“CONSTRUCTION OF RIGHT MARGINAL BUND TOWARDS KOT MITHAN SIDE”

Project Background: NHA is constructing “SHAHEED BENAZIR BHUTTO BRIDGE” over

river Indus connecting Chachran Sharif district Rahim Yar Khan with
KotMithan district Rajanpur.

NHA vide letter No.15(37)/AD(Design)/NHA/10/304 has requested

Irrigation Research Institute Irrigation Department Government of
Punjab to carry out the model study of the SHAHEED BENAZIR
BHUTTO BRIDGE for a design discharge of 36,817 cumecs.

The IRI Lahore sent the Hydraulic Model Study Report No.IRI-1270
dated January, 25 2012 with their recommendation for final
location and length of the bridge.

The project envisaged the construction of a 1200 m long concrete

bridge, with approaches, and river training works. The scope of
work relating to river training works includes construction of guide
banks upstream and downstream of the bridge. According to the
model study the design flood of the proposed bridge as 36,817
cumecs, construction /raising of Right Marginal Bund on Kotmithan
side and raising and improvement of Minchin Bund (Left Marginal
Bund) including J-Spur No1&2 on upstream side and other Spurs on
downstream side have been included on the direction of Chief
Engineer D.G Khan and PRO Hydraulics IRI Lahore.

Preparation of PC-1
of Alleged sub component:
Secretary Irrigation Department Punjab vide letter
No.473/PRO(H)/795-C dated.18-03-2016, directed PRO Hydraulic
and Chief Engineer D.G Khan to fix the alignment of Right Marginal
Bund of Benazir Bhutto Shaheed Bridge over River Indus. A PC-1
amounting 1115.212 (Million) was prepared by the concerned
office and submitted to National Highway Authority (NHA) on
22-04-2016 for approval.
Approval of PC-1
of the project
including
Sub-component: Approval of revised PC-1 with cost clearance was issued on
7th August 2017 vide letter # 16(331) PIA-IIL/PC/2017 by Ministry of
Planning Development & Reform.

Revised PC-1 with amount 9304.160 (M) was approved by ECNEC

in its meeting held on 26th July 2017.

Total Cost of Sub-Component “Construction of Right Marginal

Bund” approved by ECNEC is 1052.500 (M).
Release of Funds
To Irrigation
Department: Project director (SBBB) NHA vide his letter #
PD(SBBB)/NHA/2018/1380 dated 16th February 2018 has informed
Irrigation Department that competent authority has approved the
case of transfer of funds.
Subsequently a Cheque of amount Rs. 889,674,000/ in favor of
Executive Engineer Jampur Construction Division vide letter #
PD(SBBB)/NHA/2018/1388 dated 19th February 2018 was issued and
XEN Jampur has received this cheque on 20th February 2018.
Preparation &
Approval of Detailed
Design & Estimate
(T.S): After receiving of funds, detailed design and estimate of alleged
component was prepared and NSL were jointly verified by NHA &
Irrigation department.
Project Director NHA vide its letter# PD (SBBB) /NHA/2018/1402
dated 1st March 2018 approved the NSL.
Chief Engineer Irrigation D.G Khan Zone vide its letter#
works/2018/3867/425/16 dated 3rd March 2018 has issued approval
of T.S for an amount of Rs. 917,313,643/-.

Execution of Works: From the detailed scrutiny of the documents / record produced by
the Irrigation department it was found that Irrigation department is
executing the earth work component of sub-project through its
machinery division.

XEN Irrigation Jampur attended this office on 19th November 2018

for submission of record. He was asked to provide the approval of
competent authority for execution of works through department
itself, He was also directed to provide the cost comparison in case
of open bidding compared with departmental execution.
Reply of XEN Irrigation Department was received on 26th November
2018.
Following are the findings after the study and scrutiny of reply and
all relevant documents.

Conclusion / Findings:
1. Currently work on earth work component is in progress.
2. Irrigation department is executing only one component
through its machinery division.
3. All other components would be executed through open /
competitive bidding.
4. Work is being executed as per approved design and
drawings. As mentioned in written statement submitted by
XEN Irrigation department.
5. No any formal approval from competent authority has been
accord for execution of works by machinery division of
Irrigation department.
6. Work is being executed through machinery division on
verbal directions of Chief Engineer D.G Khan, with the
intension to complete the earth work before flood season-
2018.

 10. Cost Comparison MRS vs Machinery Rates:
Work is awarded at 29% below rates from bi annual at the
time of submission of PC-1.
In case of competitive bidding T.S needs to be revised
incorporating current bi annual rates, which are 62 % higher
as compare to Machinery rates of Irrigation division.

Recommendations:
