fault lines; and
alters historical accounts or generate
their own to breed animosity between
or among people. While this serves
the purpose of preserving their
political and economic power, the

that these crucial elements are missing
and hence its only a matter of time
before the economic growth comes to
a screeching halt.
In conclusion, TPLFs propaganda
that it has brought about an economic
growth and that Ethiopia has registered
double-digit economic growth
doesnt pass muster on multiple
grounds. As well as the questions
on data credibility, we need to raise
questions of causality, development,
and sustainability to fend off threats
from such deceptive propaganda and
foster awareness among those who are
sitting on the fence.
