INTRODUCTION

Barangay 402, Zone 41 is located at District IV, Sampaloc, Manila. It is

bounded by Delgado Main 1 & 2, Guidote, Legarda, Patato, Palmera, San

Anton and J. Figueras Street (formerly Bustillos St.) including Sampaloc

Market which is within the jurisdiction of barangay.

The barangay has a population of approximately 4,000 people with 800

families. Its daytime population count is about 2,500 while during nighttime,

it counts about 3,900. It has almost 2,200 registered voters as of 2015, and

as of the moment it is recorded as the second to the highest registered voters

in the 4th district of Manila. For the next couple of years, the population is

expected to grow due to the continuous construction of residential buildings

within the barangay that is expected to accommodate number of new

inhabitants.

The aforementioned barangay is located within the vicinity of churches,

public market, LRT Station, Malacañan Palace, universities along Manila such

as National University, University of the East, and Unibesidad de Manila and

other business establishment which is a walking distance from the barangay.

The barangay has a lot of present business establishments of assorted

sorts. To name a few, it has twenty-five Sari-sari stores, two drug stores, four

bank establishments, eight pawnshops, six salon/parlor, two medical clinics,

three bakeries, three dry market, three computer shops and couple of others

more. The barangay likewise has number of institutional establishments along

its vicinity which includes one school, four chapel and grotto, and one public

market.

The Barangay is headed by Ms. Cythia C. Escauso, the Barangay

Chairman of Barangay 402. The barangay kagawads are listed as follows: Mr.

Edilberto A. Escauso, Mr. Luis M. Villafuerte, Mr. Reynaldo C. Gatpo,

Mr. Edwin B. Pangan, Mr. Novie D. Gatpo, Mr. Janiero P. Trinidad, and

Mr. Manuel O. Gordovez. The Barangay Secretary is Ms. Corazon S.

Espino and the Barangay Treasurer is Ms. Jomelyn Jie B.; Caratiquit.

The social status of the barangay is determined according to the

percentage of estimated social structure. The estimated social structure on

Low level is at 35%. On the other hand, the estimated social structure on

Middle level is at 53%. Lastly, the estimated social structure on High level is

at 12% with a total of 100%.

Along the vicinity of the barangay, there are an identified area of both

flood and fire. Flood prone areas includes San Anton Street and a portion of

Main Street near Estero de Alix, flood in these areas are expected to last at

least 30 minutes and at most 1 hour. On the other hand, fire prone areas

includes Delgado Street, Guidote Street, and Palmera Street.

Garbage collection in the barangay is done two times per day. Collection takes

place between 4-6 A.M. and between 6-8 PM. The subtotal garbage generated

per day is 330 kg plus the garbage generated by the Sampaloc Market which

is about 70 kg adding up to the overall total of 400 kg garbage per day.

Barangay 402 is likewise active in involvement to non-government

organization. National Service Training Program (NSTP) has chosen Barangay

402, Zone 41 as Local Government Unit (LGU) partner in the training of its

students to inculcate them the citizenship of Makadiyos, Makatao, Makabayan,

and Makakalikasan. NSTP students from different colleges and universities

have been doing programs in the barangay such as medical and dental

mission, supplemental feeding programs, health hygiene seminar, literacy and

livelihood program in coordination with the support of sangguniang barangay.

On disaster risk reduction and management activities, the Sangguniang

barangay set the direction, development, implementation, and coordination of

disaster risk management programs within the jurisdiction of barangay. They

organize and conduct training, drills, orientation programs and knowledge

management activities on disaster risk reduction and management at the local

level. The Sangguniang Barangay installed an early warning devices such as

speakers, buzzers, and fire alarms placed within the jurisdiction of barangay.

Barangay 402, Zone 41 Barangay Hall Analysis

The Barangay Hall of Barangay 402, Zone 41 is located at Main Street,

Sampaloc, Manila. It is a two-storey structure that serves as office, storage,

and daycare center for the whole barangay. Found on the ground floor of the

barangay hall is the SK headquarters, Barangay tanod outpost, and the

daycare center. On the second floor houses the office of the Barangay

Secretary and likewise the office of the Barangay Chairman. Other facilities

are also present in the barangay hall such as public toilet, storage, and public

announcement area.

On Safety and Emergency, the barangay hall has an installed CCTV

system that is likewise spread along the vicinity of the barangay. It has also

an installed megaphone used for public announcements. The barangay hall

has also a gate located at the entrance of the Main Street itself.

On Legal, the barangay hall has an existing office of Sangguniang

Kabataan located at the ground level of the barangay hall. The area for the

officer-of-the-day is likewise located at the ground floor. The office of the

secretary and the office of the Barangay Chairman, on the other hand, is

located on the second level of the structure.

On Education, the barangay hall has an existing Daycare Center located at

ground level on the right side of the main barangay structure.

On Health and Environment, the barangay hall an installed green wall

along the staircase. There also can be found is the public toilet located below

the staircase. Air conditioning units are likewise installed on offices in the

barangay hall.

On Work, the barangay hall has a designated area for the Barangay

Secretary where he/she does legal paper works. It is located at the second

level of the structure. It serves as the transitional space to the office of the

Barangay Chairman.

On Social and Entertainment, the barangay hall has a designated

area where the announcement board is located. Also, a megaphone is present

that helps the barangay officers to disseminate information to the people. The

Main Street, the street facing the barangay hall itself serves as the open

grounds where special events are often celebrated.

Despite presence of essential spaces and facilities in the barangay hall,

some vital and of utmost importance spaces and facilities are still lacking and

shall need to be constructed in order to make the quality of life in the barangay

so much better. Due to this, the following are the proposed facilities and

spaces that could, on way or another, help improve the way of living of every

resident of the barangay;

On Safety and Emergency, the barangay hall should have a

designated space for storage large enough for emergency equipment. Tanod

outpost should be independent facility instead of a multi-purpose

space/facility.

On Legal, the barangay should have a lobby or a desk specializing on

orientation of people and likewise could also serve as a complaint desk for the

residents of the barangay.

On Education, the Daycare Center should be independent structure and

should be made bigger and better that the existing. The proposed space needs

to be conducive for learning and should inspire knowledge towards the user.

The barangay also lacks facilities for alternative learning and entrepreneurial

center which should also be present in order to promote education towards

the residents.

On Health and Environment, this is where the barangay lacks the

most. There should be a Health center to ensure the health and welfare of the

residents. Health centers are vital in creating a safe and healthy of community

in the barangay. Along with it should be a pharmacy that shall allow easy

access to medication for the residents.

On Business and Finance, the barangay hall should have an area for

cashier where people can easily pay for fees and other misc. bills needed for

legal paper works and services. Likewise, creation of treasury for the barangay

shall allow convenient flow of wealth for the whole barangay per se.

On Social and Entertainment, the barangay hall needs to have an

open space dedicated solely for the barangay and its programs, where events

can take place without having to close the streets along its vicinity. This will

allow a more convenient event planning and execution and likewise extra

convenience for the residents.

On Auxiliary, the barangay hall also need to have a pantry, parking lot

dedicated to emergency vehicles, playground, and flagpole area.

Overall, examining and knowing the key factors that affects a design of

a barangay hall is vital in creating an effective and efficient design solution.

Combining the existing and the proposed spaces is expected to make the

overall experience of the barangay hall more people-oriented and service

wise.
