1.0 Introduction
1.1 Purpose
The purpose of this document is to establish a uniform approach to the use and design of
‘Signs and Signboards’ and is intended for use by PDO and their nominated Consultants
and Contractors for the development and operation of Company facilities.
- Set the Company standards for facilities along the facilities life cycle.
This document supersedes the ERD-89-01 ‘Signs & Sign Boards’. Other than the
conversion or formatting, the following are the main changes to this document.
- Section 2.4.5 ‘Highway Signs’ are revised and Mandatory Warning Signs for the
Graded/Tarmac transition & requirements are added as new.
- Mandatory Warning Sign for the Graded/Tarmac transition sign details & its layout
are added as new in Appendix C section C.5.11.
The content of signs require the approval of the Company’s Public Affairs & Information
Department (HXM).
Purchase orders, shall be raised by HXM for procurement and supply by the Company’s
Supply Department (FPP).
Stock items should be withdrawn from stores through the Company’s Supply Department
(FPS) at Company’s Mina Al Fahal office. .
It should be noted that the department references given in this document are based on the
current status of the PDO organisation at the time of preparation of this specification. It is
the responsibility of the User to check and to get the approval from the concern authority.
For all HSE requirements, the User should refer the CP-122 ‘Code of Practice for Health,
Safety and Environmental Protection’ and other documents referenced therein.
Custodian of this document is the Corporate Functional Discipline Head (CFDH) of Civil
Engineering. The revisions of other standards referred to in this document are those current
at the date of issue of this document. Any User of this document, who encounters an
inaccuracy or ambiguity, is requested to notify the CFDH using the SP user-comment form
provided in Appendix-E.
Reviews and modifications or changes to the specification will normally be made by the
CFDH every four years or earlier when justified.
This document shall be read in conjunction with the latest revisions of the following
Standards, Specifications and Codes.

Any deviations from this part of Specifications shall be subject to Company approval and
shall be advised in writing to the Custodian.
In all cases the Company determine the adequacy of the design carried out and works
executed by the Contractor in accordance with this Specifications.
The Contractor shall throughout the progress of the Work have the strongest regard for the
Health, Safety and Environment of all persons and/or places upon and around the Worksite
and shall keep the Worksite and the Work in an orderly state appropriate to the avoidance
of danger to all persons and properties and shall provide its personnel, at the Contractor's
cost, with protective clothing and equipment as may be required for the Work under the
Company's Safety Regulations.
2.0 Scope
2.1 General
This document specifies the requirements for signs and signboards on or relating to
Company facilities. The Standard does not include the Company Logo (Figure 1), which is
detailed in the Petroleum Development Oman Corporate Identity Publication, copies of
which are available from the Company Public Affairs and Information Department, (HXM).
Use of the corporate identity, text and/or symbols shall be referred to HXM.
This Standard also does not include road markings for which design details are in:
SP-1279-R Specification for Civil & Building Construction – ‘Roads and Paving Works’
and other standards referenced therein.
In addition, this Standard does not include the use and manufacture of engraved signs.
Finally, this Standard does not include equipment identification marking systems, which
are detailed in the relevant discipline ERDs and SP’s.

In the selection of a sign, the following should be addressed with the objective to
standardise and ensure clarity of communication.

2.3.2 Location
Sign and signboard details shall take account of the location, which may be:
- Outside a facility
- Inside a facility
- Outside a building
- Inside a building
Signs should be located, not only so that the message has maximum impact, but also so that
it cannot be misinterpreted, and that the sign does not in itself constitute a safety hazard.

2.3.5 Material
Sign and signboard materials shall be appropriate for the size and location. The standards
materials are:

2.4.1 Language
All signs shall have wording in both Arabic and English. The Arabic script shall be above
or to the right of the English script, and shall be of equal size and prominence.
English script shall be in Helvetica Medium, upper and lower case letters.
Sign wording shall be agreed between the Company Public Affairs & Information
Department, (HXM) and the User, in consultation with relevant authorities, and shall be
subject to the approval of HXM.
Translation of the wording between English and Arabic shall also be subject to the approval
of HXM.
2.4.3 Symbols
Symbols and pictorial representations on signs shall comply with standards listed in
Section 1.4 of this specification. Symbols not listed shall be designed to be as simple as
possible, clear in interpretation and shall include an explanation in both Arabic and
English. Such designs shall be subject to the approval of HXM.
Signs showing the Company identity, locations and or departments, shall comply with the
requirements of the Company Corporate Identity Publication.
Size of script shall be designed for an 80km/h maximum road speed for graded roads and
100km/h maximum road speed for primary asphalt roads. However, script on direction
signposts at road intersections may be designed for a 50km/h maximum road speed for both
graded and asphalt roads.
Mandatory Warning Sign as given in Appendix C section C.5.11 shall be required below
the danger warnings at all junctions of the graded/tarmac transition to give more
information about the dangerous situation.
Street name signs in Ras al Hamra, Mina al Fahal and Interior Camps shall comply with the
requirements of:
2.4.7.1 General
Safety signs shall comply with the requirements of the International Standards listed
Section 1.4 of this document.
The Company Logo, name and Corporate Identity shall not be used on safety signs within
Company facilities, except in special circumstances, subject to the approval of HXM.
A general guide for the size of safety signs, showing symbols only, relative to viewing to
distances is given in Table 1. Sizes may have to be increased if both symbol and wording
are incorporated. Sizes shall be subject to the approval of HXM.

2.4.7.3 Colours
Safety colours and their meanings are given in Table 2, together with examples of their use
and the contrasting colours that shall be used, if required.
Note
Materials used for signs or signboards shall be suitable for local environmental conditions
to ensure that they do not fade nor deteriorate due to long exposure to ultraviolet light,
wind or sand abrasion.
Proprietary signs from an approved source may be used for all works, subject to materials
specification and wording approval by HXM. A list of approved signs, which may be held
in stock by the Local Agent, is given in Appendix A of this document.
Aluminium alloy sheets shall conform to ASTM B 209, 6061-T6 aluminium, degreased and
alodine- treated, or equal and approved.
Sign Posts shall be of grade 43 steel conforming to BS 7668, BS EN 10210 and other
appropriate standards as listed in section 1.4.2or equal and approved. Corrosion protection
for signposts shall be by galvanising or painting. Galvanising shall conform to BS EN ISO
1461 Hot Dip Galvanised Coatings on Fabricated Iron and Steel articles. .
Signs outside a building which, may be required to be read at night, shall be reflective from
vehicle headlights or other source of artificial light.
Signs shall be erected so that the edge and face of the sign are truly vertical and the face is
at an angle of 92o to the centreline; that is facing slightly away from the centreline of the
lane, which the sign serves. Where lanes divide or are on sharp curves, sign faces shall be
oriented to be most effective both day and night and to avoid specula reflection and glare.
External wall or fence-mounted signboards may be manufactured from 0.711 mm (22 swg)
aluminium plate, drilled and plugged to walls. Adhesives shall not be used to fix
signboards to background surfaces.
Sign face, script and symbols should be cut vinyl, vacuum applied with a heat-activated
adhesive.
Where connection of large aluminium sheet signs to a steel-stiffening frame is required, the
exposed rivet heads shall be painted on the sign face to properly match the colour of the
surrounding material.
Signboards having sides greater than 1200 mm but less than 4000 mm shall be framed with
40 x 40 x 4mm MS angle. Signboards having sides greater than 4000 mm but less than
6000 mm shall be framed with 50 x 50 x 5 mm MS angle. Signboards having sides greater
than 6000 mm shall have individual framing and support design.
Supporting posts for signboards shall be rigidly set in mass concrete of suitable size to
resist prevailing wind loads.
Posts supporting signboards, except for highway signs and street name signs, shall be
painted with alternate, equal black and white bands in accordance with:
Colours of posts for highway signs shall comply with the requirements of ‘The Oman -
Highway Design Manual’.
Colours of posts for street name signs shall comply with the requirements of The Sultanate
of Oman, Directorate General of Technical affairs, Capital Municipality, Department of
Inspection, Naming & Property Numbering.
Foundations for signboard supports should be designed to suit each particular application.
However, as a guideline, the foundation for a 0.5m2 sign supported on a single post should
comprise 0.1m3 mass concrete.
Concrete shall be placed against undisturbed excavated faces, except that the top 150 mm
of each footing shall be formed. The entire footing shall not be formed without the
Company approval.
Concrete shall be thoroughly compacted and spaded to eliminate all voids. Tops of
footings shall be finished with a wood float and all exposed edges shall be rounded with an
edger.
Backfill shall be thoroughly compacted by mechanical tampers, and care taken to prevent
damage to the finished concrete. Backfill shall be brought up level with the finished
ground line.
Pipe post bases and/or posts set in concrete shall be firmly supported plumb vertical and at
the proper elevation.
After installation of signs on their supports all bolt heads, screw heads, and washers, which
are exposed on the face of the sign shall be painted. The colour of the paint used shall be
as nearly as practical the same as the colour of the background or message area at the point
where the bolt, screw, or washer is exposed.
Where aluminium signs are mounted with steel hardware or on steel posts, approved
asphalt, nylon, or neoprene insulation shall be installed at all points where dissimilar
metals come in contact.
Sign face, script and symbols should be cut vinyl, and hand application may be used for
internal signs, or silkscreen finish.
2.7.1 Qualification
Signs shall be procured from Manufacturers and Vendors approved by the Company, as
listed in:
The sign Manufacturer shall ensure that all Arabic script used is as specified.

The Company shall be granted, on request and during normal working hours, access to any
part of the Manufacturers workshop.
2.7.5 Documentation
Delivery Notes, Invoices or Manufacturer’s Certificates for signs and sign materials,
supplied in accordance with this Standard shall clearly indicate technical criteria and
unique procurement data for each sign.

With signboards drilled for fixing, the manufacturer shall supply sufficient paint, matching
with the background colour, to cover exposed fixing heads.
2.7.7 Guarantee
Vendors shall provide a guarantee of 5 years minimum against deterioration of signs due to
local environmental conditions.
2.7.8 Approval
The Company retains the right to reject, or stop manufacture, of any sign or signboard,
which fails to meet the requirements of this Standard.
The cost of remedial work shall be borne by the Vendor of the sign or signboard.
Signs procured directly from the Company’s procurement and supplies department
FPP&FPS shall have MESC numbers and are listed in appendix A. Contractor shall
procure these items directly from the Company by means of Materials Requisition (MR).
Signs manufactured by Signs & Labels Ltd or any other equivalent manufacturers, may be
held in stock by the Local Agent. These items shall not have MESC numbers and are listed
in Appendix B. Contractor shall get formal approval from the Company by means of
Materials Requisition (MR).
Refer Standard signs catalogue in Appendix C for the selection of signs type, reference
number sizes and material specifications.

Appendix A: Sign Type & MESC Number
The following signs shall be procured directly from PDO supplies department and its
MESC numbers are as follows.

The following signs are not having any MESC numbers and shall be procured directly from
the Signs & Lables Ltd. Or any other Company approved Local Agent. Refer PGSC list for
approval details. The sign reference numbers given below are taken from the manufacturer's
Middle East Catalogue. Most of the signs in this catalogue are available in two materials,
suitable for use inside buildings, i.e. self-adhesive vinyl or rigid 0.7 mm PVC.
